The Swiss Federal Criminal Court (FCC) has ruled that extraordinary Federal Prosecutor Stefan Keller acted illegally by extending his investigation beyond its remit. Mr Keller was appointed to look into certain meetings that the former Swiss Attorney General, Michael Lauber, had with the FIFA President, Gianni Infantino. However, instead of doing this, Mr Keller, who has yet to even interview the FIFA President after nine months, started looking into things that have nothing to do with his appointed mandate.   This is why the FCC ruled today that the interrogation of certain third parties by Mr Keller: “is neither within Keller&#39;s competence as extraordinary Federal Prosecutor nor as extraordinary Prosecutor.&#8221; The FCC concluded that the interrogations in question are “null and void&#8221; and any corresponding record of them should be removed from the file.   On 10 December 2020, Mr Keller issued a media release stating that there were &#8220;clear indications of criminal conduct on the part of the FIFA President&#8221;. Now it is clear that this unfounded and defamatory statement was made on the basis of an investigative act which was itself illegal, null and void.   The FCC further states that it is the task of the supervisory authority to oversee the conduct of the office of the extraordinary Federal Prosecutor. Download logoThe Council today adopted conclusions stressing on the one hand Ethiopia’s important role as a strategic partner and a key multilateral actor, and on the other hand reiterating the EU’s great concerns regarding the situation in the Tigray region and the wider region. Ethiopia is currently in a complex domestic situation with major implications for the greater region. The armed conflict in the Tigray region exacerbates tensions in the Horn of Africa. Further military escalation and long-term instability must be avoided. In the conclusions the EU urges all parties to immediately end violence in the Tigray region, and ensure full, rapid and unhindered humanitarian access to all people in need in all areas. While acknowledging the Ethiopian government’s work to address some of the needs of the population in the region, the EU stresses the need to increase these efforts, and guarantee full cooperation with the UN and all humanitarian organisations on the ground. The Council is extremely concerned by the numerous testimonies as to possible war crimes and crimes against humanity, extra-judicial killings and other serious human rights violations and abuses. The EU calls for these actions to end immediately and for perpetrators to be brought to justice. The EU encourages the Ethiopian government to enhance its cooperation with the African Union, in order to take peaceful and concerted decisions to preserve the stability of the whole region and to ensure a political solution to the conflict. The EU wishes to pursue the constructive dialogue with the Ethiopian government on all these issues; the EU also notes the far-reaching democratic transition process Ethiopia is undergoing, with important political and economic reforms being implemented. As the COVID-19 pandemic, conflict and climate-related crises drive acute levels of hunger higher, the Food and Agriculture Organization of the United Nations (FAO) is seeking $1.1 billion in 2021 to save the lives and livelihoods of some of the world&#39;s most food-insecure people. In 2021, FAO is aiming to reach more than 48.9 million people who rely on agriculture for their survival and livelihoods through interventions aimed at boosting local food production and nutrition, while strengthening the capacity and resilience of communities to prepare for and cope with crises, as well as providing post-disaster livelihoods support to help people resume production. According to FAO&#39;s latest data, country after country has recorded new food insecurity figures and the total number of people who experienced acute food insecurity at crisis or worse levels in 2020 is expected to exceed 2019&#39;s high of 135 million people. This year&#39;s Global Report on Food Crises , to be launched by the Global Network against Food Crises in April, will underscore the severity of the situation. &#8220;The shocks of the past year will reverberate long into 2021 and beyond, and we need to urgently scale up actions to avert a worst-case scenario,&#8221; said Dominique Burgeon, Director of FAO&#39;s Emergencies and Resilience Division. Of extreme concern are the estimated 30 million people in Integrated Food Security Phase Classification (IPC) Phase 4 or Emergency levels of acute hunger, who are already experiencing excess mortality and the irreversible loss of vital livelihood assets. Hundreds of thousands of girls, boys, women and men are at extreme risk of acute food insecurity in several countries. Many are living in conflict zones where humanitarian access is restricted or challenging. &#8220;Millions are living on the precipice &#8211; one stress or shock away from a rapid deterioration. With or without famine declarations, we need to act now,&#8221; Burgeon added. Many depend on agriculture for their lives and livelihoods Agriculture is critical as nearly four out of five people live in rural areas and rely on some form of agricultural production for their livelihoods. The most severe manifestation of acute hunger remains a largely rural phenomenon so averting famine must therefore begin in rural areas and include large-scale and collective action to save livelihoods and lives. FAO has already provided critical livelihood support to safeguard the livelihoods of over 24 million people against the socio‑economic impacts of COVID-19. Desert Locust control operations have also had an impact in the Greater Horn of Africa and Yemen where FAO has protected over 3.1 million tonnes of cereal, worth $939 million, enough to feed more than 20.8 million people for a year and protect more than 1.5 million pastoral households. With FAO&#39;s support, those affected can have the means and the capacity to produce the food needed to stave off acute hunger. FAO targets assistance to acutely food insecure FAO&#39;s emergency response in 2021 will focus on providing assistance to highly food-insecure communities in more than 30 countries including the Democratic Republic of the Congo, Ethiopia, Somalia, South Sudan, Syria and Yemen. Yemen is suffering the world&#39;s worst humanitarian crisis as a consequence of conflict and economic collapse. Farmers have also had to deal with Desert Locusts and natural disasters. FAO aims to reach 6.3 million people with high impact interventions combining cash and agricultural livelihoods support and promoting community resilience. In Syria, 12 million people will benefit from restoring agricultural livelihoods and value chains while in Ethiopia, the Organization aims to assist 6.7 million people facing acute hunger and another 6 million people in South Sudan to improve their food security, resilience and agricultural production. The event occurred during Women’s History Month. The virtual meeting featured speakers and panelists from the private sector and government from Ethiopia and the United States. The panel featured two Ethiopian female entrepreneurs, Felekeche Biratu and Sara Yirga, and Business Development Specialist at the Export-Import Bank of the United States (EX-IM) LaTaunya Darden. Felekeche Biratu is the co-founder of the Yenae Collection and a member of the Association of Women in Boldness/Business. Sara Yirga is the founder of Ya Coffee Roasters and Ethiopian Women in Coffee. Both shared valuable perspectives on opportunities in Ethiopia, female entrepreneurship, and potential for business relations between women-led businesses in the United States and Ethiopia. LaTaunya Darden outlined the important role that EX-IM can play in supporting U.S. exporters.  The Ethiopia Coffee Chat was the second of ten such engagements planned throughout the year by the Office of Middle East and Africa at the U.S. Department of Commerce. “The Series” is one component of the Women’s Empowerment Through Trade Initiative, which will include another webinar on March 31, 2021 organized in conjunction with the President’s Advisory Council on Doing Business in Africa, and which will focus on women’s entrepreneurship throughout the African continent. “The Series” will culminate in a multi-region event in Dubai in conjunction with Trade Winds Dubai, in March 2022, that will coincide with International Women’s Day 2022.  This Ethiopia Coffee Chat reflects the high priority that the U.S. Department of Commerce places on the commercial relationship between the United States and Ethiopia. The U.S. International Trade Administration also maintains a Memorandum of Understanding (MOU) with the Ethiopian Ministry of Finance and Economic Development. Download logoAfrica is poised to surpass 4 million COVID-19 infections this week since the continent’s first confirmed case in February 2020. The year-long battle against the virus, which has also claimed over 106 000 lives, is now receiving a crucial boost with the arrival of vaccines through the COVAX Facility – a multi-partner vaccine procurement platform. Following a second wave which peaked at much higher numbers than Africa’s first surge, new case numbers declined for five weeks, and then plateaued during the past three weeks at around 70 000 cases per week. In the last week, there has been a slight uptick in new cases and an upward trend in 12 countries, including in Cote d’Ivoire, Ethiopia and Cameroon. While deaths reported have dropped by more than 50% over the past 28 days compared with the previous 28 days, the case fatality ratio or the proportion of deaths among confirmed cases is at 3.6% for the past 28 days. This is higher than the global average. With COVID-19 vaccine deliveries picking up speed, the response to the pandemic is getting a much-awaited boost. More than 14.6 million vaccine doses have been delivered to 22 African countries since 24 February through COVAX, an effort co-led by the Coalition for Epidemic Preparedness Innovations (CEPI), Gavi, the Vaccine Alliance and the World Health Organization (WHO) in partnership with UNICEF. Ten countries have started vaccination using COVAX-funded vaccines, while another 10 began with vaccines procured outside the COVAX Facility – either bilaterally or through donations. More than 518 000 doses of COVAX-supplied vaccines have been administered. “Every new COVID-19 vaccine delivery to Africa is a step towards equity and ensuring we get our lives and livelihoods back,” said Dr Matshidiso Moeti, WHO Regional Director for Africa. “But doses will remain limited and it’s critical that frontline health workers and other priority groups are at the front of the queue. Health workers deserve protection because without their pivotal role, efforts against the pandemic can go only so far.” COVID-19 has heavily jolted the health workforce in the African region. Since the beginning of the pandemic, 267 health worker infections have been recorded on average every day, translating to 11 new health worker infections per hour. To date, more than 100 000 health workers have contracted COVID-19 in the African region. Health worker infections account for 3.5% of the total number of cases in the region. “The pandemic has nearly knocked loose the linchpin of the health systems in many countries,” said Dr Moeti. “We must further protect and equip our health workers to effectively contribute to the efforts to contain COVID-19. Everyone’s wellbeing is at stake without an adequately supported health workforce.” Africa’s health systems have been severely tested, with doctors, nurses and other health workers stretched to the limit. Several studies have identified lack of personal protective equipment, exposure to COVID-19 patients, work overload, poor infection prevention and control measures as the main risk factors associated with infections in health facilities. WHO has supported countries to strengthen COVID-19 infection prevention and control, developed and disseminated guidance on health worker infection prevention as well as helped train more than 200 000 health workers. With partner organizations, WHO has also shipped more than 6.4 million rapid diagnosis test kits to African countries to boost COVID-19 testing even in remote areas. Laboratory diagnosis of the virus in the African region has improved greatly over the past three months, with tests nearly doubling to 243 per 10 000 people up from 149 tests per 10 000 people. More than 27 million tests have been performed in the region to date. Cabo Verde, Botswana, Gabon, Mauritius, Seychelles and South Africa have registered the highest testing rates. Dr Moeti spoke during a virtual press conference today facilitated by APO Group. She was joined by Mr Ferdinant M. Download logoThe Honourable Marc Garneau, Minister of Foreign Affairs, and the Honourable Omar Alghabra, Minister of Transport, today issued the following statement: “Two years ago, on March 10, Ethiopian Airlines Flight 302 crashed near Addis Ababa, Ethiopia, claiming the lives of 157 people, including 18 Canadians and many others with ties to Canada. “On this solemn day, we join the international community in commemorating the loss of all those who died in the crash. “On behalf of the Government of Canada, we offer our heartfelt sympathies to the families and friends of the victims. “On December 23, 2020, Prime Minister Justin Trudeau announced that the Government of Canada would designate January 8 as an annual national day of remembrance to continue to pay tribute to the victims of air disasters, both at home and abroad, and to acknowledge the profound loss of the victims’ families and loved ones.
