Analysing Rwanda’s new property tax law

Late last year, Rwandan parliament passed a new bill determining the sources of revenue and property of decentralised entities, a law that saw some forms of property taxes raised while others were lowered. Since passing, the law met public backlash with some people saying taxation in the country is becoming increasingly heavy.
