NAIROBI, April 30 (Reuters) &#8211; Tanzania has installed medical oxygen production plants in its biggest national hospitals to serve intensive care wards treating coronavirus patients, its health ministry said on Friday.
The ministry statement said the plants installed in each hospital will produce 200 medical oxygen cylinders a day.
The announcement that the plants had been installed in seven referral hospitals in a World Bank-backed project was another change of COVID-19 policies since the death of President John Magufuli in March.
Earlier this month, President Samia Suluhu Hassan shifted the country&#8217;s approach to COVID-19 from the controversial stances of her predecessor by announcing she was forming a committee to research whether Tanzania should follow the course taken by the rest of the world against the pandemic.
And on Sunday Hassan said that while that committee continues its work, Tanzanians should follow the public health guidelines for COVID-19 prevention advised globally, namely mask wearing and washing hands. She called on religious leaders to help educate the public on this.
Magufuli, who died last month after weeks of speculation that he was ill with COVID-19, was Africa&#8217;s most prominent COVID-19 sceptic. He urged Tanzanians to shun mask-wearing and denounced vaccines as a Western conspiracy, frustrating the World Health Organization. Tanzania stopped reporting coronavirus data in May 2020. NAIROBI, April 30 (Reuters) &#8211; Uganda will suspend flights to and from India after midnight on Saturday amid the coronavirus surge in the Southeast Asian nation, the country&#8217;s health ministry said on Friday, two days after neighbouring Kenya did the same.
Also on Friday, a senior Ugandan health official said the country has detected the Indian variant of the novel coronavirus, igniting fears the East African nation could suffer a resurgence of cases just when its outbreak has waned.
The head of the African Union&#8217;s disease control body John Nkengasong told a news conference on Thursday that the raging state of the pandemic is India is a wake-up call for Africa that its governments and citizens must not let their guards down.

Uganda to stop flights to and from India amid coronavirus surge

JOHANNESBURG, April 30 (Reuters) &#8211; South African conglomerate Steinhoff International Holdings N.V. could consider an equity issue, its CEO said on Friday, as the retailer looks to reduce its debt and financing costs.
At an annual shareholder meeting, Chief Executive Officer Louis du Preez was asked whether the company would consider an equity issue once it has settled about 90 separate legal claims against it following a 2017 accounting scandal.
&#8220;One of the options that we will potentially look at, there are many options, is potentially an equity raise. Obviously no decision has been made in that regard,&#8221; he told shareholders, without elaborating on what the funds might be used for.
The furniture and clothing retailer is preparing to meet the costs of a $1 billion global lawsuit settlement plan by selling some of its majority-owned African subsidiary&#8217;s shares, among other steps.

South Africa’s Steinhoff could consider raising equity – CEO

ABUJA, April 30 (Reuters) &#8211; Nigeria has increased the capital requirement for pension managers in an attempt to steer the biggest sector of its fund management industry to target untapped opportunities in the much larger, informal sector of small business.
Three pension managers are in talks to merge to meet the new capital requirement of 5 billion naira ($13.14 million) by next year, two pension executives with knowledge of the matter told Reuters. Pension funds currently operate with 1 billion naira capital.
Fund managers include Stanbic IBTC Pension Managers, a unit of Stanbic IBTC Holdings, Sigma Pensions, which sold a majority stake to private equity firm Actis, and several others with either banking or insurance parent companies.
The National Pension Commission was not available for comment.
Nigeria&#8217;s pension funds were worth around 12.3 trillion naira as of March, up from 10.5 trillion naira in 2019. Fund growth slowed in 2020 due to the COVID-19 pandemic but a strong rally on the equity market helped counter historically low bond yields.
Africa&#8217;s most populous country faces a shrinking labour market, double-digit inflation and low growth in the face of mounting insecurity. So far, contributions are mainly from the millions working for the government or big companies.
But there are untapped opportunities in the small business sector, the executives said, adding that the sector needed to overcome challenges on how to track them.
The growth in pensions has lifted fund flow into equities and bonds in Nigeria. Current regulations allow Nigerian pension managers to invest up to 30% of their portfolio in equities and limit investment in government bonds to a maximum of 80%. Nigeria hikes capital requirement for pension managers as mergers loom

LONDON, April 30 (Reuters) &#8211; A single dose of Pfizer&#8217;s coronavirus vaccine may not generate a sufficient immune response to protect against dominant new variants, except in people who have already been infected with COVID-19, a UK study has found.
The Imperial College-led study, which looked at immune responses in British healthcare workers after their first dose of the Pfizer shot, found that people who had previously had mild or asymptomatic infection had enhanced protection against more infectious mutated variants that emerged in Britain and South Africa.

South African Airways exits bankruptcy protection – statement

CAPE TOWN, April 30 (Reuters) &#8211; South Africa&#8217;s drug regulator has said that Johnson &amp; Johnson&#8217;s COVID-19 vaccine can be given to pregnant women with co-morbidities or at high risk of contracting the coronavirus.
The South African health ministry said SAHPRA had previously said pregnant and breast-feeding women should be excluded from a local research study evaluating the J&amp;J vaccine&#8217;s efficacy.
That research study, which aims to immunize 500,000 health workers, resumed on Wednesday after it was temporarily suspended over extremely rare cases of blood clots in people given J&amp;J&#8217;s vaccine in the United States.
But in recommendations posted on its website on Thursday, the regulator said pregnant women who have co-morbidities or are at high risk of exposure to COVID-19 like health workers &#8220;may be vaccinated in consultation with their health care provider&#8221;.
&#8220;Women who are breastfeeding should be counselled on the absence of information in this regard and a benefit-risk assessment should be made by the enrolling clinician,&#8221; it said.
Further studies were planned in the coming months to assess the risks of being given the vaccine during pregnancy, it said.
The worst-hit country on the African continent in terms of reported coronavirus infections and deaths has so far vaccinated over 307,000 health workers with J&amp;J&#8217;s shot while it waits for its first batch of commercial doses to become available.
It has ordered 31 million doses of J&amp;J&#8217;s one-shot vaccine and 30 million doses of Pfizer&#8217;s two-shot vaccine &#8211; enough for a combined 46 million of its 60 million people &#8211; and is counting on them to ramp up immunisations after a slow start. South Africa regulator says J&J shot can be given to pregnant women

CAIRO, April 30 (Reuters) &#8211; Record African Champions League winners Al Ahly will face South Africa’s Mamelodi Sundowns in the quarter-finals for a second successive season after the draw was made in Cairo on Friday.
The clash also pits Pitso Mosimane, the coach of holders Ahly, against his former club in an already-tense rivalry
South African Mosimane left Sundowns in August to join the Cairo giants, whose nine Champions League triumphs are more than all the titles of the other quarter-finalists together.
Mosimane led Sundowns to 2016 Champions League success and just weeks after his arrival saw Ahly to last season’s title.
Ahly knocked out Sundowns at the same stage of last year’s competition 3-1 on aggregate before going on to claim the title.
The quarter-final draw for the continent’s secondary competition, the African Confederation Cup, was also conducted on Friday. Soccer-Holders Al Ahly to meet Sundowns in Champions League last eight again

JOHANNESBURG, April 30 (Reuters) &#8211; A South African government tender for 2,000 megawatts (MW) of emergency power has been challenged in court by one of the companies that lost out, potentially delaying capacity being added to the grid and prolonging an electricity crisis.
DNG Power wants the High Court to review its disqualification from the tender and prevent the government from signing and implementing agreements with the preferred bidders, court papers seen by Reuters show.
The government named the eight preferred bidders last month. Turkey&#8217;s Karpowership was a major winner, with three of its floating gas power stations among the eight projects chosen to help to end recurring power outages that have cost the economy billions of dollars in lost output.
In an affidavit, DNG Power&#8217;s Aldworth Mbalati alleged the tender&#8217;s outcome was influenced by corruption and that some of the preferred bidders had been unlawfully granted exemptions.
Mineral Resources and Energy Minister Gwede Mantashe&#8217;s spokesman told Reuters the tender was handled by the Department of Mineral Resources and Energy (DMRE), not the minister, and referred all questions to the department. A DMRE spokeswoman asked for questions by email but did not immediately respond.
Karpowership did not respond to a Reuters request for comment.
South Africa&#8217;s biggest opposition party the Democratic Alliance has also alleged the emergency power tender was geared towards selecting Karpowership from the start.
Backed by environmental activists opposed to Karpowership&#8217;s projects for reasons that include possible marine pollution, they say, the Democratic Alliance has demanded a parliamentary investigation, but so far without success.
The government said in March the eight projects selected as preferred bidders would inject 45 billion rand ($3.1 billion) of investment into the economy and that the first power would flow from August 2022. April 30 (Reuters) &#8211; Disappointing Chinese data knocked down emerging market currencies and stocks on Friday, but the currencies were still on pace to post their best month of the year.
China&#8217;s factory activity growth slowed and missed forecasts in April as supply bottlenecks and rising costs weighed on production and overseas demand lost momentum.
That led to a 0.1% drop in MSCI&#8217;s index of emerging market currencies, while the equity equivalent index fell 0.8%, its worst day in more than a week.
The MSCI currency index had risen 1.6% in April, its best month since December, and stocks gained 2.8% this month, their biggest monthly gain since January.
South Africa&#8217;s rand dropped 0.9%, as private sector credit growth slowed in March, but the currency was set to gain for a third consecutive month and was the top monthly gainer among its emerging market peers.
The Turkish lira slipped 0.4%, but was set to gain nearly 1% on the week.
A tight central bank monetary policy coupled with governance measures, like an extension on the ban on lay-offs, have helped the lira over the past few sessions. However, it has been the worst performer this year.
&#8220;The main takeaway from the upward forecast revision is that CBT (Central Bank of Turkey) now has even less basis for cutting the benchmark rate in coming months,&#8221; said Tatha Ghose, an analyst at Commerzbank.
Turkey&#8217;s central bank will keep its interest rates on hold until the fourth quarter due to price pressures, Morgan Stanley forecast on Thursday, adding any premature cut would result in strong pressures on the lira.
&#8220;If April, indeed, turns out to be the peak of inflation, after which there will be steady moderation, then rate cuts would follow,&#8221; Ghose said.
Russia&#8217;s rouble was 0.1% weaker against the dollar, moving away from its April peaks ahead of the extended May holidays declared by President Vladimir Putin.
Most central European currencies eased against the euro, with Hungary&#8217;s forint , Czech&#8217;s crown and the Polish zloty down between 0.1% and 0.2%.
The U.S. dollar was set for its fourth straight weekly decline against a basket of major peers on Friday, and was set for its worst monthly decline since July last year as the Federal Reserve stuck to its message of ultra-low interest rates for longer coupled with huge stimulus packages. EMERGING MARKETS-FX set for best month of 2021; weak China data weighs

JOHANNESBURG, April 30 (Reuters) &#8211; South African state utility Eskom will start a fresh round of wage negotiations with trade unions next week, it said on Friday, warning any disputes could impact its ability to supply electricity.
Eskom struggles to power Africa&#8217;s most industrialised nation because of repeated faults at its ailing coal-fired power stations and is choking under more than 460 billion rand ($32 billion) of debt.
The last round of negotiations in 2018 led to power outages after workers reacted angrily to Eskom&#8217;s initial refusal to hike wages and protested. The company later offered above-inflation increases, and a three-year agreement was signed.
Eskom has not disclosed its position ahead of the talks, but said in a statement it hoped to reach an agreement that was financially sustainable and in the best interests of its employees and the public.
If the talks from May 4 to June 3 turn fraught, there may be &#8220;a negative impact on our infrastructure and operations, which may compromise our ability to supply electricity,&#8221; it added.
Eskom will be negotiating with the National Union of Mineworkers (NUM), the National Union of Metalworkers of South Africa (NUMSA) and Solidarity.
The NUM is demanding a salary increase of 15% in the 2021/22 financial year but would also consider a multi-year agreement, NUMSA wants a one-year 15% salary increase and Solidarity is seeking a 9.5% annual increase over multiple years. Inflation is currently around 3%.
&#8220;The talks starting next week will determine the duration of the settlement,&#8221; Eskom&#8217;s spokesman told Reuters.
The 2018 wage agreement was for salary increases of 7.5% in 2018/19, 7% in 2019/20 and 7% in 2020/21, and exacerbated the dire state of Eskom&#8217;s finances. The utility expects to make a loss of about 22 billion rand in the year to the end of March 2021.
Unions argue Eskom&#8217;s woes are chiefly linked to corruption and mismanagement over many years, and that workers should not lose out as a result.

KAMPALA, April 30 (Reuters) &#8211; Uganda has detected the Indian variant of the novel coronavirus, igniting fears the East African nation could suffer a resurgence of cases just when its outbreak has waned, a senior health official said on Friday.
&#8220;Yes, we have got one individual who has that variant,&#8221; Pontiano Kaleebu, head of the government-run Uganda Virus Research Institute (UVRI) told Reuters on Friday.
The variant, he said, had been detected in recent days on a Ugandan who had returned from a visit to India. He did not immediately have further information.
Health Ministry spokesman Emmanuel Ainebyoona told Reuters the country&#8217;s coronavirus task-force would discuss the situation on Friday.
So far, Uganda, like many African countries, has experienced a relatively mild COVID-19 outbreak.
But concerns it could be vulnerable to contagion from the Indian variant are underscored by its large Indian community and strong relationship between the two countries as India is a major exporter to Uganda.
As of Tuesday, Uganda had reported 41,797 infections and 342 deaths, health ministry data showed.
On Thursday, the Africa Centres for Disease Control and Prevention warned India&#8217;s intense outbreak was a reminder that Africa must stay vigilant.
The head of the health agency John Nkengasong said the African Union will convene a meeting of African health ministers on May 8 to &#8220;put everybody on alert&#8221;.
India reported more than 379,000 new coronavirus cases and 3,645 new deaths on Thursday alone. It was the highest number of deaths reported in a single day in the world&#8217;s second most populous country since the start of the pandemic.

Raising fears of COVID surge, Uganda detects Indian variant, official says

JOHANNESBURG, April 30 (Reuters) &#8211; South Africa&#8217;s Zulu regent Queen Shiyiwe Mantfombi Dlamini Zulu has died at 65, officials said, just over a month after she took the role following the death of her husband, King Goodwill Zwelithini.
&#8220;It is with deepest shock and distress that the Royal Family announces the unexpected passing of her Majesty Queen Shiyiwe Mantfombi Dlamini Zulu, regent of the Zulu nation,&#8221; said a statement issued by Prince Mangosutho Buthelezi, founder of the Inkatha Freedom Party and traditional prime minister to the Zulu monarch.
He did not refer to a cause of death. Some South African media have reported that she had been ill but have not released details of her medical condition.
&#8220;This has taken us by surprise and left us utterly bereft. On behalf of the royal family, I wish to assure the nation that while we are all rightly grief-stricken, there will be no leadership vacuum in the Zulu nation,&#8221; Buthelezi said.
In a statement, President Cyril Ramaphosa extended his &#8220;thoughts, prayers and hearts once more to the royal family&#8221;.
The Zulu are South Africa&#8217;s largest ethnic group, accounting for around a fifth of the country&#8217;s population, most living in the coastal province of KwaZulu-Natal. The monarch has no formal government powers but upholds Zulu tradition and controls millions of hectares of land through a trust.
The queen married Zwelithini in 1977, becoming his third wife. She is the sister of King Mswati III of eSwatini, ruler of the country formerly known as Swaziland. King Zwelithini ka Bhekuzulu, who was 72, died in hospital last month after being admitted for treatment for diabetes.
Under his will, his wife was appointed regent pending the installation of a successor.
KwaZulu-Natal Premier Sihle Zikalala called the news &#8220;heart-wrenching&#8221; and said the Queen was a bridge between the Zulu and eSwatini nations. He called her leadership role an inspiration for women, which helped to &#8220;administer the final burial rites to the backward, patriarchal and chauvinistic tendencies that considered women as inferior beings&#8221;. South Africa’s Zulu regent Queen Dlamini Zulu dies at 65

NEW DELHI, April 30 (Reuters) &#8211; India has recorded the world&#8217;s sharpest spike in coronavirus infections this month, with political and financial capitals New Delhi and Mumbai running out of hospital beds, oxygen and medicines.
Scientists are studying what led to an unexpected surge, and particularly whether a variant of the novel coronavirus first detected in India is to blame. The variant, named B.1.617, has been reported in some 17 countries, raising global concern. Here are the basics:

WHAT IS THE INDIAN VARIANT?
The B.1.617 variant contains two key mutations to the outer &#8220;spike&#8221; portion of the virus that attaches to human cells, said senior Indian virologist Shahid Jameel.
The World Health Organization (WHO) said the predominant lineage of B.1.617 was first identified in India last December, although an earlier version was spotted in October 2020.
The WHO has described it as a &#8220;variant of interest&#8221;, suggesting it may have mutations that would make the virus more transmissible, cause more severe disease or evade vaccine immunity. Other strains with known risks, such as those first detected in the United Kingdom, Brazil and South Africa, have been categorised as &#8220;variants of concern,&#8221; a higher threat level.

ARE VARIANTS DRIVING THE SURGE IN CASES?
It&#8217;s hard to say.
The WHO says more study is urgently needed. Laboratory-based studies of limited sample size suggest potential increased transmissibility, it concluded.
The picture is complicated because the highly transmissible B.117 variant first detected in the U.K. is behind spikes in some parts of India. In New Delhi, UK variant cases almost doubled during the second half of March, according to Sujeet Kumar Singh, director of the National Centre for Disease Control. The Indian variant, though, is widely present in Maharashtra, the country&#8217;s hardest-hit state, Singh said.
Prominent U.S. disease modeller Chris Murray, from the University of Washington, said the sheer magnitude of infections in India in a short period of time suggests an &#8220;escape variant&#8221; may be overpowering any prior immunity from natural infections in those populations.
&#8220;That makes it most likely that it’s B.1.617,&#8221; he said. But Murray cautioned that gene sequencing data on the coronavirus in India is sparse, and that many cases are also being driven by the UK and South African variants.
Carlo Federico Perno, Head of Microbiology and Immunology Diagnostics at Rome&#8217;s Bambino Gesù Hospital, said the Indian variant couldn&#8217;t alone be the reason for India&#8217;s huge surge, pointing instead to large social gatherings.
Prime Minister Narendra Modi has been criticised for allowing massive political rallies and religious festivals which have been super-spreader events in recent weeks.

DO VACCINES STOP IT?
One bright spot is that vaccines may be protective. White House chief medical adviser Anthony Fauci said earlier this week that preliminary evidence from lab studies suggest Covaxin, a vaccine developed in India, appears capable of neutralizing the variant.

WASHINGTON, April 29 (Reuters) &#8211; Wealthy countries must provide more support to low-income countries, from increased COVID-19 vaccine supplies to debt relief, or they risk a deeper and longer-lasting health and economic crisis, a senior U.S. Treasury official said on Thursday.
Andy Baukol, who has taken over the duties of the undersecretary for international affairs, said the high and growing debt burden in many low-income countries is limiting their ability to respond to the crisis, especially in Africa.
&#8220;Without further international action to support low-income countries, we risk a stark divergence in economic growth prospects for advanced economies versus low-income and developing countries,&#8221; Baukol told an online event hosted by the Center for Strategic and International Studies in Washington.
&#8220;The result would be a deeper and longer-lasting crisis, with mounting problems of indebtedness, more entrenched poverty, and growing inequality.&#8221; (Reporting by David Lawder Editing by Chris Reese)
