Open Letter to the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria October 21, 2020 



President Buhari, You appealed to Nigerians to give you a mandate in 2003, 2007 and 2011. In 2015, you walked among the people. Nigerians, young and old, walked with you. On May 29, 2015 we swore you in. You pledged to serve Nigeria, to “celebrate her freedom and cherish her democracy”. You said to Nigerians that, “together we cooperate to surprise the world that had come to expect only the worst from Nigeria.” 



You, saluted Nigerians for waiting long hours in rain and hot sunshine to register and cast their votes and stayed all night if necessary, to protect and ensure their votes count and were counted. You thanked those who tirelessly carried the campaign on social media. President Buhari, this is an urgent call from those who gave you this mandate: tell the armed forces to stand down and stop shooting at or killing unarmed Nigerians. Undeniably, the lives of young Nigerians are being shed in hopes of a better Nigeria, which you chose to serve.

In the last two weeks, Nigeria has seen an intergenerational call for a better country through better governance. It was led by the youth and it was peaceful. Given your experience running for office, where there is a crowd there are opportunists that seek to infiltrate and cause havoc. This was not the protesters, they remained peaceful. However, Mr. President, the democracy, which you choose to uphold, necessitates that the people speak. The rot in the system is undeniable. Nigerians at home and abroad were expressing their displeasure. That same groundswell that gave you a mandate was speaking to you, but our cries were met with a bloody flag. In spite of the denials, we are in a new age of social media, some of us were on ground while some watched on social media what transpired. The world watched alongside with us. Mr. President, the armed forces should never be said to harm or kill its own unarmed people. We appeal to your duty as the Commander-in-Chief, your decision to be the democratically elected President of Nigeria and your role as a Father: stay the bullets of the armed forces. As a democratic nation, Mr. President, we will continue to speak, we will continue to call out the rot in the Nigerian system, we have just one country. WASHINGTON (Reuters) &#8211; The U.S. State Department said on Tuesday it had imposed visa restrictions on Nigerians it said were involved in trying to undermine democracy in presidential and parliamentary elections this year.



The department did not name the individuals or say how many were affected by the visa restrictions. President Muhammadu Buhari won a second term in February in an election marred by delays, logistical glitches and violence.



“These individuals have operated with impunity at the expense of the Nigerian people and undermined democratic principles and human rights,” spokeswoman Morgan Ortagus said in a statement.



“The Department of State emphasizes that the actions announced today are specific to certain individuals and not directed at the Nigerian people or the newly elected government,” Ortagus added.

ABUJA (Reuters) &#8211; Nigeria and German company Siemens have agreed a roadmap to increase Nigeria’s “reliable” power supply to 11,000 megawatts by 2023, President Muhammadu Buhari said on Monday.



The president of the West African country said that at present, “only an average of 4,000 megawatts reliably reaches consumers”. He said Nigeria would work with Siemens to achieve “7,000 megawatts of reliable power supply by 2021 and 11,000 megawatts by 2023”.

Muhammadu Buhari’s election four years ago as Nigerian president was greeted with <a href="https://www.bbc.com/news/world-africa-32141703">great enthusiasm, and expectation</a>. US President Barack Obama invited him to the White House less than two months after his inauguration, an honour rarely accorded to newly elected African leaders. Many Nigerians saw Buhari as a messiah rescuing them from years of economic disempowerment, institutionalised corruption and insecurity.

These high hopes were unsurprising. The Nigerian economy, though growing at a robust rate, <a href="https://www.brookings.edu/research/toward-inclusive-growth-in-nigeria/">wasn’t benefiting most Nigerians</a>. Unemployment, especially among young people, was <a href="https://qz.com/africa/999641/the-unemployment-rate-in-nigeria-has-climbed-for-nine-consecutive-quarters/">widespread and growing</a>. The World Bank estimated Nigeria’s <a href="https://www.mckinsey.com/featured-insights/middle-east-and-africa/nigerias-renewal-delivering-inclusive-growth">poverty rate to be as high as 70%</a>, an embarrassing number given that the country is ranked as the eighth largest oil exporter in the world. 

The result of the toxic combination of high joblessness and poverty rates, is a life expectancy of 55 years, one of the <a href="https://www.who.int/countries/nga/en/">lowest in developing countries</a>.

As Buhari prepares to go to the polls, pundits have been analysing his scorecard and asking whether he deserves another four years in office. 

What is clear is that, this time around, his re-election campaign has not been greeted with the same level of enthusiasm. Some analysts, including the London-based Economist Intelligence Unit, have gone as far as to <a href="https://www.pulse.ng/news/politics/economist-magazine-says-buhari-will-lose-2019-election/ncm7eg4">predict</a> that he will lose the election. 

Why the change of fortunes? The answer seems to lie in the fact that most of the things Nigerians complained about in 2015 are still unresolved. In particular, unemployment, poverty and economic disempowerment remain firmly in place. 

Since Buhari came to power, Nigeria’s unemployment rate has <a href="https://tradingeconomics.com/nigeria/unemployment-rate">more than doubled</a> from 10.4% in January 2016 to 23.1% in July 2018. In June last year CNN <a href="https://www.cnn.com/2018/06/26/africa/nigeria-overtakes-india-extreme-poverty-intl/index.html">reported</a> that Nigeria had overtaken India as the country with the largest number of people living in extreme poverty. About 87 million Nigerians, or half the population, live on less than $1.90 per day.

The big question is: can Buhari win reelection amid his disappointing economic performance? I believe that he will, in fact, win the election. But this will be for reasons to do with the weakness of other candidates, rather than his own strengths.

<h2>Economic performance</h2>

When he came to power in 2015, Buhari promised to tackle three interrelated problems: corruption, insecurity and the economy. Of the three, Nigerians regarded <a href="https://www.bbc.com/news/world-africa-32905067">economic problems as paramount</a>. But the administration appears to have focused on corruption and security issues and paid less attention to the economy. 

For example, Buhari failed to prevent an impending <a href="https://www.bbc.com/news/business-37228741">recession</a> that followed the collapse of oil prices in 2015. This was because he didn’t prioritise the economy and took too long to articulate an economic transformation strategy. 

Another example of lack of focus on the economy was his meeting with US President Donald Trump in April 2018. Buhari asked for <a href="https://www.iol.co.za/news/world/trump-gives-buhari-banned-military-aircraft-14724854">fighter jets</a>, not economic support. 

Critics also point to the fact that Buhari ceded the management of the economy to his vice president Yemi Osinbajo. Though a brilliant lawyer, Osinbajo had no background or experience in economics. To make matters worse, Osinbajo surrounded himself with incompetent and inexperienced advisers.

Buhari claimed he was unable to jump-start the economy because of falling oil prices and dwindling government revenue. Before he came to power the oil price was <a href="https://eneken.ieej.or.jp/data/6188.pdf">as high as $108 per barrel</a>. It <a href="https://eneken.ieej.or.jp/data/6188.pdf">plummeted precipitously to $63</a> the month he was sworn in as president. The oil price continued to slide during the early stages of his administration, reaching an all-time low of $35 per barrel in February 2016.

The collapse affected Buhari’s ability to put together a coherent budget. For instance, his 2016 budget had a <a href="https://www.reuters.com/article/nigeria-budget-idUSL5N16V360">deficit of over 2.2 trillion Naira</a>. His attempt to borrow $30 billion to finance the deficit was <a href="https://www.reuters.com/article/nigeria-budget/update-1-nigerian-senate-rejects-buharis-plan-to-borrow-30-billion-abroad-idUSL8N1D2450">vehemently opposed by the country’s lawmakers</a>. Nor was public opinion favourable about an external loan. This forced the administration to pare down the number of projects it intended to undertake. 

Because of the administration’s inability to implement an expansionary fiscal policy, the economy has been grappling with anaemic growth since Buhari’s election. The country went into recession in 2016 followed by a rebound to about 2% in 2018. But the IMF <a href="https://www.imf.org/external/pubs/ft/weo/2018/01/weodata/weorept.aspx?sy=2015&amp;ey=2023&amp;scsm=1&amp;ssd=1&amp;sort=country&amp;ds=.&amp;br=1&amp;pr1.x=19&amp;pr1.y=10&amp;c=694&amp;s=NGDP_RPCH&amp;grp=0&amp;a">projects</a> that growth will remain weak at an annual average of about 1.9% from 2019 to 2023.

<h2>Anti-corruption scorecard</h2>

Buhari’s scorecard in fighting corruption has been mixed. On the one hand, he has prosecuted high-profile politicians, civil servants and retired military officers for corruption and secured convictions in a handful of cases. His administration has also recovered billions of Naira in stolen assets from corrupt Nigerians. 

Scores of corrupt politicians and government officials, including the Chief Justice of the country’s Supreme Court, are currently undergoing trials for various forms of financial impropriety. 

But Buhari’s anti-corruption efforts have been marred by the perception that they have been selective and targeted mostly at members of the main opposition party, the People’s Democratic party. 

And his failure to prosecute a prominent state governor who is one of his close political allies, after the governor was shown on video collecting several thousand dollars in bribes, has accentuated the perception that he is only interested in prosecuting his political enemies. 

Another political ally, a former Secretary to the Government of the Federation, also got a pass from Buhari after being credibly accused of corrupt practices.

Despite these shortcomings, Buhari’s campaign against corruption is regarded by many Nigerians as the most intense the country has ever seen.

<h2>Hobbesian choice</h2>

Buhari is likely to win not because he has fulfilled the expectations of Nigerians, but because his main opponent, former Vice President Atiku Abubakar, is a weak candidate who carries a lot of baggage. 

Abubakar is a very prominent and wealthy businessman. But his business credentials and <a href="https://www.news24.com/Africa/News/atiku-abubakar-nigerias-perennial-presidential-hopeful-20181008">the source of his wealth are controversial</a>. Many believe he made his money through cronyism and questionable activities rather than through genuine entrepreneurship. 

Nigerians will be faced with a Hobbesian choice between two problematic candidates. Op-Ed: Buhari failed to fix Nigeria’s economy. This is why it might not be enough to unseat him

ABUJA (Reuters) &#8211; Nigerian President Muhammadu Buhari presented a 8.83 trillion naira ($28.80 billion) budget for 2019 to parliament on Wednesday, and laid out a plan to drive growth two months before elections.



The spending plan for Africa’s top oil producer assumes crude production of 2.3 million barrels a day, an oil price of $60 per barrel and an exchange rate of 305 naira to the dollar.



Buhari’s handling of the economy &#8211; which emerged from its first recession in 25 years this year but remains sluggish &#8211; has become a campaign issue.



The main opposition candidate, businessman and former vice president Atiku Abubakar, has criticised Buhari’s economic policies and has promised to double the size of the economy to $900 billion by 2025 if elected.



The budget is the fourth Buhari has present to parliament since taking office in 2015 but, unlike the others, did not set record high levels of spending as the government seeks to lower debt. He also received a rowdier reception than in the past, with his statements greeted by boos and cheers.



The spending plan is smaller than the record 9.12 trillion-naira budget for 2018 that he signed into law in June. The budget must still be approved by parliament before it can be signed into law, a process that can take many months.



Nigeria’s economy grew by 1.81 percent in the third quarter of this year, the statistics office said last week. And, in a separate data release days later, it said the inflation rate rose slightly in November to 11.28 percent compared with a year ago.

Nigeria’s Buhari presents $28.8 billion budget for 2019, will it revive the country’s economy?

ABUJA (Reuters) &#8211; Nigeria’s President Muhammadu Buhari on Sunday denied claims that he had died and been replaced by a Sudanese impostor, breaking his silence on a rumour that has circulated on social media for months.
Buhari, who is running for re-election in February, spent five months in Britain last year being treated for an undisclosed illness. One theory widely aired on social media &#8211; and by some political opponents &#8211; was that he had been replaced by a lookalike from Sudan called Jubril.
No evidence has been presented, but videos making the claim have still been viewed thousands of times on YouTube and Facebook.
“It’s real me, I assure you. I will soon celebrate my 76th birthday and I will still go strong,” Buhari told Nigerians in a town hall session in Poland, where he was attending a conference, when asked about Jubril.
“A lot of people hoped that I died during my ill health,” he said, adding that those who spread the rumour were “ignorant and irreligious”.
The presidency circulated Buhari’s comments in an emailed statement entitled “It’s Real Me, President Buhari Responds to Cloning Allegation”.

ABUJA (Reuters) &#8211; Nigerian trade unions may resume a nationwide strike if the government fails to publicly agree to a proposed increase in the minimum wage and to set about putting it into law, three union federations said on Sunday.
Unions suspended a national strike on its fourth day last month, saying the government had agreed to hold talks to discuss raising the minimum wage.
Three union umbrella groups said on Sunday they would resume the strike next month if the government did not meet certain demands.
Unions had called for a rise in the monthly minimum wage to as much as 50,000 naira ($164) from 18,000 naira.
President Muhammadu Buhari has previously promised to review the minimum wage. His handling of the economy and the cost of living since he took office in 2015 has become a campaign issue used by his critics in the build-up to a presidential election scheduled for next February.
The Nigerian Labour Congress (NLC), Trade Union Congress (TUC), and United Labour Congress (ULC) said in a joint statement they had agreed to a compromise of a 30,000 naira minimum wage in talks with the government since halting the strike.
They accused the government of failing to disclose the agreement on a new minimum wage and said procedures should be launched to put the commitment into law.
“If nothing is responsibly done by the federal government to meet our demands, on &#8230; the 6th day of November, we shall embark on a nationwide strike to compel this government to show more sensitivity to the plight of Nigerians,” they said.
“We cannot continue discussing a figure that has already been agreed procedurally within the committee,” the unions said about the possibility of further talks.
NLC General Secretary Peter Ozo-Eson told Reuters in a later telephone interview that if unions resumed the strike, it would be indefinite until their demands were met.
A spokesman for the ministry of labour did not immediately respond to a text message and phone calls requesting comment.
Evidence suggested patchy adherence to last month’s strike, and its impact on one of Africa’s largest economies was difficult to calculate. There were no signs that oil production was affected in the continent’s top crude producer.
Buhari’s vow to review the minimum wage followed a fuel price hike and currency devaluation in the last two years. Those measures were aimed at countering the effects of a global oil price plunge which in 2016 pushed Nigeria into its first recession in 25 years from which it emerged in 2017.

Why Nigerian trade unions are threatening to resume nationwide strike

ABUJA (Reuters) &#8211; Nigerian President Muhammadu Buhari on Tuesday asked lawmakers to approve the issuance of a $2.79 billion Eurobond, in a letter read in the upper chamber of parliament.
He said he wanted the Eurobond to be issued in the international capital market for the “implementation of new external borrowing” that had already been approved in the 2018 budget to help finance the budget deficit and to fund infrastructure projects.

Why Nigerian lawmakers were asked to approve $2.79 billion Eurobond by President Buhari

PORT HARCOURT (Reuters) &#8211; Atiku Abubakar won on Sunday almost half the votes cast in a primary race to become the main opposition challenger to Nigerian President Muhammadu Buhari in next year’s elections, party officials said.
Abubakar, 71 and a former vice president, will stand as the People’s Democratic Party (PDP) candidate.
He scored 1,532 votes to defeat other candidates in the race, including the governor of the northwestern state of Sokoto, Aminu Tambuwal, and Nigeria’s Senate President Bukola Saraki, the officials announced.
“This is a victory for all of us. The task to get Nigeria working again starts now,” Abubakar said in a tweet.
At a party convention on Saturday, the ruling All Progressive Congress (APC) picked Buhari, who took office in 2015, for the February vote.
Political parties had until Sunday to select their candidates. Ex-minister Obiageli Ezekwesili, co-founder of a group to raise awareness about more than 200 girls kidnapped by Boko Haram in 2014, earlier announced that she will also run.
The handling of the economy has already emerged as a major issue at the start of the election cycle in Africa’s top oil producer, which also plays a key role in regional wars against Islamist insurgents.
Nigeria entered its first recession in 25 years in 2016, mainly caused by lower oil prices and attacks in the Niger Delta crude-producing region. It emerged from recession early last year but growth remains sluggish and inflation above the central bank’s single-digit target range.
Abubakar hopes to replicate Buhari’s 2015 feat of winning a presidential election at the fourth attempt after he left the ruling APC party in November and re-joined the PDP a month later.
The ex-vice president, who is from the northeastern state of Adamawa, in May told Reuters he would privatise parts of the state oil company and allow the naira currency to float to attract foreign investment if elected as head of state.
He has long enjoyed support from the business elite in Nigeria’s commercial capital Lagos for his conservative-capitalist ideals and, as vice president in a PDP administration from 1999-2007, implemented a programme of liberalisation in areas including the telecoms sector.
Prior to Buhari taking office in 2015, the PDP had been the only party in power since the west African country’s transition to civilian rule in 1999.
Nigeria is Africa’s most populous nation with some 190 million inhabitants from around 250 ethnic groups spread across a mostly Muslim north and mostly Christian south.
Buhari, in a speech to mark the anniversary of Nigeria’s independence on Oct. 1, sought to reassure voters that next year’s elections would be free and fair after the PDP and international observers raised concerns over the way a gubernatorial vote in the southwestern state of Osun was conducted.

ABUJA (Reuters) &#8211; Nigeria will offer a 12.7 billion naira ($41.6 million) mining contract to eight companies in exploration and consultancy, its junior mining minister said on Wednesday, adding both foreign and local firms were encouraged to participate.
Nigeria’s economy, one of Africa’s largest, has been built largely on its rich crude oil reserves, leaving other sectors to stagnate. In an attempt to diversify, President Muhammadu Buhari’s administration is now seeking to build up other sectors, including mining, though results have been mixed, according to economic data.
“Today the Federal Executive Council (Nigeria’s cabinet) approved the contract for exploration and consultancy on some of our targeted minerals &#8211; like gold, industrial minerals, earth metals, iron ore &#8211; for four companies in exploration and four companies in consultancy,” Abubakar Bawa Bwari, the minister of state for solid minerals, told reporters after the cabinet meeting.
Bwari said the exploration and consultancy work would result in data that would encourage potential mining firms to invest in Nigeria.
“Our major challenge is the bankable data, most mining companies will not want to come into your country when they are not sure of what they are going to meet,” he said.

ABUJA (Reuters) &#8211; Nigeria’s President Muhammadu Buhari will sign the 2018 budget into law on Wednesday, a presidency spokesman said.
Femi Adesina, in an emailed statement issued on Tuesday, said the spending plan passed by parliament last month would be signed on Wednesday at 12 p.m. (1100 GMT).
Africa’s top oil producer emerged from its first recession in 25 years in 2017, helped by higher crude prices, but growth remains fragile. The recession was largely caused by low crude prices and militant attacks on energy facilities, since oil sales make up two-thirds of government revenue.
Parliament passed a 9.12 trillion naira (29.8 billion) spending plan last month which is higher than the 8.6 trillion naira budget presented to parliament by Buhari in November, because lawmakers increased the assumed oil price to $51 per barrel, from $45.
The spending plan must be signed by the president to be passed into law, but it was not immediately clear whether Buhari would sign off on the budget in its expanded form.
