May 9 (Reuters)&nbsp;&#8211;&nbsp;The International Monetary Fund&#8217;s executive board on Monday approved a three-year, $456 million extended credit facility arrangement for Mozambique, with about $91 million available for immediate disbursement, the Fund said.

The IMF said the three-year arrangement will help support economic recovery and policies to reduce public debt and financing vulnerabilities, while creating space for public investments in human capital, climate adaptation and infrastructure.



The Fund said the program will support a reform agenda centered on establishing a sovereign wealth fund to manage the country&#8217;s liquefied natural gas wealth, mobilizing tax revenue and strengthening public finances.



&#8220;Mozambique has managed the COVID pandemic relatively well, maintaining macroeconomic stability and reform momentum even as the country has weathered a series of shocks, culminating with the effects of the war in Ukraine,&#8221; IMF&nbsp;Deputy&nbsp;Managing&nbsp;Director Bo Li said in a statement. &#8220;With policy space now limited, sustaining the economic recovery underway and tackling debt vulnerabilities are priorities.&#8221;

The world has no business investing in new fossil fuel developments in our race to the 1.5°C pathway. The International Energy Agency’s (IEA) newly released Net Zero by 2050 roadmap (https://bit.ly/3vmJj5j) has closed the door on new fossil fuel extraction, and fossil fuel giants have lost their claim to fame of new oil and gas reserves being aligned with the Paris Agreement. It’s a small victory for climate, and the big polluters, governments, and public finance institutions will have a tough time giving grounds for dirty developments &#8211; but there is seemingly no slowing down Total SE, Standard Bank and AfDB from riding their gravy train through Africa at full steam ahead.

Since 2012, Total SE has been the largest fossil fuel spender in Sub-Saharan Africa (https://bit.ly/3ujpZ7N). The French energy giant expanded its dominance in the region when it signed the Shareholding Agreement (SHA) and the Tariff and Transportation Agreement (TTA) alongside the governments of Uganda and Tanzania, with Tanzania recently signing the Host Government Agreement (HGA) (https://bit.ly/3uhmr5N). This deal has paved the way for oil exploration in the Albertine Graben and the construction of the longest heated pipeline in the world, the East African Crude Oil Pipeline (EACOP). The signing of this long awaited deal has spelled doom for communities affected by the project as compensation delays and mixed messages have only triggered anguish (https://bit.ly/3uekZkV) and controversy among the Project Affected Persons (PAPs). Not only will tens of thousands of people be displaced but locals risk losing their land in exchange for peanuts as the valuation report used by the government relies on old property rates (https://bit.ly/3oUBSQr). In consequence, Total will continue enriching itself at the expense of already vulnerable East Africans.

EACOP is not the only African charm for the French energy giant. Its mega Liquified Natural Gas (LNG) project in Mozambique is targeted for completion in 2024 &#8211; and the added conflict has displaced hundreds of thousands of people (https://bit.ly/3oM0GtK) from their homes, farmlands and fishing areas, leaving them without livelihoods and reliant on food aid. Total’s operation in Mozambique has ignited flames for the province of Cabo Delgado as the gas industry is fuelling social tensions. The already vulnerable locals are feeling frustrated being caught up in the manifestation of the paradox of plenty. Their resource rich province is being plundered by political and global economic elites as they suffer violence, human rights abuses and massive displacements, amid escalating insurgencies and security threats conveniently labelled as terrorism. In response, Total declared force majeure on its $20 billion LNG project (https://reut.rs/3yEAc27), thereby absolving itself of its commitments and contractual obligations, while still holding the major benefits of being the project concessionaire even at a time when survival is at stake.

The effect of Total’s presence ranges from human rights violations, violent conflict, environmental destruction, displacement, and death; all while fueling the climate crisis. Environmental racism has put black, indigenous, and people of colour communities in the path of polluters and the climate crisis &#8211; one of the biggest global threats to ensuring human rights and dignity for all.

At the forefront of championing these crises is Standard Bank, as they continue to play an advisory role in organizing funding for the $3.5billion EACOP project as well as finance the Mozambique LNG to a tune of $485 million (https://bit.ly/3oPJt2x), thereby fuelling a climate catastrophe. In the meantime, Standard Bank prides itself in being a leading oil and gas sector banking team on the continent (https://bit.ly/3oPJt2x). With its tremendous assets totalling over $162 billion regionally, Standard Bank has the potential of influencing positive transformation across the African continent through clean renewable energy that will not only meet the continent’s energy needs but also create thousands of jobs. Instead, the bank opts for life long torture of already vulnerable communities by investing in fossil fuels.

While governments and fossil fuel companies champion these projects under the guise of economic revival and job creation, growing environmental, social, and governance concerns &#8211; and stranded assets &#8211; are beginning to make their way into the boardrooms of the public finance institutions footing the bill, in large part due to pressure from civil society and grassroots movements. The African Development Bank Group (AfDB) &#8211; who poured $400 million (https://bit.ly/3fNfAMr) into Total’s Mozambique LNG project, but strongly refuted claims (https://bit.ly/2QT8TQy) of its involvement in financing EACOP &#8211; recently released its draft Climate Change and Green Growth Strategic Framework for public comment, which finally put in writing that the Bank will “cease all investment in coal or coal-related technologies, ensuring that it will not perpetuate or provide longevity to coal”. The strategic framework tiptoes around the subject of natural gas, with the seemingly cuddlier cousin to coal and oil set to play a limited and transitional role in Africa’s energy access development goals, but no mention of oil is made whatsoever. However, a golden thread weaved throughout the draft policy is the AfDB’s commitment to Paris Alignment &#8211; and with the IEA’s new stance against oil and gas for a 1.5°C warmer world, it may be back to the drawing board for the AfDB to uphold their goal of operationalising the Paris Agreement.

The climate crisis is already here and hurting the most vulnerable people. In 2020, the warmest year (https://bit.ly/3fjafxd) on record, extreme climate disasters displaced more people globally than war (https://bit.ly/2RBFkDz). It is time for governments, public finance institutions, and fossil fuel giants to take heed of what we, the people (https://bit.ly/3bSbX6u), have been calling for (https://bit.ly/3bSbX6u), and reimagine our development pathway for a sustainable and equitable future. The people and the planet do not need to be weighed against profit and economic development. This is a climate emergency, and we need to use all of our energy and might to fight for the Africa we want &#8211; one that prioritises its abundance of wind and solar potential to fuel its prosperity and puts its people, heritage, and environment at the centre of our development.

Here’s how much growing Islamist insurgency could cost the Mozambican economy

MAPUTO (Reuters) &#8211; The Mozambican army has condemned the apparent execution of a naked woman by men wearing military uniforms, shown in video footage, where she is beaten with a stick before being shot in the back as she tries to flee.



In the footage, circulated on Monday, the group refer to the woman as ‘al-Shabaab’ &#8211; a local term for an Islamist insurgent group that has been operating in the north of the country since 2017.



One of the uniformed men hits her in the head and body with a stick before others shoot and, they say in the video, kill her on the side of the road.



It was filmed in the northernmost province of Cabo Delgado, where soldiers are fighting an Islamist insurgency.



Reuters was able to verify the location of the video by comparing landmarks to those visible in satellite imagery taken in June 2020. These include three trees side-by side, posts in the ground, a path connected to the road and two white buildings, one with a blue roof.



The Mozambican army, engaged in a battle with insurgents in the province which is also home to gas projects being developed by oil majors such as Total, said it considered the images shocking and horrifying, and “above all condemnable”.



“The FDS (Defence and Security Forces) reiterate that they do not agree with any barbaric act that substantiates the violation of human rights,” it said in a statement, calling for an investigation into the video’s authenticity.

After an escalation in the insurgency, which saw the capture of the port town of Mocimboa da Praia in August, and the security forces’ response, reports and videos of beatings or other army abuses have become increasingly common.



Amnesty International said most of the men, who shot the woman 36 times, were wearing full Mozambique army uniform.



It cited a local military source as saying they killed her because she had cast a spell on the army, and refused to show them the insurgents’ hideout.



Last week, the rights group said it had verified videos showing attempted beheadings, torture, the dismemberment of alleged opposition fighters and possible extrajudicial executions.



The government dismissed the allegations, saying insurgents regularly impersonated soldiers.



Zenaida Machado, researcher for Human Rights Watch, called for an investigation and said such acts, if committed by soldiers, sowed distrust in the population and strengthened the insurgents.



Frightened people should not run from insurgents only to find themselves in danger from those supposed to keep them safe, she said.

Mozambican economy faces double whammy with COVID-19, ISIS insurgency

MAPUTO (Reuters) &#8211; French oil major Total has signed a security pact with the Mozambique government to protect a $20 billion natural gas (LNG) project being developed in the southern African country, the company said on Monday.



Mozambican security forces have been battling a low-level insurgency against militias suspected of having links to Islamic State in the gas-rich north of the country.



Violence in the northern Cabo Delgado region has recently claimed dozens of lives. Earlier this month insurgents captured a heavily-defended port in the far northern town of Mocimboa da Praia.



Total’s project includes the development of the Golfinho and Atum natural gas fields in the Offshore Area 1 concession, containing more than 60 trillion cubic feet (Tcf) of gas, and the construction of a liquefaction plant with a capacity of 13.1 million tons per annum.



Initial production is slated by 2024.



“This &#8230; bolsters security measures and endeavours to create a safe operating environment for partners like Total which enables their ongoing investment in Mozambican industry,” Ernesto Elias Tonela, minister of mineral resources and energy, said in the statement.

Total and Mozambique sign security pact for $20 billion natural gas project

According to unconfirmed reports, suspected Islamist militants have once again attacked and occupied Mocímboa da Praia in the northern Cabo Delgado province. Reports suggest that the port town was first attacked overnight on August 5/6, with intense fighting continuing until August 11. 



Security forces are said to have been given air support by the South Africa-based private security company Dyck Advisory Group (DAG), which has been active in the region since May. 



DAG is currently based in the port city of Pemba, more than 300 km to the south. Although unconfirmed, both militants and security forces are believed to have suffered multiple casualties. Mocímboa da Praia has been targeted numerous times in 2020, including on March 23 when it was temporarily occupied. recently, the town was attacked and occupied overnight on June 27, the same day eight employees of Fenix Constructions Service, a subcontractor of Total, were killed when their vehicle was ambushed by gunmen near Palma, some 80 km north of Mocímboa da Praia. Both attacks on Mocímboa da Praia were claimed by the Islamic State Central African Province (ISCAP) militant group. ISCAP has claimed or been blamed for the most recent attacks in Cabo Delgado.



 However, it is only one of several groups known to be active in the region, with the group commonly known as Ansar al-Sunna or Ahlu Sunnah Wa-Jamo (also referred to by locals as Al-Shabaab) operating there since 2017. The groups are not thought to have direct links with their better-known namesakes, but rather identify with them ideologically. Indeed, most analysts agree that socio-economic issues, underdevelopment, and perceived marginalisation are major drivers of the Islamic insurgency in the region, along with militants’ links to organised crime. The government has struggled to contain the escalating insurgency, which has threatened major liquified natural gas projects in the province, deploying additional security forces and engaging private security companies to try and contain the growing violence.



 On May 14, Interior Minister Amade Miquidade announced that 50 militants were killed in a security operation launched in the Meluco, Mocímboa da Praia, Mueda, Muidimbe, Nangade, and Quissanga districts. However, security forces have also suffered major reversals, impacting morale and operational capacity. The insurgency has been considered at a multilateral level with the Southern African Development Community (Sadc) discussing it at a special summit in Harare on May 19.



 A communiqué released after the conclusion of the Extraordinary Organ Troika Summit plus Mozambique “urged Sadc member states to support the Government of Mozambique in fighting the terrorists and armed groups in some districts of Cabo Delgado”. However, there have been no concrete commitments by either the bloc or any individual member to provide military support.



 Senior figures in South Africa have made comments suggesting that the possibility was at least under discussion. South Africa’s Minister of International Relations and Cooperation, Naledi Pandor, briefed Parliament in May, saying that government was in discussion with Mozambique about how it could help fight the insurgency, prompting the Islamic State to issue threats to “open a fighting front inside [South Africa’s] borders”. The chairperson of the country’s National Joint Operational and Intelligence Structure (Natjoints) has since been quoted as saying, “We can’t interfere in a country’s sovereign matters, but we make sure we are keeping our forces ready.”



 In a development that may be related to the situation in Cabo Delgado, Tanzania’s military has been conducting military exercises along that country’s shared border with the troubled province since August 10. Tanzania first announced that it would be deploying soldiers to the border in May, in response to the insecurity. Islamist militants have significantly stepped up their activities in Cabo Delgado in 2020 and have become increasingly emboldened with its usual modus operandi evolving from targeting small villages and rural dwellers to launching relatively sophisticated attacks on district capitals, like Mocímboa da Praia and Quissanga. 



This has seen them driving security forces from towns they were garrisoned in, allowing militants to achieve psychological victories and capture weaponry. The security situation in Cabo Delgado is not expected to improve significantly over the short to medium term as there is no purely military solution to the insurgency. Most analysts agree that a coordinated, regional response to the insurgency is required as porous borders and organised crime activities are some of the key drivers of the violence. Mozambique is said to be reluctant to agree to a regional force being deployed, partly due to its poor relationship with Tanzania and Botswana, which will soon take over from Zimbabwe as chair of the Sadc Troika. Media reports allege that President Filipe Nyusi had proposed a bilateral arrangement to his Zimbabwean counterpart, Emmerson Mnangagwa, which was rejected as the latter preferred a coordinated response. PARIS (Reuters) &#8211; French oil major Total has signed a $14.9 billion senior debt financing agreement for its massive liquefied natural gas (LNG) project in Mozambique, the biggest project financing ever in Africa, it said on Friday.



The project includes the development of the Golfinho and Atum natural gas fields in the Offshore Area 1 concession, and the construction of a two-train liquefaction plant with a capacity of 13.1 million tons per annum, Total said.



Jean-Pierre Sbraire, chief financial officer of Total, said the signing, which secures the majority of the project’s total investment of $20 billion, shows financial institutions have confidence in the long-term future of LNG in Mozambique.



Mozambique LNG is one of several projects being developed in the country’s northernmost province of Cabo Delgado after one of the biggest gas finds in a decade off its coast. Together, the projects are worth some $60 billion.



Rival Exxon Mobil delayed the final investment decision on its nearby Rovuma LNG gas project due to the coronavirus pandemic, and Mozambique expects the decision next year.



Mozambique LNG’s project financing includes direct and covered loans from eight export credit agencies (ECAs), 19 commercial bank facilities, and a loan from the African Development Bank, Total said in a statement.



UK Export Finance (UKEF) was among the ECAs contributing to the financing, alongside the Export Import Bank of the United States, Italy’s SACE, the Netherlands’ Atradius, the Export Credit Insurance Corporation of South Africa, Japan Bank for International Cooperation, Nippon Export and Investment Insurance, and the Export-Import Bank of Thailand.



Reuters reported last month that UKEF was planning to commit around $800 million of funding &#8211; a contribution that drew criticism from environmental campaigners who say Britain should not be funding fossil fuel projects.



Sealing the Total project financing is a win for Mozambique’s government as it tackles security challenges.



Cabo Delgado has seen an Islamist insurgency with links to Islamic State gather pace over the past year, and suspected Islamist insurgents attacked a town 60 km (37 miles) south of the gas projects late last month.

MAPUTO (Reuters) &#8211; <a href="https://www.cnbcafrica.com/videos/2020/04/14/imf-approves-funds-to-ghana-senegal-mozambique-to-fight-covid-19/">Mozambique</a> has confirmed its first <a href="https://www.cnbcafrica.com/southern-africa/2020/05/25/how-covid-19-is-shaping-africas-prospects/">COVID-19</a> death, the health ministry on Monday said.



The southern African nation, which has documented 209 coronavirus cases, said the fatality was a 13-year-old child with a with a pre-existing medical condition.
