NAIROBI, March 28 (Reuters)&nbsp;&#8211;&nbsp;Kenya&#8217;s central bank has barred Ecobank from foreign exchange trading in the East African nation between March 29 and April 4 as part of regulatory action for unsafe trading practices, the regulator said on Monday.



Under Governor Patrick Njoroge, who was first appointed in 2015, the central bank has taken a hard line against several players in the market over the years, saying that discipline in the market was paramount.



&#8220;Ecobank did not have sufficiently robust risk controls to prevent breaches on its foreign exchange exposure limits, or the inaccurate reporting of its position,&#8221; the central bank said in a statement.

Ecobank Kenya, a unit of Togo-headquartered Ecobank Group, was not immediately available for comment.



Ecobank was required to put in place remedies to the lapses that were identified by an investigation, the central bank said, adding that it would also reverse the extra exposure resulting from the breach. It has up to the end of this month to do so.



&#8220;The remedial plan should also point to specific measures to address the unsafe trading practices that led to the non-compliance,&#8221; the central bank said.

Welcome to the metaverse, the digital future we’ve been imagining for many years. A virtual world where we can meet, explore, shop, collaborate and create. Some fear this is the beginning of a dystopian future envisioned by the 1992 sci-fi novel Snow Crash, while many more see it as the next big evolution of the internet, opening a world of new opportunities.



The metaverse is all the rage in the world of IT and most certainly one of the latest buzzwords. While there has been hype around virtual reality before, with it not quite taking off as was expected, this time it looks different, as though the horse has bolted. To enable true interoperability and ensure a real-time experience, there will need to be lakes of data shared instantaneously across platforms and ecosystems. Legal and regulatory issues aside, businesses and vendors will need to be able to move huge workloads safely and on-demand, in real-time, every time, over and over again. A clear Modern Data Protection strategy and effective management is already crucial for any information-dependent operation. But in this world, it will become even more so.



C-suites need to start asking questions about how their organisations will exist in the era of the metaverse and how they intend to use it or build a strategy around it. Will it be for immersive workspaces, to interact with customers, to sell goods and services or to add value to or streamline their real-world operations? A good starting point would be to consider the data and then think about the infrastructure required to support it.



Facebook has changed its name to Meta, in a bet upon our future being built around the metaverse. Big tech is moving fast and investing huge amounts of resources into the concept.,&nbsp; Microsoft’s moves and investments hint at a whole new world of business applications to come for South African businesses (not just those in Silicon Valley).



Imagine something like the full Microsoft 365 experience being augmented with virtual reality. Imagine meeting co-workers and clients from around the world in a virtual boardroom with windows opening onto the shores of the Pacific Ocean without leaving your home office. Imagine being able to interact with this world the way you would in a physical space. Imagine your customers strolling through a virtual mall, touching, and interacting with your product before buying it. Imagine selling a product that’s used exclusively in the virtual world &#8211; perhaps a new work wardrobe for your avatar.&nbsp;



While AI and smart glasses are already in use to guide critical workers through complex operations such as assembling power plants or jet engines, imagine all your complex manufacturing happening in a virtual twin world. Exciting or terrifying? You decide, but the metaverse race is on.



Before the C-suite can start thinking ahead and building the metaverse into its long-term strategy horizon, it needs to comprehend exactly what we are talking about. The metaverse will exist despite place and time &#8211; one can see why it was the stuff of sci-fi in previous years. Those using the metaverse will be able to interact with each other in real-time, no matter where they are physically in the world. We’re not talking about a video call, such as those the pandemic has made people very familiar with. Rather, we are talking about interacting as if they were in the real world.&nbsp;



While those of us with children understand games such as Fortnite, the metaverse will take this up many notches. It will be interoperable &#8211; meaning that avatars or items built or purchased in one platform will be able to be used in another, and the physical devices that are used to enter the virtual world will be able to be used anywhere &#8211; the days of vendor-locked access will be long gone.&nbsp;



It will spur a whole new economy where people and businesses exchange goods and services. While this is not unusual in games such as Fortnite, the value being traded will be recognised by everyone and may well be cryptocurrency based on the blockchain or flat currency transferred digitally &#8211; we just don’t know yet.



But what does any of this mean? To be frank, it means nothing without data. This is not a rewrite of the laws of computing or a rethink of reality. It is an evolution of how we generate and manage data. Yesterday (and today) the focus was on big data, efficiency, business intelligence, user experience, unified communications, and much more. Our next quantum leap in commuting &#8211; into the metaverse &#8211; will be determined by how we plan, strategise and manage data.



In other words, this potential, this dream &#8211; or nightmare, depending on your orientation &#8211; can only be possible if organisations are confident that the data being generated is available or if not, can be restored quickly. None of this is even possible if organisations do not invest in platforms that will grow and scale &#8211; most likely exponentially &#8211; with their metaverse ambitions. None of this will be possible if the data cannot be protected every step of the way.&nbsp;



However, as well as protecting the systems where data resides or runs across, businesses will need to protect data from their users’ standpoint too.



The first thing that springs to mind is: data privacy. Laws around data privacy are only going to become stricter. All services and products developed around, for, or in, the metaverse will need to be built around protecting the privacy of users.&nbsp;



If you consider that vendors would in theory be able to monitor our eyes, such as where we glance and how long we hold contact for, our brainwaves, our heart rate and blood pressure, just imagine the rich data sets that could be built around us to offer tailored experiences &#8211; including direct sales. While the concept of co-opetition is gaining popularity, where is the line drawn to demarcate anti-competitive behaviour?



Beyond privacy, cybersecurity will be magnified beyond current levels of understanding. Illusions, theft, deep fake impersonations, as well as traditional breaches and ransomware, could be catastrophic and near-impossible to identify.



Modern Data Protection, especially backup, recovery and security, has been crucial for many years. The rapid digitisation and uptake of hybrid cloud strategies have escalated the need for effective, interoperable data management. The metaverse will ramp things up several gears more. There will be no “before and after” metaverse. Platforms and applications will be developed and patched together and the metaverse will most likely be built organically and before we know it, we’ll all be in it. However, before we get carried away with high-res touch sensors and visions of how we’ll trade in virtual 3D stores, C-suites must start thinking about how they’ll manage the integrity, safety and availability of their customers’ data and the multifarious environments it’ll run over. Organisations must be thinking about ecosystems that can seamlessly scale with all this in mind. Modern Data Protection should be central to every digital strategy now and in the metaverse to come.&nbsp;

The 2022 State of the Nation address (SONA) reminded South Africans of what awaits if the economy does not provide much-needed jobs, create wealth, and drive sustainable development. Another episode of destruction and violence like that witnessed in KwaZulu-Natal and Gauteng in July 2021 will be an inevitable consequence.



The SONA emphasised that a new consensus must be reached where the state creates an environment to allow the private sector to invest, unleashing the country’s dynamism and economic potential. It emphasised that government does not create jobs. Business creates jobs.



Our future hangs on a knife’s edge. Record unemployment, woeful economic growth, the probability of a sovereign debt crisis, and blockage after blockage chokes our economic advance and global competitiveness. But unblock these, and a massive pent-up flood of investment will flow. We are a resilient people.&nbsp; We have looked into the abyss many times, and every time we have stepped back. South Africa still stands – albeit unsteady on its feet.



We must unblock the blockages.



For example, South Africa sold goods amounting to R1.8 trillion last year, but the country could have exported many billions more were it not for constraints such as disintegrating railways, dysfunctional ports, collapsing roads, unreliable power, and obstructive laws and authorities.



Significantly, according to recent World Economic Forum statistics, the quality of our local port infrastructure is ranked at just 4.8 out of 7 points, lagging behind emerging market peers such as Chile at 4.9 and Namibia at 5.2. The quality of our railways is of even greater concern, ranked at just 3 out of 7 points – below Tanzania at 3.2, Botswana at 3.6, and Kenya at 4.



A further problematic blockage is restrictive legislation and administrative red-tape, which is not fit for purpose but can be overcome relatively quickly. &nbsp;Notably, our economic growth relies a great deal on the export sector. Many export companies are owned by foreign investors and are a valuable source of foreign currency and job creation. But this red-tape means that international businesses and investors are looking to other investment countries instead.



A serious concern for the export industry is the structure of the VAT Act and the Tax Administration Act, and more specifically the manner in which SARS conducts VAT audits and withholds VAT refunds due. This issue has been raised by the Tax Ombud before Parliament and discussed at the Nugent Commission.



SARS was also chastised in a recent High Court judgement, which held that it cannot conduct a VAT audit and withhold VAT refunds for an indefinite period, with no deadline, and no consideration of fairness and taxpayer rights – the audit must be completed within a reasonable time. The High Court further noted that SARS may not unlawfully withhold refunds for periods that are not yet under audit, and yet these problems persist.



Export businesses that operate on high volumes and low profit margins will inevitably have significant net VAT refund claims. To explain how the VAT system operates in relation to exports, the greater the volume of purchases from suppliers, the more input VAT that will be paid by exporters. In turn, the greater the exports made at a zero rate, the higher the net VAT refund will be to the exporter. But SARS appears to audit and withhold VAT refunds from exporters, on no other basis than the VAT refunds claimed are “too high”.



The concern that SARS acts as judge, juror and executioner has persisted for years. This concern does not centre around the right of SARS to conduct VAT audits, which is unarguable, but rather on the fact that taxpayers have absolutely no rights in the face of such audits – apart from seeking very expensive recourse in the courts. Statutory amendments are urgently required as part of the solution to South Africa unblocking the blockages and achieving a brighter economic future.

LVIV, Ukraine, March 27 (Reuters) &#8211; Ukraine is prepared to discuss adopting a neutral status as part of a peace deal with Russia but such a pact would have to be guaranteed by third parties and put to a referendum, Ukrainian President Volodymyr Zelenskiy said in remarks aired on Sunday.



Zelenskiy was speaking to Russian journalists in a 90 minute video call, an interview that Moscow authorities had pre-emptively warned Russian media to refrain from reporting. Zelenskiy spoke in Russian throughout, as he has done in previous speeches when targeting a Russian audience.



Zelenskiy said Russia&#8217;s invasion had caused the destruction of Russian-speaking cities in Ukraine, with damage worse than the Russian wars in Chechnya.



&#8220;Security guarantees and neutrality, non-nuclear status of our state. We are ready to go for it. This is the most important point,&#8221; Zelenskiy said.

Zelenskiy said Ukraine refused to discuss certain other Russian demands, such as the demilitarisation of the country.



Speaking more than a month after Russia invaded Ukraine on Feb. 24, Zelenskiy said no peace deal would be possible without a ceasefire and troop withdrawals.



He ruled out trying to recapture all Russian-held territory by force, saying it would lead to a third world war, and said he wanted to reach a &#8220;compromise&#8221; over the eastern Donbas region, held by Russian-backed forces since 2014.



Russia says it is conducting a &#8220;special military operation&#8221; in Ukraine with the aim of demilitarising its neighbour. Ukraine and its Western allies call this a pretext for an unprovoked invasion.



<h2 class="wp-block-heading" id="h-humanitarian-catastrophe">&#8216;HUMANITARIAN CATASTROPHE&#8217;</h2>



Zelenskiy focused on the fate of the eastern port city of Mariupol, under siege for weeks. Once a city of 400,000 people, it has undergone prolonged Russian bombardment.



&#8220;All entries and exits from the city of Mariupol are blocked,&#8221; Zelenskiy said. &#8220;The port is mined. A humanitarian catastrophe inside the city is unequivocal, because it is impossible to go there with food, medicine and water,&#8221; he said.



&#8220;I don&#8217;t even know who the Russian army has ever treated like this,&#8221; he said, adding that, compared to Russian wars in Chechnya, the volume of destruction &#8220;cannot be compared&#8221;.



Russia has denied targeting civilians in Ukraine. Russia and Ukraine have traded blame for a failure to open humanitarian corridors.

Zelenskiy pushed back against allegations from Moscow that Ukraine had curbed the rights of Russian speakers, saying it was Russia&#8217;s invasion that wiped Russian-speaking cities &#8220;off the face of the earth&#8221;.



He also dismissed as &#8220;a joke&#8221; allegations made by Russia that Ukraine had nuclear or chemical weapons.



Russian prosecutors said a legal opinion would be made on the statements made in the interview and on the legality of publishing the interview. BEIJING — China’s biggest city Shanghai began a two-stage lockdown Monday as authorities attempt different strategies to maintain growth, while trying to control the country’s worst Covid-19 outbreak since the pandemic began.



Shanghai, a city of 26 million people on the southeastern coast of China, is a hub for finance and international business in the country. The city is also home to the world’s largest container-shipping port.



The lockdown measures include orders to work from home as well as the suspension of public transit and ride hailing, Shanghai city announced Sunday night. Previously, only specific neighborhoods had faced temporary lockdowns to control pockets of outbreaks.



The initial phase will run from Monday to Friday morning and apply to the eastern part of the city where the financial center is, the city said. The second phase will apply to the western part of the city, and run from Friday morning to the afternoon of the following Tuesday, April 5, municipal authorities said.



“The lockdown and mandatory testing district by district in China’s largest city, key transportation hub and financial center are highly likely to disrupt the city’s commercial activity,” said Bruce Pang, head of macro and strategy research at China Renaissance.

“We think that in the near term, China will stick to its zero-tolerance approach, pursuing [its] zero-Covid position as one of the world’s strictest virus elimination policies,” Pang said.



Tesla, whose Shanghai factory is located in the area covered by the first stage of the lockdown, reportedly halted production for at least a day on Monday, according to Bloomberg, citing sources. The electric car company did not immediately respond to CNBC’s request for comment.



The emergence of the highly transmissible omicron variant has made controlling outbreaks harder and increased uncertainty for business operations. Local governments across China have attributed the latest wave of cases to the omicron subvariant BA.2.



China has stuck to a strategy of lockdowns and quarantines to control Covid outbreaks, while maintaining economic growth. The policy helped the country rebound from the initial shock of the pandemic in early 2020, with relatively few infections and deaths compared with other parts of the world.



This time around, economists don’t expect lockdowns that last only a week or so to have a major impact on the national economy for the full year. Travel restrictions and stay-home measures affect consumer spending and services more than factory production, since workers can often stay on-site at industrial parks.



<h2 class="wp-block-heading" id="h-using-targeted-measures"><a></a>Using targeted measures</h2>



In Shanghai, officials have emphasized in the last few weeks how the city would not lock down and instead use a neighborhood-specific approach. Even in Sunday’s announcement, the city claimed the two-part lockdown was for conducting virus tests in batches.



Shanghai International Port Group, which manages the city’s ports, said in an online statement Monday that other than for extreme weather, production units maintained 24-hour operations.



And rather than a blanket ban on travel in and out of Shanghai during the two-stage lockdown, authorities said people in the city wanting to leave — by highway, train or airplane — will need a negative virus test within 48 hours of departure.



Shanghai’s two airports, including one focused on international travel, and three train stations are still operating normally, the municipal transportation authority said Monday morning.



<h2 class="wp-block-heading"><a></a>Surge in cases with no symptoms</h2>



New confirmed cases in the city have remained elevated, with even higher numbers of asymptomatic cases.



Shanghai reported 3,450 asymptomatic cases for Sunday, the most for any province-level region in mainland China. The city reported 50 new confirmed Covid cases for that same day.



All 3,500 affected individuals are in isolated treatment or isolated medical observation, the city said.

The latest update on March 15 to the national policy for Covid prevention and control said mild and asymptomatic cases can be managed at quarantine centers, rather than needing hospital care which would add to China’s already stretched health-care system.



Nationwide, the northern province of Jilin accounts for most of the new confirmed locally transmitted cases — 1,086 of the 1,219 reported for the mainland on Sunday. Although the latest Covid wave has touched provinces across China, the number of new confirmed cases a day in most regions is below 10.



The capital city of Beijing reported no new locally transmitted confirmed cases or asymptomatic cases for Sunday.



In an indication of how authorities are trying to limit cross-country travel, China’s national railway operator announced Saturday that travelers would not be able to book tickets for April 8 or future dates. Sales for those later times are set to resume April 2, the railway operator said.

It’s difficult to write what you call a complete story on any entrepreneur in the blockchain ecosystem. Theirs is an evolving tale that needs updating every day, just like the space they are in.



“You need to be up-to-date, as the blockchain space is growing at lightning speed,” affirms Bijan Alizadeh, the founder of Dubai-based venture capital (VC) firm Cypher Capital, which has just announced that it’s launching a $100 million seed fund aimed at investing in digital assets including crypto currencies.



Cypher Capital, which is four months old and currently a team of 25 with seven analysts looking into more than 120 projects, has $10 million in assets under management, and in the next three years, aiming for over $1 billion before raising money from institutions. &nbsp;



“We want to build a solid track-record,” says Alizadeh.



A Dubai resident for over 20 years, he “self-funded” Cypher Capital, which will invest in blockchain projects, and as he reiterates in a Zoom interview with CNBC Africa, “also invest in talent within the Middle East and North Africa (MENA) region”.&nbsp; &nbsp;&nbsp;&nbsp;



Alizadeh has an interesting story to tell you about what stoked his interest in the blockchain space in 2014. After studying electrical engineering at the American University in Dubai, along with his business partner, Munaf Ali, he was working on real estate projects at the time, and was in the hotel sector, one day, trying to sell a unit to a customer who said he will pay in bitcoin.



“And I said ‘what coin’?” says Alizadeh.



That was the moment their life and vision changed, and they never looked back.



“At the time of this incident in 2014, bitcoin was around $270. We decided to receive that transaction in bitcoin, and after one year, bitcoin started moving up and we looked at the technology and we said this is the future. It still is. We consider 95% of our portfolio is blockchain-focused.”



In 2015, they went on to found Phoenix, in the bitcoin mining space and which is still active.



Alizadeh calls Cypher Capital “his baby”, and a most exciting space to be in.



“In a traditional VC firm, you are running a sort of high-risk, high-reward business, but once you add the element of blockchain to it, it becomes 10 times more risky and more rewarding.



“In a traditional VC, you look at 20-30 projects a year, here, you have new ideas coming in every day, and amazing talent and everything in real life that they can bring to blockchain.



“It’s a lot more work, and we need to be more focused and it’s time-consuming, but at the end of the day, we are all helping to bring the ecosystem to the next level.”



Cypher Capital’s main focus is also mentorship. So to hand-hold young startups, the company is now building a 10,000sqft digital and crypto hub at JBR in Dubai that’s set to come online shortly this year.



“A lot of startups raising money need help, and a back office. We come in, and help projects to come together, share ideas, and synergise. It will be free of charge for startups; the idea is not to make money but to give back to the community,” says Alizadeh.



After all, Dubai has made so much happen in this space.



“In my mind, the United Arab Emirates (UAE) is one of the three biggest hubs when it comes to blockchain, the others being Miami and Singapore. The rules and regulations that are coming to effect by the UAE government and its leadership will essentially make the UAE the center of blockchain. There are more than 350 blockchain companies operating here and that number is growing day by day.”



He is also planning to take the hub to Singapore, Miami and hopefully Africa in the future, a continent he is watching closely.



“In Africa, a lot of countries have problems with payment solutions, especially in the remote areas, so blockchain can help be a solution for a lot of challenges. Africa is an emerging market and once the opportunity arises, we will jump in. We are constantly monitoring which jurisdiction to set up in.”



The company is also actively looking at projects in the GameFi, DeFi and Metaverse space.



“We have made over 12 investments in the last three months, but the most notable that will change the game will be Cross The Ages – I really believe that this is the game that you really want to play plus you make money on it. I am really trying to bring users to play this game because once you do, your whole view of GameFi will change,” Alizadeh promises.



For now, to make all this happen, the 35-year-old works long hours in five different jurisdictions and time zones.



“I call myself an old soul,” he laughs. “When you work 18-19 hours a day, 35 is an actual 50.”



Any advice for young people who have to work multiple time zones in a distributed, remote working world?



“My advice is that nothing is easy. You need to hustle. You have to dedicate your time and energy, but at the same time, take care of yourself. You may have the talent and the brains but work really hard to achieve!”

President Joe Biden on Saturday said Russian leader Vladimir Putin “cannot remain in power,” ratcheting up international pressure and further uniting NATO allies against Putin over his invasion of Ukraine.



“A dictator, bent on rebuilding an empire, will never erase the people’s love for liberty,” Biden said at the end of a sweeping speech in Poland. “Ukraine will never be a victory for Russia, for free people refuse to live in a world of hopelessness and darkness.”



“For God’s sake, this man cannot remain in power,” Biden said.



Biden has hurled invective at Putin throughout the crisis in Ukraine, labeling him a “murderous dictator” and a “war criminal,” but has previously stopped short of calling for his removal from power.



Later Saturday, a White House official attempted to clarify that Biden “was not discussing Putin’s power in Russia, or regime change,” but rather was making the point that Putin “cannot be allowed to exercise power over his neighbors or the region.”



The president’s address at the Royal Castle in Warsaw marked the grand finale of a three-day trip to Europe. While in Poland, Biden met with Ukrainian refugees who had fled Russian aggression, as well as with U.S. troops stationed in Rzeszow, near Ukraine’s border.



In his speech, Biden urged democracies around the world to unify against Russia and commit to a historic battle against authoritarian aggression.

Biden directly and repeatedly condemned Putin throughout the speech, accusing the Russian president of “using brute force and disinformation to satisfy a craving for absolute power and control.”



Biden slammed Putin for invoking Nazi imagery as a pretext for an invasion, calling it an “obscene” lie. And he said it is “Putin who is to blame” for the mountain of international sanctions that are crushing Russia’s economy and its currency, noting that the Russian ruble has been reduced to “rubble.”



Biden also spoke past Putin, attempting to deliver an appeal to whichever Russian citizens may be able to hear the speech.



“This is not the future you deserve for your families and children,” Biden said. “I’m telling you the truth, this war is not worthy of you, the Russian people.”



Biden’s message to Ukraine was more direct: “We stand with you. Period.”

PRZEMYSL, Poland, March 25 (Reuters)&nbsp;&#8211;&nbsp;Ukrainian refugee Viktoria Lysykh had one message for world leaders after she crossed&nbsp;the border into Poland on Friday: &#8220;I want the war to end as soon as possible &#8230; In what way exactly? By any means.&#8221;



The 35-year-old arrived in Przemysl railway station with her teenage daughter and their two pet cats, as U.S President Joe Biden was preparing to visit the same frontier region to discuss the conflict with his Polish counterpart.



Asked what she hoped the high-level meeting would achieve, Lysykh laughed. The best hope was that the conflict would end &#8220;in the best way possible for Ukraine&#8221;. But above all, she just wanted to go back to her home in the Donetsk region.



&#8220;Let’s cease (fire) so that all of this will be over. In what way exactly this will be achieved doesn’t matter at all.&#8221;

It had taken Lysykh and her daughter 19 hours to get to the frontier. She was planning to travel to Warsaw and then on to Germany where she was hoping to find work &#8211; her background is in human resources with a sideline as a beautician.



There were no friends or family waiting at their destination to take them in.



Around her in the station, more women and children kept arriving, loaded with bags. Around 32,500 refugees crossed into Poland on Thursday alone, border authorities said.



<h2 class="wp-block-heading" id="h-if-they-closed-the-sky">&#8216;IF THEY CLOSED THE SKY&#8217;</h2>



In all, Poland has taken in more than 2.23 million people,&nbsp;according to Poland&#8217;s border authority, more than half the refugees who fled Ukraine since Russia invaded.



Poland&#8217;s deputy education minister, Marzena Machalek, said on Friday around 700,000 Ukrainian children would be looking for places in local schools.



Biden was due to meet refugee organisations and sit down with Polish President Andrzej Duda in the town of Rzeszow, about&nbsp;80 km&nbsp;(50 miles) from the station.



His visit comes a day after he and other Western leaders put on a show of unity against what Russia calls its &#8220;special military operation&#8221; in Ukraine.

&#8220;If they closed the sky, then they would stop bombing our cities &#8230; and then the war would end fast,&#8221;&nbsp;she said as she waited to get on another train deeper into Poland.

HARARE, March 25 (Reuters)&nbsp;&#8211;&nbsp;Global mining giant Anglo American Plc&nbsp;AAL.L&nbsp;on Friday announced the sale of its remaining shareholding in Thungela Resources&nbsp;TGAJ.J, completing its exit from the South African coal business.



Under pressure from investors to exit coal businesses worldwide, the owner of gold, platinum and diamond mining companies, Anglo American hived off its entire stake in its South African coal mines into Thungela and distributed most of the shares to its shareholders through an initial public offering in June, barring 8%.



At the time of listing, investors had written off the prospects of Thungela amid global pressure on companies and countries to wean industries off of coal.

Thungela&#8217;s shares were trading at 160.68 rand at 0741 GMT on Friday, down 8.85%. The company listed at 25 rand per share in June.

BEIJING — As mainland China battles its worst Covid-19 outbreak since early 2020, local governments increasingly say the new omicron BA.2 variant is to blame.



That’s the new Covid subvariant, which preliminary research indicates is even more transmissible than the original omicron variant — but doesn’t necessarily cause more severe illness.



Mainland China has reported well over 1,000 new confirmed Covid cases a day since March 12, with the number holding above 2,000 for the last three days. That’s not including the asymptomatic case count, which can be just as many, or far more, than the number of daily confirmed cases.



From the northern province of Jilin — which accounts for more than half of the new daily cases — to industrial centers like Tangshan and Shenzhen, local authorities have blamed omicron BA.2 for the latest wave of Covid.



“Omicron BA.2 caused this outbreak, and spreads faster and more easily than previous viruses,” the export-heavy province of Fujian said in an online statement Tuesday, according to a CNBC translation of the Chinese text.



The subvariant is also “stealthier” and harder to find, but infections are primarily mild or asymptomatic cases, the Fujian government said.

Scientists have also described BA.2 as a “stealth” variant because it contains mutations that could make it harder to distinguish from the older delta variant using PCR tests.



Despite apparent changes in the virus’ severity, China has maintained its stringent zero-Covid policy of using swift, regional lockdowns to control outbreaks. The strategy had helped the economy quickly return to growth after the initial shock of the pandemic in early 2020.



Different provinces or cities can impose quarantines or travel restrictions on people coming from other regions, or at least require valid virus tests, adding hurdles to commercial travel.



For example, a company had to change its truck driver to a local one before the vehicle entered a city in the Guangxi region, said Klaus Zenkel, chair of the south China chapter of the EU Chamber of Commerce in China. “Otherwise he cannot enter the area where he needs to deliver the goods to.”



Zenkel is based in the southern city of Shenzhen, which ended a week-long lockdown Sunday night.



“If you compare this lockdown for the seven days last week, 14 to 21 of March, it was almost tougher than two years ago when the pandemic started,” he said, referring to the tighter government restrictions on international travel and stay-home policies.



<h2 class="wp-block-heading" id="h-smaller-businesses-hurt-more"><a></a>Smaller businesses hurt more</h2>



More than half of mainland China shut down in February 2020 for an extended Lunar New Year holiday in an effort to control the initial outbreak of Covid-19 in the country. The economy contracted that quarter, but quickly rebounded.



This time around, multinational corporations could maintain production by keeping workers in the same area as factories, but smaller businesses lost a week of output, Zenkel said Wednesday. He said district governments are asking businesses to share what their losses were, for potential compensation plans.



Shenzhen is pretty much returning to normal, but many people were still getting tested every day so they could present valid negative results as needed for in-person business meetings, he said. “Let’s hope [with] all these experiences and all the China data, the Chinese government can find a way to go from zero-Covid to ‘live with Covid.’”

Across the country, Covid tests remain a primary way for authorities to confirm whether people are allowed into a city or whether a neighborhood can end its lockdown. These tests — which can’t yet be self-administered at home — now only cost about 8 yuan ($1.25) in Beijing, or free if arranged by community leaders.



At a Shanghai city press briefing Wednesday, Wu Fan, deputy dean of Shanghai Medical College at Fudan University, emphasized the need for the public to maintain social distancing, comply with testing and health code checks, and monitor themselves carefully.



“This time, the omicron BA.2 variant seems to be running very quickly,” Wu said, according to CNBC translation of the Chinese remarks. “Just chasing it isn’t enough. [We] also need to cut off the path ahead of it.”
