Kenya has previously set 2020 as the year in which to produce all its energy through renewable resources, but how achievable is this target and where does the country currently stand? CNBC Africa&#8217;s Arnold Kwizera spoke to Snehar Shah, General Manager of Azuri Technologies in East Africa of for more.

Tapping into Kenya’s clean energy market

The scale of our
global challenges is so significant and we really need to think about the how
in meeting the Sustainable Development Goals (SDGs) as time is running out
and we have less than 10 years to act. 



In order to achieve our common goal of combatting energy poverty, it is crucial that
the industry and governments come together to adopt new ways of accelerating
energy access. 



We are working
to solve a major problem: energy poverty. Currently, 850
million people live without access to energy, of which 650 million are in
Africa. An additional billion people are connected to an unreliable grid. 



So, in order to close the energy access gap, we are today calling on the sector to adopt new ways of accelerating the pathway towards energy access as means to alleviate poverty and to unlock the potential of citizens, communities and countries. This marks a concerted push towards achieving SDG7 – for affordable, reliable and sustainable energy – over the next decade, and is the main driver to tackling in particular, SDG1, no poverty but also SDG8, decent work and economic growth and SDG13, climate action, among others.



As we firmly
set our sights on positively impacting more people, partnerships with governments,
manufacturers, distributors, investors and more are
integral to this next chapter.



We first
partnered one year ago on the CIZO project which has really showed the impact
of subsidies to help increase energy access and reach the poorest. What makes the
CIZO project unique is the use of mobile money, remote monitoring data and
direct payment to customers. It allows full transparency. Customers know the
real cost of a service and can choose with which company they want to use the
subsidy money.



The Government
of Togo translated that ambition into money and funded the CIZO project
themselves as the development community was unwilling to do so, their
requirements were not fit for purpose, or frankly they were just too slow to
help achieve the SDGs by 2030.



So how do we
make subsidies scalable?



The only answer is if subsidies are no longer a cost but an investment − that investors providing the subsidy could get a return. Without subsidies, we can&#8217;t reach everyone and the planet will miss meeting the Sustainable Development Goals by 2030. 



This why the
Affordability Accelerator Fund has been born. It will transform subsidies into
an investment class. It achieves this through the operator sharing a percentage
of its revenue back to the Affordability Fund that provides the subsidy.



Why should an
operator share a percentage of its revenue back to the Affordability Fund?
Because it helps the operator increase the size of its market, decrease the
credit risk and ultimately generate value for its shareholders. For that the
Affordability Accelerator Fund deserves a percentage of the revenue. The
Affordability Fund solves the issue of the gap between economic output of a
solution and the time it takes until it becomes productive.



With the right
capital structure, the Affordability Accelerator Fund could also allow a
certain proportion to be raised using sustainability bonds.



We are working together
to make this a reality this year. We encourage the development world and others
to join us. It&#8217;s not just for us, it&#8217;s for the entire sector from solar home
systems to minigrids and even beyond. We need all of us and more to hit the
Sustainable Development Goals by 2030. In the future we are sure this concept
can be extended to other SDGs as well.



Our partnership
on the Affordability Accelerator Fund was announced at GOGLA, the Global
Off-Grid Solar Forum, in Nairobi. It is a clear response to <a href="https://www.lightingglobal.org/wp-content/uploads/2020/02/14005VIV_OFF-GRID-SOLAR-REPORT-V13-Exec-Sum-AW4vis.pdf">GOGLA’s Market Trends Report</a> which
highlights the current $11 billion affordability gap, estimating that the
sector would need to grow at an accelerated rate of 13%, with up to $7.7
billion in external investment to companies and up to $3.4 billion of public
funding to bridge that gap.



We therefore
look forward to collaborating with more partners across the
industry and using this innovative model as a catalyst for change. 



This approach
would enable subsidies to reach everyone, with subsidies becoming an investment
and structuring the capital to allow it to scale to billions of people which is
what is needed to end energy poverty. And this is what the world needs to end
poverty as a whole.

Op-Ed: This is how Africa can accelerate energy access

JOHANNESBURG (Reuters) &#8211; South Africa’s Eskom has offered some managers voluntary severance packages, capping costs at 400 million rand ($26.8 million), a communique sent to staff by the struggling power utility showed.



Eskom does not generate enough cash to cover its mammoth debt servicing costs and expects to make a loss of around 20 billion rand this financial year.



The severance packages are open to managerial employees in non-core positions as well as managers from 60 to 62 years old, according to the communique, which was dated Feb. 6.



Eskom spokesman Sikonathi Mantshantsha declined to comment.



Analysts have long said that Eskom should cut its bloated workforce of more than 46,000 staff.



Under pressure from trade unions, South African President Cyril Ramaphosa said last year that voluntary severance packages would be the preferred method to cut costs at Eskom, rather than layoffs.



Eskom said in the communique that staff could apply for the severance packages from the third week of February, with employee exits planned for the end of April.



Eskom also offered voluntary severance packages in 2015.

CAPE TOWN (Reuters) &#8211; South Africa is planning to create a new power generating company separate from struggling state-owned utility Eskom to boost energy security, senior officials said on Thursday.



Eskom, which generates more than 90% of the country’s electricity, is mired in financial crisis and suffers frequent breakdowns at its coal-fired power plants, forcing it to implement power cuts that have dented economic output.



Eskom’s problems have been a major concern among investors at industry conference the Mining Indaba this week.



“There is going to be a separate entity to Eskom, but the issue is not Eskom or no Eskom, the issue is security of energy supply,” Mineral Resources and Energy Minister Gwede Mantashe said on the sidelines of the conference in Cape Town.



Details surrounding the plan for the new generating company are still hazy.



Mantashe said he wanted industry to partner with the government on its formation, but it is not clear what that partnership would entail. It is also not clear which generating technologies it would employ.



Director-general in the Department of Mineral Resources, Thabo Mokoena, echoed Mantashe’s comment that the main aim of the new company would be to improve energy security but did not elaborate further.

South Africa plans to create new generating firm to boost power security, what you need to know

JOHANNESBURG, Jan 6 (Reuters) &#8211; Eskom&#8217;s new chief executive took charge of the struggling state-owned utility on Monday, embarking on the mammoth task of fixing South Africa&#8217;s power deficit and restructuring a debt pile that has crippled the national economy.



Andre de Ruyter, appointed by President Cyril Ramaphosa in November, will oversee a government plan to split Eskom into three units for generation, transmission and distribution in an attempt to make it more efficient.



Ramaphosa is trying to revive growth in Africa&#8217;s most advanced economy and attract more investments. Eskom, which generates more than 90% of the country&#8217;s power, is widely regarded as the most serious risk to an economy on the brink of recession.



Saddled with unreliable coal-fired power stations, Eskom has struggled to meet the country&#8217;s power demand since 2007, with several bouts of severe power cuts since then. Outages last year dented economic output and shook investor confidence in Ramaphosa&#8217;s administration.



The country experienced further outages at the weekend, with Eskom cutting up to 2,000 megawatts (MW) from the national grid on Saturday and Sunday due to a shortage of generating capacity.



In a previous role as CEO of Nampak de Ruyter steered the packaging firm through financial difficulties, and part of his new brief is to restructure Eskom&#8217;s 450 billion rand ($31 billion) debt pile.



De Ruyter&#8217;s predecessor at Eskom, Phakamani Hadebe, stepped down in July, citing health reasons. Sources told Reuters at the time that another reason was that he felt frustrated at being excluded from important decisions affecting the utility.



Eskom said in a statement on Monday that roughly 13,000 megawatts (MW) of its 44,000 MW nominal capacity were offline because of plant breakdowns.



It said it didn&#8217;t expect &#8220;load-shedding &#8221; &#8211; a local term for power cuts &#8211; on Monday but that the system was &#8220;constrained and vulnerable&#8221;.

Eskom’s new CEO takes charge with power shake-up on agenda, what you need to know…

JOHANNESBURG (Reuters) &#8211; Plagued by power cuts and with its infrastructure in desperate need of revamping, South Africa’s struggling state power utility Eskom says the country desperately needs an additional 5,000 megawatts (MW) of generating capacity.



Here are some options:



<h3 class="wp-block-heading">HARNESSING POWER FROM INDEPENDENTS</h3>



Eskom’s nominal generating capacity is around 44,000 MW. But it also procures electricity from independent power producers.



Those projects &#8211; mainly renewables like wind and solar farms &#8211; have installed capacity of around 4,000 MW of power. However, a cap on how much electricity they are allowed to sell onto the national grid means they currently have unused capacity.



Lifting the restriction would allow an additional 500 MW to immediately enter the grid from wind farms alone, according to wind industry officials. Harnessing unused capacity from solar projects could contribute around 300 MW more.



<h3 class="wp-block-heading">MORE INDEPENDENT PRODUCERS</h3>



Under former President Jacob Zuma, approval for new producers was delayed for years. Those projects finally got a green light in 2018. Some under construction could be fast-tracked and brought online before their agreed commercial operation dates.



The government could also accelerate a new round of planned approvals that has been held up by administrative delays. However, those projects would likely not be on-stream for more than two years.



SELF-GENERATION



Private businesses have been clamouring for regulations to be eased to allow them to generate more of their own power. They are currently required to seek a license to generate more than 1 MW of electricity. Even below that threshold they must register their facilities with the energy regulator, a cumbersome process that has discouraged investment.



President Cyril Ramaphosa says the government will consider how to get more self-generation online with excess production directed back onto the grid.



<h3 class="wp-block-heading">“FLOATING GENERATORS”</h3>



Ramaphosa has said South Africa will look at the possibility of procuring more power via “floating generators”. While he did not go into detail, barge or ship-based power plants provide quickly deployable capacity.



New York City, for example, has used barge-based power stations for decades.



In Africa, Ghana signed a 10-year&nbsp;<a href="https://www.reuters.com/article/turkey-ghana-power/update-1-turkeys-power-ship-maker-karadeniz-to-supply-electricity-to-ghana-idUSL5N0OY1WC20140617deal">here</a>&nbsp;with Turkey&#8217;s Karadeniz Holding in 2014 for 450 MW of floating generating capacity for its national grid.



Russian nuclear energy giant Rosatom is, meanwhile, developing floating nuclear power stations, though they will likely not be available for commercial use for several years.

Here are four ways South Africa can get more power generation capacity

ACCRA, Oct 23 (Reuters) &#8211; The United States has cancelled $190 million in grants to Ghana under the &#8220;Power Africa&#8221; initiative in response to the Ghanaian government&#8217;s termination of a contract with a private utility provider, the U.S. embassy said.



The Millennium Challenge Corporation (MCC), a U.S. government foreign assistance agency, agreed in 2014 to provide $498 million in funding to Ghana&#8217;s power sector to help stimulate further private investment.



The financing was the largest by the United States under Power Africa, which was launched in 2013 by then president Barack Obama and aims to bring electricity to tens of millions of households in Africa.



One reform under the agreement involved handing over operations at state-run Electricity Company of Ghana (ECG) in March to Ghana Power Distribution Services (PDS), a consortium led by Philippine electricity company Meralco.



But Ghana&#8217;s finance minister informed U.S. officials on Saturday that the government was cancelling the 20-year concession it had signed with PDS, saying payment guarantees provided were not satisfactory.



In a statement on Tuesday, the U.S. embassy said the decision to terminate the contract was unjustified and that the MCC was therefore cancelling $190 million in grants.



The remaining $308 million will still be disbursed.



&#8220;The United States underscores the importance of contract sanctity as essential to a conducive investment climate and a pre-condition for inclusive economic growth,&#8221; it said.



Ghana&#8217;s Information Minister Kojo Oppong Nkrumah told reporters on Wednesday that the U.S. announcement did not represent &#8220;a crisis of confidence&#8221; between the two governments.



&#8220;It has been a difference in opinion which we have mutually agreed to respect,&#8221; he said.



Meralco did not immediately respond to a request for comment.

This West African country has lost $190 million U.S. grant over cancelled power contract

JOHANNESBURG, Oct 22 (Reuters) &#8211; Crisis-hit South African power company Eskom was handed an additional 59 billion rand ($4 billion) lifeline by parliament on Tuesday, prompting criticism from opposition parties who described it as a &#8220;blank cheque&#8221;.



The special bill passed by parliament to grant the funding was first proposed by Finance Minister Tito Mboweni in July as Eskom struggled to service its ballooning 450 billion rand debt pile and keep the lights on throughout 2019 as its creaking fleet of coal-fired plants buckled.



Eskom unleashed another bout of nationwide blackouts last week following repeated power cuts in February and March, which dragged the economy into contraction.



Mboweni said in July that the bailout Eskom should adhere to strict conditions to receive the bailout, including assurance that it would be used only to service debt and not for operational costs.



The multi-party Standing Committee on Appropriation, responsible for oversight of the bill, failed to agree on the conditions and early in October opted leave the Finance Minister&#8217;s draft bill unchanged.



&#8220;The bill as it stands is a blank cheque that will blow up the deficit,&#8221; the main opposition Democratic Alliance said on Tuesday, echoing objections of other parties.



Speaking at the parliamentary debate on Tuesday Mboweni did not directly address the matter of conditions but hinted that Eskom&#8217;s management would come under closer scrutiny.



&#8220;One of the key issue we need to solve is to appoint the right people to run Eskom. Appoint the right board of directors and a competent management team,&#8221; he said.



&#8220;Then we must be in a position to hold that board of directors and management team accountable. The problem at Eskom is not just financial.&#8221;



Eskom has been without a permanent chief executive since Phakamani Hadebe resigned in May, citing unbearable pressure.



Hadebe was the 10th CEO in a decade to quit the state company in what has proved something of a revolving door of top executives and board members as treasury and presidential inquiries into graft and mismanagement deepened.



The special appropriation bill will go to parliament&#8217;s second house for approval before being sent to President Cyril Ramaphosa for his signature and enactment.

JOHANNESBURG, Oct 16 (Reuters) &#8211; South Africa&#8217;s rand tumbled more than 1% on Wednesday to its softest level in a week after state power utility Eskom said it would implement nationwide blackouts for the first time in more than six months due to capacity shortages.



The rand was 1% weaker at 15.0550 per dollar, its lowest since Oct. 10, as of 0615 GMT.



Eskom said it will cut up to 2,000 megawatts of power from the national grid on Wednesday due to a shortage of generating capacity, starting at 0700 GMT (9 am local time) and up until 2100 GMT.



The comments pushed the rand past the crucial 15.00 mark, with deeper losses likely as the session wears on, traders said.



Struggling state power firm Eskom implemented one of the worst power cuts in several years in February, hurting small businesses without backup power generators and industrial firms that consume large volumes of power.



&#8220;There was an initial knee-jerk reaction to the announcement. And the longer it (blackouts) goes on, the worse it will be for the rand,&#8221; said currency dealer at TreasuryOne Andre Botha.



&#8220;Any improvement (in sentiment) will depend on clarity we get from now on about what is happening. But there&#8217;s definitely negative risk across the board,&#8221; Botha said.



A debilitating round of power cuts in February and March pushed first-quarter economic growth into contraction and raised the likelihood of the country losing its last investment-grade rating.



Bonds also weakened, with the yield on the benchmark government paper due in 2026 up 3.5 basis points to 8.27%.

South Africa’s rand takes a tumble as Eskom plans nationwide power cuts

HARARE (Reuters) &#8211; Zimbabwe has increased the average electricity tariff by 320% to let the state power utility ramp up production and improve supplies at a time of daily rolling power cuts, the national energy regulator said on Wednesday.



Power cuts lasting up to 18 hours have hit mines, industry and homes and, together with a devastating drought, have been cited by the treasury as among the main reasons why the economy is set to contract by up to 6% this year. 



However, the jump in power costs will further anger Zimbabwean citizens who have in the last week seen sharp rises in fuel and basic goods prices. Salaries have not kept pace, prompting citizens to blame President Emmerson Mnangagwa&#8217;s policies for the worst economic crisis in a decade.



The Zimbabwe Energy Regulatory Authority (ZERA) said it had approved an application by Zimbabwe Electricity Transmission and Distribution Company (ZETDC) to raise the tariff to 162.16 cents (10.61 U.S. cents) from 38.61 cents.



This was the second increase in three months, following one in August.



ZERA said the tariff hike was necessary after inflation soared &#8211; the IMF says it was about 300% in August &#8211; and due to a plummeting Zimbabwe dollar currency, which was re-introduced in June.



The new tariff would allow ZETDC to raise money to repair its generators, as well as pay for imports from South Africa&#8217;s Eskom and Mozambique which cost U.S. $19.5 million every month, the regulator said.



Hopes that Zimbabwe&#8217;s economy would quickly rebound under Mnangagwa, who took over after the late Robert Mugabe was deposed in a coup in November 2017, have faded fast as ordinary people grapple with soaring inflation which has eroded earnings and savings.

Here’s why Zimbabwe has quadrupled its electricity prices

JOHANNESBURG (Reuters) &#8211; South Africa&#8217;s mines and energy minister on Thursday said he was in talks with coal firms that supply struggling state-owned power utility Eskom to reduce coal prices in a bid to lower energy costs and boost the mining sector. 



Once the largest contributor to South Africa&#8217;s gross domestic product, mining has shrunk steadily over the last decade weighed down by higher energy costs and electricity cuts, hard-to-reach deposits, above inflation wage hikes and policy uncertainty which is deterring investment.



&#8220;These are discussions about how we reignite our economy and make it grow,&#8221; Mineral Resources and Energy Minister Gwede Mantashe said at an industry conference in Johannesburg without adding further detail. 



In March, energy regulator Nersa granted Eskom average tariff increases of 9.4%, 8.1% and 5.2% over the next three years.



The mining industry body, the Minerals Council, has said the tariff increase given to Eskom would jeopardise the viability of some marginal mines and accelerate job losses at energy-intensive operations.



Job cuts are politically sensitive in Africa&#8217;s most industrialised economy where a quarter of the labour force is unemployed, while power outages and steep price increases by Eskom are set to hurt an already fragile growth outlook.



Eskom owns and operates more than 13 coal-fired power stations and has supply agreements with firms including Exxaro Resources and South32 



The utility supplies more than 90% of the power in Africa&#8217;s most industrialised economy, but has been grappling with cashflow and high debt problems, breakdowns at its creaking coal-fired power station fleet.



The minister, who highlighted that power cuts and electricity prices remain a concern, said lowering energy costs would involve discussions with various groups in the sector including coal producers, renewable energy firms and the energy regulator.

What you need to know about S.African government’s talks with coal miners to cut prices for struggling power utility Eskom

Cape Town is set to host a record-breaking 29 global ministers at the 26th Africa Oil Week (AOW) summit this November. The event will act as a platform for governments to lay-out national strategies, issue licences, finalise tenders and find new partners. AOW Director of Government Relations and Strategic Partnerships Paul Sinclair commented “this year is a watershed moment for ministerial participation in AOW. We have witnessed a growing appetite at government level for the mutual exchange of ideas, energy diplomacy and the forging of new partnerships that will drive forward Africa’s social and economic development and energy security – actions which are increasingly necessary given the transformational era in which we are living.”  



The summit comes at a turning-point for
South Africa in its energy journey. In the wake of Total’s first significant
deep-water oil find in the country earlier this year, and the recent purchase of
offshore exploration blocks by Shell, politicians are preparing for further oil
and gas investment, which could be instrumental in improving the country’s
shaky economic outlook.



Gwede Mantashe, Minister of Mineral
Resources and Energy, will lead the South African national delegation. Western
Cape Minister for Finance and Economic Opportunities David Maynier and Premier
Alan Winde will seek to promote their province to global investors in the
event’s new South Africa Showcase day. 



Among those attending Africa Oil Week for
the first time is Somali Minister of Energy, Abdirashid Mohamed Ahmed. Following
the signing of a new Petroleum Law and Revenue Sharing Agreement in May, and
the unveiling of the country’s first ever offshore licensing round (15 blocks
covering 75,000 sq. km), the Horn of Africa nation is keen shake off past woes and
demonstrate that it is open for business. Mr Ahmed commented, “this year is a
landmark in the development of Somalia’s natural resources…the Ministry has
worked successfully with the federal member states to create an equitable and
transparent framework to develop natural resources for the greater good of
Somalia”.&nbsp; 



As well as emerging players, the summit
will host established producers, including Algeria’s Energy Minister Mohamed
Arkab. After a period of upheaval for the North African nation, Algeria is now
ready to cement itself as a global energy powerhouse. It currently has the
10th-largest proven gas reserves in the world – which will prove instrumental
in the global push towards LNG as a cleaner fuel. Since his appointment, Mr
Arkab has prioritised the drafting of a new petroleum law, as well as
committing to modernise the country’s oil and gas infrastructure. Communicating
these changes will be Mr Arkab’s top priority at Africa Oil Week, where he will
participate in a live CNBC Africa Ministerial Panel alongside his counterparts
from Tunisia, Equatorial Guinea and Uganda. 



Alongside a roster of African governments, Africa
Oil Week will have global presence from the US and UK governments, with
delegations led by Steven Winberg, US Assistant Secretary for Fossil Energy and
Emma Wade-Smith, Her Majesty’s Trade Commissioner for Africa. In the wake of
the recent post-Brexit trade continuity agreement with the Southern African
Customs Union (SACU) and Mozambique, the UK’s Department for International
Trade is looking to cement relations with Africa and become a leading trade
partner to the continent. Mr Sinclair added “we are pleased to host our first
international pavilion at AOW and hope to continue a fruitful partnership with
the United Kingdom long into the future”.

How Kenya is tackling issues in its oil and gas industry

LONDON (Reuters) &#8211; Global energy trader Vitol and Mozambique’s state oil firm, ENH, have launched a trading joint venture called ENH Energy Trading, Vitol said on Tuesday, to focus on liquefied natural gas (LNG), liquefied petroleum gas and condensate.



The new entity will be incorporated and based in Singapore.



The move is part of a wider trend since last year that has seen energy firms either set up new dedicated gas trading desks or expand existing ones in Singapore. Asia is the fastest growing LNG market, led by Chinese demand.



Singapore has also been expanding its LNG infrastructure by increasing storage capacity.



Mozambique has an estimated 125 trillion cubic feet of technically recoverable gas resources and is expected to become a top LNG exporter with over 30 million tonnes per year, the statement said.



There are two mega LNG projects being developed in the southern African country.



One, now owned by Total following the takeover of ex-operator Anadarko by Occidental Petroleum, has taken a final investment decision. The other, led by Exxon Mobil Corp, is expected to do so later this year.



Vitol traded 7.8 million tonnes of LNG last year and 7.4 million barrels per day of crude, making it the largest independent oil trader.
