<p>“At times, the catch is high yet we have nowhere to sell. If the county government revived the cold storage and fish value chain system, the prices of fish would fetch higher prices,” Fredrick Otieno, a fisherman on the western shores of Lake Victoria in Kenya says in an interview with the Business Daily. Otieno’s sentiments came after a cold storage plant funded by the European Union broke down in 2013. A day’s catch must be sold quickly or thrown away. For an industry that employs 12 million people (58% in the fishing and 42% in the processing sector) in Africa alone, lack of proper cold storage remains a serious problem for many fishing communities. In Sub-Saharan Africa, 16% of the total seafood loss occurs during post-harvest operations due to lack of proper cold storage, according to the Food and Agriculture Organization (FAO).</p>

<p>The fisheries sector is crucial to food and nutrition security, and its importance is growing given the need for food security and access to nutritious food during this time of high stress and uncertainty due to COVID-19. There is a need for sustainable healthy diets which are crucial in protecting people’s immunity as well as functional food supply chains. As former International Food Policy Research Institute (IFPRI) Director General Shenggen Fan, <a href="https://www.ifpri.org/blog/preventing-global-food-security-crisis-under-covid-19-emergency">writes</a>, “COVID-19 is a health crisis. But it could also lead to a food security crisis if proper measures are not taken.”</p>



<p>According to the latest <a href="https://www.worldbank.org/en/region/afr/publication/for-sub-saharan-africa-coronavirus-crisis-calls-for-policies-for-greater-resilience?cid=afr_tt_wbafrica_fr_ext">Africa’s Pulse</a>, the World Bank’s bi-annual analysis of the state of the region’s economies, COVID-19 has the potential to create a severe food security crisis in the region, with agricultural production contracting between 2.6% and 7% in the scenario with trade blockages. Transport routes blockages are particularly obstructive for fresh food supply chains but also affect basic grains and staples.&nbsp;</p>



<p>The seafood supply chain is highly dependent on a well-functioning cold chain and just like any other chain, it’s only as strong as its weakest link. It’s highly dependent on electricity to power refrigerators and freezers to maintain the quality of frozen fish products. If the power supply is interrupted, the whole chain can be jeopardized. Access to reliable electricity is, therefore, one of the most critical requirements to ensure the safety and quality of seafood in any cold chain. &nbsp;In rural and remote areas that are dependent on fishing but are challenged by little or no access to grid electricity, deploying decentralized renewable energy (DRE) solutions such as mini-grids and solar-powered freezers and refrigerators can help to reduce losses.</p>

<p>Innovation is already happening across the continent. In Mozambique, Winrock International’s<a href="https://www.winrock.org/keeping-fish-fresh-in-mozambique/"> GreenTech project</a> is working with SunDanzer Refrigeration to develop solar chilling products for use by artisanal fish traders. In Ghana, a Munich-based solar system provider <a href="https://www.pv-magazine.com/2019/07/03/redavia-solar-lease-solution-keeps-fish-cool-in-ghana/">Redavia</a> recently installed a 90 kW solar PV system at Movelle’s cold storage facility for frozen fish products while in Nigeria, <a href="http://www.coldhubs.com/coldhubnews/allon-invests">ColdHubs</a> has deployed solar-powered cold rooms for coastal communities in Niger-Delta region to serve more than 200 fishermen and retailers. In Somalia, <a href="https://power-offgrid.com/">Power OffGrid</a> plans to build a solar-powered ice block making plant and a cold-storage facility in Cadale region, North of Mogadishu. “Lack of electricity to power cold storage facilities has kept fishermen fearful of rotting fish, or selling their catch at reduced prices in the afternoon before they turn sour,” said Abdullahi Malin, co-founder, and chief technology officer of Power Offgrid.</p>



<p>In the Islands of Lake Victoria in East Africa, local fishermen had been unable to organize the cold-chain and logistics to supply Tilapia to demand centers in Dar Es Salaam. <a href="http://www.jumeme.com/">JUMEME</a>, a solar mini-grid company, is closing this gap. The company purchases Tilapia from local fishermen paying fair prices making this business attractive to more and more fishermen, cleans the fish, deep-freezes the Tilapia using its locally generated mini-grid electricity, packs it in cooler boxes, delivers it via ferries to the mainland and onwards via lorries to wholesalers in Dar Es Salaam where the Tilapia is sold with a margin. Jumeme has created 60 permanent jobs for its employees, and over 45 fishermen are earning revenue from the business leading to increased income to 500 people in 108 households.&nbsp;</p>



<p>In Kisaba Village, located on Bukasa Island in Uganda, 90% of the income generated in the village is fishing related. Most people rely on flake ice as the main tool for preservation during handling and transport. But getting flake ice is not a simple task. Most fishmongers need to buy flake ice in Entebbe and travel six hours back to Kisaba village for use. This process is inefficient and costly.&nbsp; The <a href="https://spark.adobe.com/page/vMiRHcJ0UAi4b/">United Nations Capital Development Fund</a> (UNCDF) launched the Ssese Islands Mini-grid Project in 2018. The 100kW solar mini-grid helps offset the costs of ice by selling locally-made, lower-cost flaked ice to island fishers. As a result, fishmongers save an average of USD 2 per bag of ice. They also save time and saw about a 35% reduction in post-harvest losses.</p>



<p>The deployment of solar power in the seafood supply chain will not just enhance food security, it will also allow communities that are highly dependent on fishing to earn more. Besides improving economic gains through safe and expanded market connectivity, solar-powered cold-chains can help improve the resilience of fish farmers and the rural communities in which they are located. Without a reliable source of energy, the opportunity to increase incomes will remain unrealised.</p>

<p>It has become evident, over the past few weeks, that not all countries have the same financial muscle to respond to the public health, economic and social crisis that has put the world on hold. In just one round of reforms, the United States, the United Kingdom, France, and Germany; which are some of the world’s most indebted countries, have managed to mobilise over US$3 trillion to keep both demand and supply sides of their economies afloat for the next couple of months. This is equivalent to 10% of their combined GDP, and almost twice (175%) the size of Sub-Saharan Africa’s GDP which stands at US$ 1.7 trillion.</p>

<p>Further south, governments in low-income economies of Sub-Saharan Africa (SSA) also face substantial challenges to not just mitigate the viral spread of COVID-19 and the potential loss of lives, but to also maintain economic activity and income streams to businesses, individuals, and to the treasury. The region needs to mobilise US$150 billion of new debt that it can’t print, and that it doesn’t have carrying capacity for, in order to respond the <em>COVID</em>&#8211;<em>19 </em>crisis. With the ratings agencies on the prowl, many of these economies face a high probability of credit downgrades and of sovereign defaults despite having much lower levels of debt than higher-income economies do. Sub-Saharan African economies carry an average debt load equivalent to 49% of their GDP in current dollars, while the United States, eurozone countries, and Japan’s debt to GDP ratios were 102%, 88%, and 238% in 2019<a href="#_ftn1">[1]</a> respectively.</p>



<p>Capital markets and the world of finance applies differential treatment to high-income and low-income economies. Because of this, it is essential that decision makers of SSA governments don’t try to mimic the policy response of high-income economies; as they will fall short. Instead, SSA countries need to be smarter with their policy choices since they don’t have the same fiscal muscle. What they have, however, is the ability to leverage the extra policy space that their more centralized institutional political arrangement provides in order to enact effective policy actions swiftly and decisively. Ultimately, it is policy space and adaptive leadership that was instrumental for Singapore, South Korea and China to flatten the curve early, and less so, fiscal space.</p>



<p>With over 80% of the region’s working population employed in small medium enterprises (SMEs), across the formal and informal economy, mainly in retail and commerce, the crisis creates a perfect opportunity for governments to stimulate the supply side of the economy by pushing online commerce, digital government, and mobile payment services. The current structure of Sub-Saharan economies makes it near impossible for merchants and small and medium business owners to stay at home and to respect social distancing measures. &nbsp;It is equally difficult for citizens to seek government services without having to step out and interact with government agents, who themselves should be able to work from home.</p>



<p>Governments in Sub-Saharan Africa must accompany social distancing policies with concrete alternative solutions for economic agents to pursue their income-generating activities while they comply with public health directives. This can be done by using e-commerce marketplace companies as instruments to provide economic relief in the short term (as they can help maintain a certain level of commercial transactions), and to spur much needed structural transformation in the medium to long term. In pre-pandemic period, e-commerce and mobile payments businesses mainly failed to change consumer and supplier behaviour on the continent as the cash economy and traditional retail market proved to be immovable features of social patterns. With social distancing and cash as a potential conduit for virus infections, demand for such services is likely to surge.</p>



<p>This type of smart policy action should help policymakers across the continent turn challenges into opportunities to create new market innovations. Now is the time for governments and economic agents to abandon less efficient business models and practices in favour of novel, resilient and more productive ones. In some countries, this crisis might even reform the local development agenda in support of more local private sector participation and smarter import substitution policies of goods, services, technology and skills.</p>



<p>By helping consumer facing businesses digitalize some of their activities through the intermediation of e-commerce marketplaces, governments can stimulate segments of value chains that are currently dormant or that have historically been under-developed at a low cost. With e-commerce, for example, there would be an uptick in the economic activity of logistics and transport companies, with an inflow of more motorbikes and better GPS tracking technology. With mobile payments, there is an opportunity to reduce information asymmetry between merchants and lenders which would in turn, improve the quality of banks’ loan books at a time when the credit profile of their loans is deteriorating at record speed. With digital government, countries can empower local technology companies to learn by doing, and to become local and regional champions that export their know-how to other countries with similar needs.</p>



<p>On the demand side, governments could provide basic subsidies to the most vulnerable segments of the population, but through the medium of mobile payment wallets that would limit consumption possibilities to essential necessities such as food and health care. A push towards e-commerce and mobile payments would also help governments formalise a large share of financial flows as the foundation for expanding the tax base and the much-needed fiscal space that low-income countries lack so often in both good and bad times.</p>



<p>With consumer spending expected to reach US$2.1 trillion by 2025 and with 65% of the population expected to earn income above US$5,000 (lower limit to allow for discretionary spending)<a href="#_ftn2">[2]</a>, there are both short-term and medium-term factors to support government intervention today, amid the crisis, to organise the supply chains and digital transformation of Africa’s post-pandemic era; rather than mimic the subsidy model of the status-quo that richer countries are currently on: stay home, receive an income, keep workers, maintain production, and don’t pay taxes.</p>



<p>While COVID-19 may disrupt economic activity for a short time, its implications in terms of policy making will be long-lasting. For policymakers, a key takeaway from these trying times is to design policy responses that prioritise smart actions, that minimises the need for capital, and spur market creating innovations by organising local demand in a way that makes sense for local investors to take on new business activities in counter-cyclical times.</p>



<p>Such an approach would leave debt as a solution of last resort only, and not first as we have been observing. Money doesn’t solve all problems. For <em>wicked</em> problems such as those posed by COVID-19, adaptive leadership is what is really needed for African government and business managers to emerge from this crisis with positive momentum.</p>

<p>COVID-19 cases are occurring at the rate of 300-a-day in
sub-Saharan Africa and there are likely to be many more that the authorities
are missing, a World Health Organisation briefing on the continent admitted
Thursday. The good news is that experts are hard at work on creating a vaccine,
but this may take more than a year.</p>



<p>The WHO is working with governments across Africa to contain
the disease as it threatens to spread rapidly throughout the continent. Rwanda
and Angola have gone on lockdown in the last week and South Africa will follow
suit a midnight Thursday when businesses and shops – except those selling food
and medicine – will close across the country.&nbsp; </p>



<p>The webinar briefing, moderated by the World Economic Forum
from Geneva, heard that a month ago just one country in Sub-Saharan Africa
reported an infection; just two weeks ago it was 10 and in the last three days
40 Sub-Saharan Africa countries said they had cases of COVID-19.&nbsp;&nbsp; </p>



<p>“We have still a window, true it is narrowing every day, to
contain this disease. In half of the countries in Sub-Saharan Africa we still
have imported cases and we have identified that local spread is not
happening…We could contain this virus in many countries. What we are seeing is
draconian measures being put in place, like closing down places and stopping
flights, but these need to be following up by checking on people in quarantine
and making sure there is social distancing. We still have the opportunity to
stop it in some countries,” says Dr Matshidiso Moeti, the WHO Regional Director
for Africa, from her headquarters in Congo Brazzaville.&nbsp; </p>



<p>South African born Moeti, a citizen of Botswana, said there
was strong political will to fight the outbreak with countries in Africa
ramping up their defences. When the first case was reported in Africa, she
said, only Senegal and South Africa had the laboratories to diagnose the
disease; now 40 countries had the wherewithal.</p>



<p>WHO officials also admitted, under questions from
journalists on the webinar, that small countries and island nations in
Sub-Saharan Africa were most at risk, along with countries suffering conflict
and population displacements, because their resources were thin. </p>



<p>Officials also said that conditions in some parts of Africa
– where 50 or 60 people could be living the same property were not conducive to
the social distancing that is being seen as a main plank in the strategy to
fight the disease.</p>



<p>“I think this is something we will continue to think through
there is no easy answer to it. We have to think through the issue of our own
cultural leanings…This is something in which we have to work closely with our
community,” says Dr John Nkengasong, the director of the African Centres for
Disease Control for WHO.</p>



<p>Officials also admitted, when asked whether cases were being
underreported in Africa, that although governments were trying to be
transparent and do the right thing, some slipped through the net.</p>



<p>“There are cases out there that we don’t know,” admitted one
official.&nbsp;&nbsp;&nbsp; </p>



<p>Scores of experts were working on a vaccine for COVID-19,
but it was likely to take a year to 18 months to perfect one for the market.</p>

<p>The numbers show that tertiary level enrolment in Sub Saharan Africa (SSA) stands well below the global standard, there are a number of reasons for this of course, chief among them simply being access. When students do manage to enroll, the issues then become keeping up with high tuition costs and relatively expensive learning materials, often leaving students with no choice but to make due with outdated textbooks and damaged goods from donations or past students. Phil Pleiwon, Founder of Imano Portal, a platform born in Liberia believes he could provide a solution right here in East Africa. He joins CNBC Africa for more.</p>

<p>The World Economic Forum (WEF) says closing the overall gender gap across politics, economics, health and education narrowed for the first time in three years. This was in their latest Global Gender Gap report, where Sub-Saharan Africa (SSA) is reported to have closed 68 per cent of the gender gap so far. Roberto Crotti, Lead for the Centre for the New Economy and Society at the World Economic Forum joins CNBC Africa from Geneva for more.</p>

<p>The impact of gender inequality to countries in Sub-Saharan Africa (SSA) cost the region more than $104. 7 billion last year according to the United Nations Human Index report.
