JOHANNESBURG (Reuters) &#8211; South African power utility Eskom will implement planned blackouts on both Tuesday and Wednesday after breakdowns at a number of power stations overnight, it said on Tuesday.



The power cuts, known locally as loadshedding, will last from 1400 GMT to 2000 GMT on Tuesday, and start again between 0700 GMT and 2000 GMT on Wednesday, the company said in a statement posted on Twitter.

South Africa’s Eskom implements power cuts after breakdowns

JOHANNESBURG (Reuters) &#8211; Power utility Eskom and South Africa’s Special Investigating Unit (SIU) said on Monday they had issued a court summons in an effort to recoup 3.8 billion rand ($221 million) they allege was diverted by former Eskom executives and the Gupta family, who ran high profile businesses in the country.



The move by Eskom and the SIU relates to the 2015 acquisition of Optimum Coal by the Gupta-controlled company Tegeta Exploration and Resources. At issue is a claim by Eskom that the deal involved a payment to the Guptas which was authorised by previous executives, damaging the company financially.



Eskom alleged “a concerted effort corruptly to divert financial resources from Eskom, (and) to improperly and illegally benefit the Gupta family” in a statement issued jointly with the SIU.



It said that Eskom had issued a civil summons in the North Gauteng High Court against 12 individuals to recover funds lost.



Rudi Krause, the lawyer acting for the Gupta family, said he had not received any communication from Eskom or South Africa’s SIU about claim for damages.



“If they serve a summons properly and my clients are properly cited, then I will have something to respond to. At the



moment I know nothing about it,” Krause said. Krause decline further comment on Monday’s statement.



Eskom is one of several South African state-owned firms which have been investigated over allegations of corruption involving government contracts.



The investigations have prompted the overhaul of Eskom’s management and board, as well as government promises of stronger oversight, with President Cyril Ramaphosa last year announcing Eskom would be spilt into three separate entities.



Eskom also has had a succession of chief executives over the past decade as it struggled to service debts totalling 450 billion rand, while trying to keep power supplies going.



Brian Molefe, who resigned as Eskom CEO in 2017 after South Africa’s state corruption watchdog questioned coal deals struck during his term, was one of the individuals named in the statement. He also said he had not received a summons.



“Suddenly they whip out this file after three years. Nobody has contacted me,” Molefe said.



Another former Eskom CEO Matshela Moses Koko, who was also named in the statement, also dismissed the legal move.



“What a horrific blunder and a bad publicity stunt by Eskom and the SIU,” Koko wrote on Twitter. “I really want to comment but I don’t have the summons. So I don’t know what Eskom is accusing me of,” Koko later told Reuters.



The SIU is an independent statutory body that is accountable to South Africa’s parliament and the country’s president. It says it conducts investigations at the president’s request.



A judicial inquiry into alleged corruption involving state contracts worth billions of rand at Eskom and other state firms, which began two years ago, is ongoing.



South Africa’s parliament and National Treasury have also conducted investigations into Eskom’s Tegeta deal and other aspects of its procurement arrangements, but have not brought any criminal or civil charges.

JOHANNESBURG (Reuters) &#8211; South Africa’s state utility Eskom cannot say how long a new round of power cuts that began on Friday will last, its spokesman Sikonathi Mantshantsha told Reuters. Eskom implemented planned power outages for the first time since March on July 10, ending a period of unusually stable power supply thanks to reduced demand during a coronavirus lockdown. The company generates more than 90% of South Africa’s power but has battled to meet demand for years because of faults at its coal-fired power stations, which have interrupted power supplies, hampered economic growth and deterred investment. “The reality is we don’t know which of the coal units are going to fail on any given day, that is true for both the old and the new units,” Mantshantsha said. He said Eskom was sending a team led by one of its senior engineers to try to improve the performance of problem power stations. Morning peak power demand on Wednesday was at its highest this year because of extreme cold weather, compounding the generation shortfall, Mantshantsha added. Eskom said on Wednesday that it would step up load-shedding to “stage 2” from “stage 1” from 1200 GMT, requiring more supply interruptions. Stage 1 allows for up to 1,000 megawatts of the national load to be shed, and stage 2 up to 2,000 megawatts. Despite assurances from the government that it would expedite procurement of new generation capacity late last year, when Eskom implemented some of the worst power cuts on record, additional capacity has not yet been procured. “Once this bout of load-shedding is over, it would be naive to think we are done with load-shedding,” Mantshantsha said. “We don’t have a single extra megawatt since we implemented stage 6 load-shedding during summer.”

South Africa’s Eskom cannot say how long latest power cuts will last

One of the most influential fathers of electricity generation in Africa has died in early hours of July 12 aged 90.



Ian McRae, a consummate public servant was born in Germiston, Johannesburg, on September 24 1929 . He joined Eskom, South Africa’s national power generator and the biggest generator of electricity in Africa, as an apprentice fitter and turner in 1947.



McRae qualified with a degree in mechanical engineering and worked his way up to the top of the company in nearly half a century of service laying down the bedrock of the power supply that South African business took for granted for decades. He oversaw the construction of the country’s big six coal-fired power stations, in the 1970s: Kriel, Matla, Duvha, Tutuka, Lethabo, Mathimba, Kendal and Majuba; as well as the country’s three hydro-electric stations: Gariep, Vanderkloof and Cahora Bassa, plus South Africa’s nuclear plant at Koeberg, near Cape Town. McRae was head of operations from 1977 to 1980, head of engineering from 1980 to 1984 and chief executive from 1985 until his retirement in 1994.



Sadly, McRae, a gregarious man-of-the-people, spent his last four months isolated in a home in Edenvale in Johannesburg because of the COVID-19 lockdown.



 McRae’s remarkable courage came through in his meetings with the ANC in 1988, his promotion of equal opportunity during the height of the apartheid era, and his legendary “electricity-for-all” electrification campaign. These initiatives helped Eskom pre-empt and adapt to the social changes of the 1990s and on retirement McRae left the power generator in good order producing a plentiful supply of some of the cheapest electricity in the world; power that gave birth to a large smelting industry in South Africa. He was also an energetic member of the World Energy Council and the World Association of Nuclear Operators.



“There is no doubt that his integrity, credibility, drive, inherent humility and care for people, also profoundly helped to motivate Eskom staff during many difficult times. In addition, his tenacity of purpose and commitment as a team player enabled Eskom to achieve its strategic goals in the late 1980s and early 1990s, and to survive unscathed through the political transition period of South Africa,” says writer Peter Adams, a former Eskom spokesman, who ghost wrote a biography of the man.



“A key theme of the book is leadership, and in particular the kind of leadership Dr. McRae practiced at Eskom during its phases of both growth and then downsizing. This was essentially one of empowering people within a framework of a clear and inspiring vision. The book is also about McRae the man – his strength and weaknesses, his sense of serving others and Eskom. This is thus the story of a person who has served his fellow man, his company and his country with distinction and humility, using his God-given skills of leadership. In several places in the book, Dr. McRae mentions how being a good mentor is one of the attributes of the outstanding leader. Having benefited himself from good mentorship, Dr. McRae helped to establish the strong culture of mentorship that exists in Eskom today.”



McRae’s wife Jess predeceased him last year, his daughter Heather, died in 2018. His son, Donald, who has written books on boxing and South African rugby, survives him and is a journalist living in London.

JOHANNESBURG (Reuters) &#8211; Struggling South African power utility Eskom implemented planned power outages for the first time since March on Friday, ending a period of unusually stable power supply thanks to reduced demand during a coronavirus lockdown.



Eskom, which generates the vast majority of South Africa’s power but for years has had to manage supply from its ageing coal-fired power plants using blackouts, said the outages would last from 1000 GMT until 2000 GMT though the system could remain under pressure through the weekend.



“This loadshedding has been caused by an increase in plant breakdowns exceeding 3,000 megawatts of capacity,” Eskom said in a statement, using the local term for power cuts.



It added it was working to return broken-down generation units back to service and asked the public to limit their usage to take some of the burden off.



Eskom had to implement some of the worst blackouts in years in late 2019, putting further strain on South Africa’s already struggling economy which tipped into recession in the final quarter of the year.



But it received an unexpected respite when the pandemic struck and the government implemented a nationwide lockdown, taking many power-hungry industries offline for weeks.



The vast majority of the economy has now returned to work, and demand is also higher due to cold weather.



Its Chief Executive Andre du Ruyter told lawmakers in May that it expected only three days of stage-one power cuts, in which up to 1,000 megawatts are taken off the national grid, during the winter period.

The world has been reeling from the financial crisis and Covid19 crisis with reverberations being felt throughout the real economy on production, consumption, jobs and well-being. At times like these, we are all reminded of just how intertwined our future prospects have become and forced to reflect on how history has led us to our current circumstances. The economic progress of past decades has improved the material well-being of emerging economies while South Africa experienced deep looting of state owned companies, established with a centred vision to solve socioeconomic conditions.



The energy sector played a role in creating an enabling manufacturing processes, rapid standardization, industrialization and also make life more comfortable and enjoyable. Energy is the “oxygen” of the economy and the life-blood of growth in a developmental state such as South Africa. Acknowledging that the core problems in Eskom spring from broken generation and the solution is to lose the unproductive and attract the skills, investment and expertise to sort out the existing fleet, is crucial to turning Eskom around.



The challenge is, solutions focused on restructuring debt or finding new capital allocations doesn’t redress the critical deal with the broken vertebrae at the power utility, but cancelling Eskom contracts can assist and have cost effective electricity to help the industrial development and transitioning the economy to sophistication or innovation driven. Eskom’s expensive electricity generation inefficiencies, which are the cause of the growing debt, the collapse of South African manufacturing industry and expensive mining sector, needs be changed and that’s possible through prioritizing new service providers that are affordable.



The government can fix the Eskom problems and they don’t need to sell any division of Eskom to operate well, the president needs to restructure the energy facility as his main priority moving forward, to position South Africa as a manufacturing hub for the continent, that wìll prepare for upstream industrial production and reduce unnecessary imports to the continent.

The PIC manages more than R2-trillion on behalf of the Government Employees Pension Fund (GEPF); Unemployment Insurance Fund (UIF); Compensation Commissioner Fund (CC); Compensation Commissioner Pension Fund (CP) and Associated Institutions Pension Fund (AIPF). The PIC’s role is to invest funds on behalf of its clients, based on the investment mandates set by each client and approved by the FSCA.



For PIC to be a catalyst of continental economic integration and a global investor and realise their vision to be a global leader in impactful investing, they need to prioritize re-establishing Eskom as a centre for continental solutions in energy, for Industrial development to peak the Africa continental free trade agreement and prepare for a great pie of the targeted or projected materials boom in the next 40 years.



It is a huge risk for the economy to neglect Eskom as diversified portfolio investments will yield lower Interest Rates of Return than expected and the economy will not recover from recession and COVID-19 crisis, as energy is a key driver for an economy.



Today’s global energy and materials industries are characterized by significant shifts, which are creating new opportunities. New trends and technologies are changing the way energy is produced, delivered and consumed, Eskom must adapt quicker. In parallel, and under the current production-consumption model, world demand for raw materials could double by 2060. South Africa must benefit and be a key player in every global economic boom.



Investment, innovation and public-private collaboration are needed to accelerate the transition to a more sustainable, secure and affordable energy system, while optimizing the net social and economic value delivered by materials. Strong partnerships and commitments within the energy and materials industries and across their value chains are essential.



South African focused economic development and Industrial production is needed to be used in pushing the boundaries of the energy and materials future through high-level, multistakeholder taskforces, bringing together leaders from the electricity industry, the oil and gas sector, the mining and metals industry, and chemical and advanced materials companies across the value chain.

Two of the biggest names in energy in Africa are in a stand-off over a coal contract in these difficult days of COVID-19. Eskom has issued a force majeure notice against Exxaro and the more than 25 tons it was to supply the national power generator from its Grootgeluck mine in Limpopo. Exxaro says it will dispute the notice, but was unavailable for comment when contacted by CNBC Africa. But its seems its not only Exxaro that has the notice – it seems like the entire coal industry has been served by Eskom. Eskom Spokesperson, Sikonathi Mantshansha shares more details.

COVID-19: Eskom declares force majeure on all its coal contractors

REMARKS BY MINISTER
OF MINERAL RESOURCES AND ENERGY, MR GWEDE MANTASHE UNPACKING MINERAL AND ENERGY
INDUSTRIES’ RESPONSE IN PREPARATION FOR A NATIONWIDE LOCKDOWN, 25 MARCH 2020



The Department of Mineral
Resources and Energy yesterday met key stakeholders in the mining and energy
industries to consolidate plans to deal with the spread of Covid-19. This is in
support of the decisive action by the President of the Republic, HE Cyril
Ramaphosa, to institute a nationwide lockdown from 23:59pm on Thursday 26th
March 2020. 



Working together with the South
African Petroleum Industry Association, the Minerals Council SA and in
consultation with labour unions, we have developed a framework through which
these industries will implement the envisaged directives. 



This is being done in order to
safeguard the lives of people, while ensuring that the limited economic
activity which will be undertaken during this period is supported. 



In all our undertakings, we are
considering the health, security as well as socio-economic impact of COVID-19
on these industries. The industries will be required to prioritise the health
and safety of employees, suppliers, contractors and other relevant personnel. 



While demand is expected to
decline in the period ahead, as a result of restrictions on economic activity,
security of energy supply remains critical. The supply of fuel to the relevant
critical and essential services, as well as the supply of coal to Eskom for
electricity supply and liquid fuels production, are critical during this
period. 



We are mindful that in some
mining operations and processing plants a complete shutdown will not be
feasible, as a restart from scratch may be too costly. This would negatively
affect security of supply, and therefore the economy as a whole. 



We are adopting a risk-based
approach, with worst-case scenario planning, and all companies are required to
ensure that their business continuity plans are fit for purpose.



Broadly, the following are
measures being proposed for implementation:



MINING



<ul><li>Mining operations will be scaled down significantly, particularly deep level mining, which is labour intensive.</li></ul>



<ul><li>Essential services supporting the sector, including security and related infrastructure, maintenance, water pumping, refrigeration and ventilation will continue. </li></ul>



<ul><li>Mines supplying coal to Eskom will remain in operation, albeit at reduced production levels. </li></ul>



<ul><li>For exports, each case will be evaluated on its merits.  </li></ul>



<ul><li>Services being rendered to communities, such as the supply of water, will continue.</li></ul>



<ul><li>Production in the gold, chrome, manganese and other sectors will be scaled down; while the processing of surface material in the PGMs sector will continue for the production of – among others medical products. This will allow smelters, which cannot be switched on and off abruptly, to remain operational.</li></ul>



<ul><li>In order to contain the spread of COVID-19, travel will be restricted, in line with regulations to be outlined by the Minister of COGTA.</li></ul>



<ul><li>The Minerals Council has committed to avail its health infrastructure &#8211; facilities and staff – during the lockdown, to support Government efforts. </li></ul>



ENERGY



The following activities are
among those which will be considered an essential service:



<ul><li>The production and distribution of petroleum products, including fuel, paraffin and liquefied petroleum gas. This entails shipping, manufacturing, terminals, distribution and retail.</li></ul>



<ul><li>In the case of petroleum products, imports will be scaled back for the duration of the lockdown, as there will be excess capacity</li></ul>



<ul><li>Regulatory oversight on nuclear facilities, as well as nuclear safeguard inspections.</li></ul>



<ul><li>Production and supply of nuclear medicines and chemicals used at refineries.</li></ul>



<ul><li>The Safari-1 research reactor and support technical services.</li></ul>



Engagements are ongoing between
the sectors, the relevant government departments and state-owned entities. We
will continue to provide updates as the situation unfolds.

How SA’s lock-down impacts Eskom

JOHANNESBURG (Reuters) &#8211; South African power utility Eskom said on Wednesday that coal stocks at its power stations were healthy, with at least 20 days of supplies at all stations, before a nationwide lockdown over the coronavirus outbreak starting at midnight on Thursday. 



Eskom said all its activities were considered “essential services” under labour law and that it would apply for an exemption from the 21-day lockdown for critical staff. It has asked coal miners, coal transporters and freight company Transnet to continue coal supply operations during the lockdown.

Eskom says coal stocks healthy ahead of South Africa’s lockdown

JOHANNESBURG (Reuters) &#8211; Nationwide power cuts across South Africa of up to 4,000 megawatts will last indefinitely, state power firm Eskom said on Thursday, as repairs take longer than anticipated. 



Eskom had said on Wednesday the outages would last only until Friday. 



The latest blackouts, referred to locally as loadshedding, were triggered by breakdowns this week at a score of generating units, including at Koeberg nuclear plant in Cape Town. 



“Due to a shortage of generation capacity resulting from unplanned breakdowns, Eskom will continue implementing Stage 4 loadshedding until further notice. We expect that loadshedding, at various stages, may continue into the weekend,” Eskom said in a statement. 



“The pump fault on Koeberg Unit 1 is being fixed, and it is envisaged that the unit will be back in service at the weekend. In the meantime, we continue utilising emergency generation reserves, including diesel, to supplement supply,” Eskom said. 



Eskom has been battling repeated problems with its coal-fired power stations, prompting power cuts and dragging the economy into its second recession in as many years. 



Mining and manufacturing data due later on Thursday are expected to reflect the impact of unreliable power supply.

Eskom says power cuts to last indefinitely

The national treasury has acknowledged that the risk to South Africa remaining investment grade has become more pronounced. A sharp increase in borrowing requirements, unstable electricity supply and reduced tax revenue collections have put strain on the nation’s fiscal position.

In the last year alone, the government’s gross borrowing
requirements increased by 21.4 percent to R407 billion. The government’s debt
requirements over the next two years will reach nearly R500 billion. The debt
to GDP ratio continues to rise, it is expected to be 65.6 percent of GDP by the
end of 2020/21.



“Although our budget deficit rises to 6.8 percent, we are nevertheless determined to bring it back,” asserts Mboweni.

The majority of South Africa’s debt is through domestic loans but as the national treasury has stated, debt is not expected to stabilise over the medium term. A change in the country’s sovereign rating to sub-investment grade would lead to short-term volatility in the financial markets, including an increase in borrowing costs and exchange rate depreciation. The government is of the view that this would unlikely affect its ability to finance its medium-term borrowing requirements.



In trying to exercise more financial prudence, the
government would need to demonstrate that it has a handle on its state-owned
entities. According to government, it has allocated R162 billion to aid
financially stressed companies over the last 12 years. SAA, SA Express, SABC,
Denel and Eskom have been the biggest drain on the state’s resources. Eskom,
the embattled power utility, has received the lion’s share of this assistance.
The total debt of these entities amounts to R760 billion, with 62 percent
guaranteed by government. 



“Over the next three years, debt repayments total R178.1 billion,
of which R103.5 billion is held by Eskom,” estimates government. 



In the coming financial year, government has committed to
provide SAA with an additional R16 billion bailout over the medium term, even
though the company is in voluntary business rescue.



Eskom, which has debt of R450 billion, has received hundreds
of billions from the government and many proposals have been put forward to
assist the ailing power utility. Including, most recently, a proposal to use
the Public Investment Corporation as an investment vehicle. 



Minister Mboweni didn’t scoff at the idea of using public
funds to pay off a large portion of Eskom’s debt, saying that it was not a bad
idea.



“We must be clear that it’s not only public-sector pensions that will be used,” Mboweni said in an address ahead of the budget speech. “If we are going to use pensions, it must be all of our pensions.” This would include private pension funds. The minister outlined that discussions around this are developing and that role-players, in government and in the unions, are coming around to the idea. Mboweni said that this would now introduce the idea that public sector investment could start to happen in Eskom, a point that has been highly contested.
