Nigeria’s Minister of State for Petroleum Resources, Emmanuel Ibe Kachikwu says although licenses have been issued for the establishment of modular refineries, it’s not a solution to the country’s production deficiencies but one of its primary benefits is to create a culture of refining. He discussed strategies to revive Nigeria’s refining capacity with CNBC Africa’s Esther Awoniyi.
