The Governor of Bauchi State, Mohammed Abdullahi Abubakar has described the Inclusive Basic Delivery and Livelihood Empowerment Program for Northeast Nigeria as the first all-inclusive approach being made to find a lasting solution to the insurgency in North-eastern Nigeria.
