The national executive committee of Nigeria’s ruling party has passed a vote of confidence in its leaders including President Muhammadu Buhari, it said on Wednesday.

The committee, whose decisions determine the direction of the president’s All Progressives Congress (APC) party, held a one-day meeting which concluded late on Tuesday.
In an emailed statement it said the body had approved a one-year extension for party executives, including Buhari.
“By this decision, all affected officers will continue in acting capacity for another period of 12 months after the expiration of their current term,” it said in the statement.
Nigeria’s parties must select their candidates for the 2019 presidential election between Aug. 18 and Oct. 7 this year. Presidential and parliamentary elections are scheduled to take place on Feb. 16, 2019.
Two senior party sources told Reuters on Wednesday that the national executive committee had endorsed Buhari to seek a second term in next year’s election. Buhari, 75, has not said whether he intends to seek re-election.
“The party made it clear that this endorsement is not an automatic ticket for the president,” one of the sources said, adding that the party would still conduct a presidential primary to be fair to other potential candidates.
The national executive committee is made up of party grandees, including many state governors who have already publicly stated their support for any bid by Buhari to seek re-election.
But a presidential spokesman, Femi Adesina, said the election had not been discussed.
“A vote of confidence was passed on the president and the national chairman. Nothing about the presidential election was discussed,” said Adesina.

Buhari won power in May 2015 but spent five months on medical leave in Britain last year for an unspecified ailment, raising questions over whether he was well enough to stand again.
Adebayo Shittu, Nigeria’s minister of communications who played a prominent role in Buhari’s 2015 campaign, said in January he would chair a group to support the re-election of Buhari and Vice President Yemi Osinbajo.
Campaigning for the re-election of a president in Nigeria has often started with such support groups before the incumbent declares his intention to run again.

Normalizing Nigeria’s budget cycle

ABUJA (Reuters) &#8211; Separatists calling for the breakup of Nigeria have crossed a red line and the country&#8217;s unity is not negotiable, President Muhammadu Buhari said on Monday in his first speech since returning home after three months of medical leave in Britain.
Ethnic tensions have surfaced in the last few months amid calls for a separate southeastern state, known as Biafra, while some in the restive southern Niger Delta oil hub have called for independence and Boko Haram militants seek an Islamic state in the northeast.
Nigeria is Africa&#8217;s most populous nation with 180 million people, split roughly equally between Christians and Muslims and about 250 different ethnic groups who mostly live peacefully side-by-side.
In a televised speech, broadcast two days after his return on Saturday, Buhari said he followed events in Nigeria on a daily basis during his absence and was concerned by discussions over the possible dissolution of the country.
&#8220;I was distressed to notice that some of the comments, especially in the social media have crossed our national red lines by daring to question our collective existence as a nation,&#8221; said Buhari.
&#8220;Nigeria&#8217;s unity is settled and not negotiable. We shall not allow irresponsible elements to start trouble,&#8221; he said, adding that some ethnic violence was &#8220;fuelled by political mischief makers&#8221;.
Buhari, a 74-year-old northern Muslim who took office in May 2015, handed over power to his deputy, Christian southerner Yemi Osinbajo, when he travelled to Britain on May 7 for treatment of an unspecified ailment.
Osinbajo held talks in June with regional leaders in an effort to quell tension after Muslim activists demanded the eviction of Igbo people from the north over their calls for the creation of a separate Biafra state.
The tensions echoed the build up to a civil war over the secession of Biafra in 1967 which ended with Nigeria&#8217;s victory in 1970, after an estimated 1 million people died.
Buhari also said Nigeria&#8217;s security agencies should not let successes achieved against Islamist militant group Boko Haram in the last 18 months &#8220;be a sign to relax&#8221;, adding that Nigeria would &#8220;reinforce and reinvigorate&#8221; the fight against the insurgents.
Suicide bomb attacks and raids by Boko Haram in the northeast have increased in the last few months, killing at least 170 people since June 1, according a Reuters tally. Buhari had said in December 2016 that the group&#8217;s main base had fallen.
Nigeria, an OPEC member which has Africa&#8217;s biggest economy, is in its first recession in 25 years which was largely caused by low oil prices and the impact of attacks on energy facilities last year in the Niger Delta.
Buhari said it was in the interest of Nigerians to come together to face the challenge of economic security.

Buhari&#8217;s doctors said they will need to carry out testing on him on Monday, and the test results will determine when he returns to Nigeria, the sources said.
The president&#8217;s undisclosed ailment has left his deputy, Yemi Osinbajo, in charge. While the vice president has been praised for his activity in Buhari&#8217;s absence, pressure has been mounting on the government to sign off on key decisions such as the 2017 budget.
On Friday, the speaker of the lower chamber of parliament said the budget would be signed into law the following week, after months of delays despite promises for it to be passed before May.

Buhari left Abuja on May 7 and handed over power to his deputy, Yemi Osinbajo, seeking to allay concerns of a void at the helm of Africa&#8217;s biggest economy.
The president, 74, travelled to Britain last month for what his office described as medical tests. Officials have refused to disclose details of his medical condition. His first absence began in January and lasted nearly two months.
His wife Aisha Buhari, in a statement issued by State House, expressed appreciation for the support of Nigerians and said &#8220;he will soon be with them as he is recuperating fast&#8221;.

The president met on Sunday a group of 82 girls who had been released after being held captive for three years by Islamist militants, but he did not attend a cabinet meeting last Wednesday. That was his third consecutive absence from the weekly meeting chaired by Vice President Yemi Osinbajo.

Officials have sought to avoid a scenario seen in 2010 when political infighting broke out when then-President Umaru Yar&#8217;Adua was sick for months.
Osinbajo was already given full powers to act during Buhari&#8217;s previous absence, in contrast to his predecessor Goodluck Jonathan who only took over after Yar&#8217;Adua&#8217;s death in 2010 ended a power vacuum.

Nigeria’s Buhari to go to London for more medical tests

Nigeria&#8217;s ailing President Muhammadu Buhari, who had nearly two month&#8217;s medical treatment in Britain earlier this year, should take medical leave immediately, civil society leaders have said in an open letter.
The 74-year-old president returned home in March and said he would need more rest and health tests. Details of his medical condition were not disclosed.
In a letter titled &#8220;President Buhari should take medical leave immediately&#8221;, a group of political activists noted his absence from the last two weekly cabinet meetings and speculation about his ability to run Africa&#8217;s most populous nation and biggest economy.
&#8220;We are compelled to advise him to heed the advice of his personal physicians by taking a rest to attend to his health without any further delay,&#8221; they said in the letter dated May 1.
The letter was signed by 13 civil society leaders including human rights lawyer Femi Falana and Jibrin Ibrahim, an academic at a think-tank based in the capital Abuja.
Femi Adesina, one of Buhari&#8217;s spokesmen, declined to comment on the letter. Garba Shehu, another presidency spokesman, last week said Buhari received daily briefings on activities of government and met his vice president regularly.
He also said Buhari was spending most of his time in his private residence, which is equipped as an office, adding that he had gone through the worst period of his recovery in London.

Nigerian civil society leaders urge Buhari to take medical leave now

Nigerian President Muhammadu Buhari is seeking parliament&#8217;s approval for a proposal to borrow $5.85 billion from China to modernize its rail network and another $1.075 billion from the World Bank to help rebuild the insurgency-torn northeast.
Buhari urged parliament in a letter to approve the railway borrowing because China has a limit on funds available from its China Africa Fund. The president wants to sign loan agreements as soon as China approves the project.
&#8220;These loans form part of the overall money for the rail strategy,&#8221; Buhari said in the letter. The loans are part of the government&#8217;s 2016-2018 foreign borrowing plan, he said.
Buhari also asked lawmakers to also approve a $1.075 billion loan to help rebuild the northeast, which has been ravaged by the Boko Haram insurgency, and to expand support to the poor in Nigeria.
&#8220;There is need for urgent consideration of the identified projects, which will enable us to start reconstruction and rehabilitation of the region in other to create jobs &#8230; and rehabilitate the schools,&#8221; he said.
China Exim bank has approved a $1.231 billion loan to modernize the rail network linking the commercial hub of Lagos in the south to the industrial city of Kano in the north and also a Lagos to Ibadan segment, the letter read.
Growth in Nigeria &#8211; an OPEC member whose economy, the largest in Africa, has been hammered by low oil prices &#8211; has been stunted for decades by a lack of investment in the road and rail network.
Nigeria is in its second year of recession, brought on by low oil prices, which have slashed government revenues, weakened the naira currency and caused chronic dollar shortages. The government aims to boost infrastructure spending to help recover from the recession.
&#8220;We fully intend to source further concession funding to ultimately upgrade this critical line to high speed standard gauge,&#8221; the letter said. &#8220;These projects form the overall plan to resuscitate the rail transport across the nation.&#8221;
Buhari said the Chinese government has told him approval of the Lagos-Kaduna railway modernization project and Lagos-Calabar, a coastal railway project, were imminent.

Nigeria’s Buhari seeks approval to borrow $6.93 billion from China, World Bank

Nigeria&#8217;s President Muhammadu Buhari on Wednesday ordered an investigation into corruption allegations against a senior civil servant related to the use of funds intended for handling a humanitarian crisis in the northeast of the country.
The director general of the National Intelligence Agency was also ordered to be suspended after the discovery of more than $43 million in an apartment complex in Lagos in what the presidency described as a &#8220;related development&#8221;.
Buhari suspended David Babachir Lawal, secretary to the Nigerian government, and ordered a probe into contracts awarded under the Presidential Initiative on the North East (PINE), his spokesman said in a statement.
Reuters was not immediately able to reach Lawal &#8211; a Buhari appointee &#8211; for comment. PINE did not immediately respond to a request for comment.
PINE was set up to coordinate the government&#8217;s response to the humanitarian crisis in the northeast where 4.7 million people, many of them refugees from the Islamist insurgency by Boko Haram, are on the brink of famine and survive on rations.
Alleged corruption and mismanagement have threatened to intensify the situation, one of the world&#8217;s largest humanitarian crises, say critics of the government&#8217;s handling of the northeast.
Analysts warned for years the insurgency &#8211; which has killed more than 20,000 people and forced 2 million to flee their homes since 2009 &#8211; would spill over, but critics say authorities and some aid agencies were slow to address humanitarian issues.
<blockquote>The presidency statement said it had also ordered an &#8220;investigation into the discovery of large amounts of foreign and local currencies&#8221; by the financial crimes agency in a residential property in commercial capital Lagos, in what it called a &#8220;related development&#8221;, without giving further details.</blockquote>
It said the National Intelligence Agency, Nigeria&#8217;s equivalent of the CIA, had said the money belonged to it. It said the investigation would inquire &#8220;whether or not there has been a breach of the law or security procedure in obtaining custody and use of the funds&#8221;.
The Economic and Financial Crimes Commission (EFCC) said last week, on its official Facebook page, it had discovered $43.4 million, 27,800 pounds and 23.2 million naira in cash in the same Lagos apartment complex identified in the presidency statement.
The presidency statement said Buhari, who took office in May 2015 on promises to crack down on corruption, ordered the suspension of the director general of the NIA, Ambassador Ayo Oke, pending the outcome of the investigation.
Reuters could not immediately reach Oke for comment. The NIA did not immediately respond to requests for comment.
A three-man committee, headed by the vice president, is to conduct both investigations and submit its report to the president within 14 days.

Nigerian President Muhammadu Buhari chaired his first cabinet meeting on Wednesday since coming back from medical leave last week.
Buhari has had no public appearances outside the presidential villa since coming back on Friday from London where he had been treated for seven weeks for an undisclosed illness.
Buhari called for two ministers for Christian and Muslim prayers before the national anthem was played at the start of the closed-door meeting, the usual practice before reporters were asked to leave the room.

Nigerian equities hit a one month high shortly after the stock market opened for trade on Friday following President Muhammadu Buhari&#8217;s return home from an extended medical leave in Britain.
Stocks rose 1.29 percent at 0936 GMT to levels last seen in February, according to Thomson Reuters data. Stocks, which are down 6.3 percent on the year to date, had climbed to a one week high in its previous session on Thursday.
Buhari returned home on Friday after nearly two months of medical leave in Britain during which his deputy, Yemi Osinbajo, stamped his authority on economic policy in Africa&#8217;s top oil producer.

Nigeria’s ailing President Buhari returns home

When protesters marched on Nigeria&#8217;s presidential villa earlier this month to complain about a biting recession, they were not repelled by baton-wielding policemen, the usual fate for anyone arriving uninvited at the gate of the country&#8217;s power centre.
Instead, Vice President Yemi Osinbajo, who is standing in for the country&#8217;s sick leader, sent a vehicle to ferry the protest leaders to his office, where they complained about widespread corruption.
In a frank admission, Osinbajo acknowledged the government had failed to make as much progress fighting graft as it had hoped.
&#8220;We hear you loud and clear,&#8221; he told the protesters.
President Muhammadu Buhari has been in London for six weeks on medical leave, raising questions over his capacity to govern Africa&#8217;s largest economy.
In his absence, diplomats and business leaders say the presidency has acted with an energy rarely seen in the two years since Buhari, 74, was elected.
Civil servants say they are handling heftier workloads, while investors are praising a new, long-needed foreign exchange policy. Meanwhile, diplomats say Osinbajo&#8217;s inner circle is gaining influence inside the presidency.
To be sure, Osinbajo has made clear his loyalty lies with Buhari, a retired general who has struggled to define a clear strategy to deal with Nigeria&#8217;s slide into recession and stands accused by opponents of inaction.
But the 59-year-old lawyer is getting work done. He has relaxed visa rules to lure foreign investors &#8212; a plan drawn up by Buhari but which like others got stuck in his chief of staff&#8217;s office, according to diplomats.
Officials in the Aso Rock presidential complex in Abuja have seen their working hours extended to 7 p.m. when Osinbajo leaves, or later. Buhari and his aides typically close shop at 4 p.m., officials said.
&#8220;This man is a workaholic,&#8221; one presidency insider said. &#8220;I wonder whether he rests at all because he even shifts some of the meetings to his official residence.&#8221;
 
&#8220;BACK ON TRACK&#8221;
Nigeria tumbled into a full-year recession in 2016 for the first time in a quarter of a century as a slump in crude oil revenues hammered the OPEC member&#8217;s public finances.
The Treasury has faced an acute shortage of hard currency that has piled pressure on the Naira, which still trades at a more-than 30 percent premium on the black market even after policymakers effectively devalued the currency for private individuals last Monday.
After stiff resistance from Buhari for a full devaluation throughout last year. With the president absent, last week&#8217;s move was seen as testing the waters for a broader weakening.
The central bank&#8217;s move came after the National Economic Council, an advisory body headed by the vice president, called for an urgent review.
&#8220;We believe the reform agenda is back on track,&#8221; said Bismarck Rewane, CEO of Lagos consultancy Financial Derivatives. &#8220;The reform agenda has always been there but is more visible now with the vice president,&#8221; he said.
The president&#8217;s office has posted pictures on social media of Buhari recuperating to allay rumours his health was worse than publicly acknowledged, though none have been published for more than a week.
For now, there is no clarity on when Buhari, from the predominantly Muslim north, will return.
 
BUHARI&#8217;S BACKING
Osinbajo&#8217;s leadership appears to have been accepted in the north, which under an informal deal with the Christian south should have its turn at the helm of power.
And he has won praise from southerners who felt neglected by Buhari, visiting both the commercial capital, Lagos, and the oil producing Niger Delta on several occasions. Buhari has visited neither as president.
Local residents say militant attacks on pipelines in the Delta have fallen since Osinbajo promised to drag the region out of poverty in a flurry of speeches.
Moreover, Osinbajo has showed himself to be swift to act.
On one trip to Lagos&#8217; international airport, he challenged officials on why the air conditioning and a luggage carousel were not working, and even inspected the toilets. The next day he fired the bosses of Nigeria&#8217;s civil aviation.
Aides to Osinbajo stress that he is acting with Buhari&#8217;s consent.
&#8220;President Buhari &#8230; ensures that everyone falls in line,&#8221; said Osinbajo&#8217;s spokesman, Laolu Akande.
It is a message that Buhari loyalists are quick to reinforce. The president&#8217;s political adviser, Babafemi Ojodu, said the two men spoke every day.
&#8220;There is nothing that has been done since the vice president started acting that is not something that started far back in the past,&#8221; said Ojodu.

Buhari's sick leave re-energizes Nigeria's presidency

Nigeria&#8217;s President Muhammadu Buhari met the country&#8217;s senate head in London on Sunday evening, the presidency&#8217;s official Twitter account said, amid concern over the leader&#8217;s month-long absence for undisclosed medical reasons.
Word of Buhari&#8217;s meeting with Senate President Bukola Saraki in London, their second in less than a week according to the presidency, may help alleviate worries that the leader&#8217;s health is worse than officials publicly admit.
&#8220;This evening President @MBuhari met with Senate President @bukolasaraki, at Abuja House,&#8221; the official @NGRPresident Twitter account wrote.
But many Nigerians are sceptical of such announcements even when accompanied by photos.
The presidency publishes almost daily pictures of 74-year-old Buhari receiving visitors in his London drawing room. He took a phone call from U.S. President Donald Trump on Monday, both administrations say.
Officials refuse to disclose what is ailing Buhari, saying only that he has been having tests and is not in a serious condition.

Nigeria's president meets head of senate as sick leave continues

Nigerian President Muhammadu Buhari discussed a possible new arms deal with U.S. President Donald Trump by telephone on Monday to help the West African nation fight terrorism, the Nigerian presidency said.
Nigeria has been fighting since 2009 against an insurgency by Boko Haram militants trying to set up an Islamic state in the remote northeast. The unrest has killed thousands and displaced more than two million people.
Abuja has been trying to persuade the U.S. to sell it military aircraft, a request being reviewed by Congress.
&#8220;President Trump assured the Nigerian president of U.S. readiness to cut a new deal in helping Nigeria in terms of military weapons to combat terrorism,&#8221; the presidency said in a statement. Buhari is currently on medical leave in Britain.
It gave no other details of the call, their first since Trump&#8217;s inauguration, except that the U.S. president had invited Buhari to Washington.
Under Buhari&#8217;s predecessor Goodluck Jonathan, the United States had blocked arms sales and ended training of Nigerian troops partly over human rights concerns such as treatment of captured insurgents.
U.S. officials told Reuters last May that Washington wanted to sell up to 12 A-29 Super Tucano light attack aircraft to Nigeria. Congress needs to approve it.
Broader U.S. military cooperation would be a victory for Buhari, who took office in 2015 pledging to crack down on the corruption that has undermined the armed forces in Africa&#8217;s most populous country.
Under Buhari, the army has recaptured much of territory initially lost to Boko Haram, but the group still often stages suicide attacks in Nigeria and neighbouring countries.

President Muhammadu Buhari has been in Britain since mid-January for unspecified medical checks and many Nigerians suspect his health is worse than officials admit.
Hundreds marched through Lagos on Monday calling for a change of government, a rare show of public dissent reflecting worry over Buhari&#8217;s absence and a sputtering economy.
Some fear a rerun of the unstable three months in 2010 when then-president Umaru Yar&#8217;Adua&#8217;s illness was shrouded in secrecy before he died, after which Vice President Goodluck Jonathan was sworn in.
Current Vice President Yemi Osinbajo, acting leader in Buhari&#8217;s absence, told reporters in Abuja the president was &#8220;hale and hearty&#8221; when they spoke on Monday afternoon.
Buhari asked after progress of his proposed budget for 2017, which has not yet been approved by parliament, and plans for economic recovery. Nigeria is mired in its first recession in 25 years.
Osinbajo acknowledged Monday&#8217;s protests, saying: &#8220;I informed (Buhari) about the protest march and feedback about what people are saying about the economy,&#8221; without giving details of the president&#8217;s response.
The president needed to go for more tests, as outlined in a letter to parliament on Sunday requesting extended medical leave.
&#8220;Once he sees the test results and gets medical advice, we expect him very soon,&#8221; Osinbajo said.﻿
