<p>PRETORIA (Reuters) &#8211; South Africa’s second quarter unemployment rate rose to 29.0%, its highest level in more than a decade, from 27.6% in the first quarter, official data showed on Tuesday.</p>



<p>There were 6.7 million people without jobs in the three months to the end of June, compared with 6.2 million people in the prior quarter, Statistics South Africa said its quarterly labour force survey.</p>



<p>“This is highest it has gone since the first quarter of 2008 since we began the quarterly labour force survey,” said Statistician General Risenga Maluleke.</p>



<p>Employment losses were mainly driven by private households, transport, mining and finance, Stats SA said.</p>



<p>The expanded definition of unemployment, which includes people who have stopped looking for work, rose to 38.5% in the second quarter from 38.0% in the previous quarter.</p>

South Africa’s unemployment rate rises to 29% in Q2

<p>Statistics South Africa released its first quarter results revealing higher unemployment rate this year. The jobless rate has increased to 27.6 per cent; this is a 0.5 per cent higher than Q4 2018. The unemployment figure has come as no surprise following the sluggish growth of the economy. Joining CNBC Africa to unpack the Q1 unemployment results is Miyelani Maluleke, Macro Economist, Absa.</p>

<p><strong>Highlights of the results </strong></p>



<p>The working-age population increased by 149 000 or 0,4% in the first quarter of 2019 compared to the fourth quarter of the previous year. Compared to Q1: 2018, the working-age population increased by 605 000 or 1,6%. The number of employed persons decreased by 237 000 to 16,3 million in Q1: 2019, while the number of unemployed persons increased by 62 000 to 6,2 million compared to Q4: 2018, resulting in a decrease of 176 000 (down by 0,8%) in the number of people in the labour force. The absorption rate decreased by 0,7 of a percentage point to 42,6% and the unemployment rate increased by 0,5 of a percentage point to 27,6% compared to the fourth quarter of 2018. </p>



<p>Employment decreased in all four of the sectors in Q1: 2019; with the Formal sector recording the largest employment losses of 126 000, followed by the Informal sector (68 000), Private households (31 000) and Agriculture (12 000). The number of discouraged work-seekers and the number of people who were not economically active for reasons other than discouragement increased by 156 000 and 169 000, respectively, between the fourth quarter of 2018 and the first quarter of 2019, resulting in a net increase of 325 000 in the not economically active population.</p>



<p>Compared to a year ago, employment decreased by 0,5% (86 000), while unemployment increased by 3,7% (220 000). The number of persons who were not economically active increased by 3,1% (470 000). </p>

<p><strong>Unemployment and Not in employment, education or training (NEET) </strong></p>



<p>After a decrease of 70 000 in the number of unemployed persons in Q4: 2018, the number of unemployed persons increased by 62 000 in Q1: 2019. The number of unemployed persons has increased in every first quarter of each year since 2013. The largest increase was recorded in Q1: 2015 (up by 626 000), followed by Q1: 2016 (up by 530 000) and Q1: 2017 (up by 433 000).</p>

<p>The official unemployment rate increased by 0,5 of a percentage point in Q1: 2019 compared to Q4: 2018. The official unemployment rate increased in six of the nine provinces, with the largest increase in Mpumalanga (up by 2,2 percentage points), Limpopo and Free State (up by 2,0 percentage points each), and Eastern Cape (up by 1,3 percentage points). </p>



<p>KwaZulu-Natal, North West and Gauteng were the only provinces that recorded decreases in the unemployment rate (0,5 of a percentage point, 0,2 of a percentage point and 0,1 of a percentage point, respectively). Year-on-year, the official unemployment rate increased by 0,9 of a percentage point. The official unemployment rate increased in six of the nine provinces; the largest increase was observed in KwaZulu-Natal (up by 2,8 percentage points), followed by Free State (up by 2,1 percentage points), Mpumalanga and Eastern Cape (up by 1,8 percentage points each). </p>



<p>The expanded unemployment rate increased by 1,0 percentage point from 37,0% in Q4: 2018 to 38,0% in Q1: 2019. The largest increase was recorded in Limpopo (up by 4,3 percentage points), followed by Northern Cape and Mpumalanga (up by 2,9 percentage points and 1,9 percentage points, respectively). The expanded unemployment rate for Gauteng remained unchanged, while Western Cape was the only province that experienced a decrease in the expanded unemployment rate (down by 0,4 of a percentage point). Compared to the same period last year, the expanded unemployment rate increased by 1,3 percentage points in Q1: 2019. All provinces recorded an increase in the expanded unemployment rate except for Gauteng where it remained unchanged. The largest increase was recorded in Limpopo (up by 5,5 percentage points), followed by North West and Eastern Cape (up by 2,6 percentage points and 2,3 percentage points, respectively).  </p>

<p>LAGOS (Reuters) &#8211; Nigeria’s unemployment rate stood at 23.1 percent of the work force in the third quarter, up from 18.1 percent a year earlier, the head of the statistics office Yemi Kale said on his official Twitter feed on Wednesday.</p>



<p>The economy is a major theme of debate in the lead-up to elections in 2019. President Muhammadu Buhari came to power in 2015 campaigning to fix the economy, but his term has been marred by the country’s first recession in a quarter of a century and a sluggish recovery since 2017.</p>



<p>“As of Q3 2018, the calculated unemployment rate was 23.1 percent, the underemployment rate was 20.1 percent, and the combined unemployment and underemployment rate was 43.3 percent,” the National Bureau of Statistics (NBS) said in its report published on Wednesday.</p>



<p>“While the Q3, 2018 results show a rise in the rate of unemployment, it also depicts a slowing down in the rate of increase in unemployment, which is usually the first sign of improvement in reducing unemployment,” it said.</p>



<p>Atiku Abubakar, the main opposition candidate in the coming election, has vowed to get one of Africa’s largest economies back on track and secure jobs for the work force in a country of roughly 190 million people, saying that if elected he would aim to double the size of the economy to $900 billion by 2025.</p>



<p>The NBS last released employment data a year ago when it said unemployment stood at 18.8 percent in Q3 2017 but Kale said on Twitter on Wednesday that it had stood at 18.1 percent then.</p>



<p>Earlier this year he also said on Twitter that the stats office did not have sufficient funds to compile employment data.</p>

Nigeria’s unemployment rate rises to 23.1 percent in Q3

<p>JOHANNESBURG (Reuters) &#8211; South Africa’s President Cyril Ramaphosa has signed into law the national minimum wage bill, his office said on Monday, part of efforts by the government to tackle wage inequality in Africa’s most industrialised economy.</p>
<p>The National Minimum Wage Act sets South Africa’s minimum wage at 20 rand ($1.45) an hour, equal to 3,500 rand per month. The law will come into force on a date to be determined by Ramaphosa, the presidency said.</p>
<p>Supporters of the minimum wage say it will reduce inequality and stimulate economic growth as workers spend more.</p>
<p>But critics say it could lead to increased unemployment, already at record highs, because some employers won’t be able to afford higher wage bills.</p>
<p>Thousands of union members protested against the proposed minimum wage in April, saying it was too low. [nL8N1S23R9]</p>
<p>Ramaphosa’s office said in a statement that while the national minimum wage will not end income inequality, it was a first step towards adressing the clamour for a living wage.</p>
