
<p>LONDON (Reuters) &#8211; British Prime Minister Boris Johnson will on Monday impose a tiered system of further restrictions on parts of England as the COVID-19 outbreak accelerates, though anger is rising at the cost of the stringent curtailment of freedoms.</p>



<p>Johnson has chaired an emergency response committee, known as a COBRA meeting, and will then address parliament at around 1430 GMT, offering lawmakers a vote later in the week on the measures. He will then hold a press conference.</p>



<p>Johnson’s three-tiered local lockdowns will include shutting bars, gyms, casinos and bookmakers in some areas placed into the “very high” alert level, probably across the north of England, British media reported.</p>



<p>“Pretty much all areas of the UK are now seeing growths in the infection rate,” England Deputy Chief Medical Officer Jonathan Van-Tam told reporters. “The epidemic, this time, has clearly picked up pace in the north of England earlier than it did in the first wave.”</p>



<p>Van-Tam said the freshest data showed infections were rising across the north of England and in some more southerly areas too while the virus was creeping up age bands towards the elderly from those aged 16-29 years.</p>



<p>“Nightingale” emergency field hospitals in Manchester, Sunderland and Harrogate have been told to mobilise, NHS England’s Medical Director Steve Powis said.</p>



<p>Manchester intensive care consultant Jane Eddleston said 30% of critical care beds were taken up with COVID-19 patients &#8211; starting to impact on healthcare for others.</p>

<p>But as millions of people across the United Kingdom grapple with a patchwork of local restrictions, the hospitality sector says it is being brought to its knees by the government.</p>



<p>A group of English pub and nightclub owners led by Manchester club night and events operator Sacha Lord will instruct lawyers to begin opposing the government if Johnson orders pubs closed.</p>



<p>“If he is suggesting that pubs and bars need to shut down in Greater Manchester, we’re launching an immediate judicial review,” Lord, creator and operator of Manchester’s Parklife festival and The Warehouse Project, told Reuters.</p>



<p>Lord has the support of The Night Time Industries Association, the British Beer and Pub Association, JW Lees Brewery, Joseph Holts Brewery, New River Pub Company, and a host of other operators in northwest England.</p>

<p>LONDON (Reuters) &#8211; British Prime Minister Boris Johnson said on Thursday that a statue of 19th century colonialist Cecil Rhodes should not be pulled down from an Oxford University college because history should not be edited.</p>



<p>Oriel College, Oxford, said last month it wanted to remove a statue of Rhodes after a campaign by those who argue the statue glorifies racism and is an insult to black students.</p>



<p>Johnson told the Evening Standard newspaper he did not want to see the statue pulled down.</p>



<p>It would, he said, be like “trying to bowdlerise or edit our history &#8230; like some politician sneakily trying to change his Wikipedia entry,” the Standard reported.</p>



<p>“I’m pro-heritage, I’m pro-history, and I’m in favour of people understanding our past with all its imperfections,” he said</p>

<p>LONDON (Reuters) &#8211; Prime Minister Boris Johnson will call for deeper investment ties between Britain and Africa at a summit for leaders of 21 African countries on Monday that comes days before his country will leave the European Union.</p>



<p>After securing Britain’s departure from the EU, the world’s largest trading bloc, on Jan. 31, Johnson is keen to develop business ties with countries outside Europe.</p>



<p>At the summit in London, Johnson will call for Britain to be the “investment partner of choice” for Africa. He will highlight deals worth billions of pounds with countries on the continent, underlining the roles British companies are playing in providing anything from smart street lighting in Nigeria to environmentally friendly breweries in Kenya.</p>



<p>The prime minister will also announce an end to British support for thermal coal mining or coal power plants overseas, according to a statement issued before the summit’s start.</p>

<p>Boris Johnson has won a Conservative Party leadership race and will become the U.K.’s next prime minister.</p>



<p>Johnson was elected as his party leader, and consequently the U.K. leader, only by the estimated 160,000 members of the ruling Conservative Party. He will take up office on Wednesday.</p>



<p>The new prime minister, who has previously been the U.K. foreign minister and mayor of London, will likely usher in a new team of ministers. Some incumbents have already announced their impending departure,&nbsp;<a href="https://www.cnbc.com/video/2019/07/15/watch-cnbcs-full-interview-with-uk-chancellor-philip-hammond.html" class="">including Finance Minister Philip Hammond</a>, largely because of their different stances over Brexit.</p>



<p>The leadership contest took place after Theresa May announced she would resign as prime minister following repeated rejections of the Brexit deal she struck with the EU last year.</p>



<p>How Johnson will proceed with Brexit now will be an immediate focus, given an impending deadline to leave the bloc of October 31, and still no deal agreed upon by the U.K. parliament.</p>



<p>Johnson is infamous for his off-the-cuff remarks and somewhat eccentric character, and he has long been an influential and outspoken member of the Conservative Party. His decision to support the “Leave” vote ahead of the U.K.’s referendum on EU membership in June 2016 was seen as having a decisive effect on the result.</p>



<p>Since then, Johnson has made more controversial remarks over Brexit; most recently insisting that the U.K. must leave the EU on October 31 “do or die, come what may” despite widespread concern over what a “no-deal” departure could mean for U.K. businesses and the economy.</p>



<p>Leaving without a deal in place with the EU would mean there is no transition period for the country to get used to life outside the EU’s trading bloc. Trade and transport links between the EU and U.K. could therefore be severely affected.</p>



<p>Johnson also got into hot water in recent weeks for his apparent reluctance to support the U.K.’s ambassador to the U.S.&nbsp;<a href="https://www.cnbc.com/2019/07/10/uk-ambassador-to-the-us-resigns-after-leaked-emails-fiasco.html" class="">following a leak of secret memos criticizing the President Donald Trump administration</a>.</p>
