Download logoAs the COVID-19 pandemic continues to threaten the lives and rights of refugees, UNHCR, the UN Refugee Agency, welcomes the Rwandan government’s vaccination this week of 416 refugees &#8211; one of the first countries in Africa to do so. Nearly one year since the country’s first registered COVID-19 case and as part of Rwanda’s national vaccination drive, the Rwandan Ministry of Health inoculated 224 refugees residing in the Emergency Transit Mechanism (ETM) centre in Gashora and 192 refugees in six refugee settlements working on the front lines of the pandemic as community health workers and cleaners or security guards at health clinics in the refugee settlements. Some 230,000 people in Rwanda have been vaccinated against COVID-19, one week after a countrywide campaign began. “We commend Rwanda’s inclusion of refugees in its response to the pandemic,” said Clementine Nkweta-Salami, UNHCR’s Regional Bureau Director Bureau for the East, Horn of Africa and the Great Lakes. “We appeal to all countries to include refugees in their vaccination programs on par with nationals to ensure that everyone is safe.” There are nearly 138,000 refugees hosted the country, mainly from the Democratic Republic of the Congo and Burundi. The first dose of COVID-19 vaccine is being given to high-risk groups such as health workers, teachers, elderly people with chronic health issues, those aged over 65 years, and other frontline workers. Refugees who meet these criteria are included in the first stage of Rwanda’s vaccination campaign. UNHCR reiterates that refugees, internally displaced and stateless people and their local host communities must be included on an equal footing with citizens in all national responses to the pandemic, including public health access, vaccines, and social safety nets. National authorities are responsible for public health responses and COVID-19 vaccination programmes. We are aware that of the 151 countries currently developing national COVID-19 vaccination strategies, 106 have included refugees and asylum-seekers in their plans and 33 are in the process of doing so. Safeguarding refugee health also protects the health of their host communities and societies. It is not in the interest of any community, state or for the world at large to have people falling through the cracks; marginalized, exposed and unprotected. The ETM centre was agreed and set up in mid-2019 by the Government of Rwanda, UNHCR, and the African Union, to evacuate refugees and asylum-seekers trapped in Libya, providing them with a vital lifeline and a safe and organized pathway to longer-term solutions. Presently, 303 refugees and asylum seekers are staying at the ETM. Many have been victims of human traffickers along the routes leading to Libya. The number of places available through the ETM and other humanitarian evacuation flights is still insufficient. His Excellency President Dr Julius Maada Bio has engaged development partners and the diplomatic community on the successes of Sierra Leone in the fight against COVID-19 and the plan to roll out vaccination throughout the country. The meeting brought together the Ministry of Health and Sanitation, NaCOVERC, UN Resident Coordinator, European Union, Deputy Head of the United States Embassy, British High Commission, Irish Embassy, Chinese Embassy, Germany Embassy, the World Bank Country Manager, UNICEF Country Representative and WHO Country Representative. In his welcome statement, Chief Minister Professor David Francis said the second interface and strategic meeting between the government’s COVID-19 response Presidential Task Force and development partners within the DEPAC framework, was timely, adding that they would highlight the successes, challenges, a transition from the COVID-19 Emergency Response to post-emergency recovery and the rollout of the COVID-19 vaccination programme. His Excellency President Dr Julius Maada Bio said the meeting was of special importance in the response to the COVID-19 pandemic, saying that the country had fought a good fight. “Some of the major objectives of our fight have been achieved by reducing mortality and also making sure that livelihoods are not compromised,” he assured, emphasising that science and data had always helped them in the fight against COVID-19. He further stated that development partners were an integral part of the fight against the scourge, adding that the country was entering into an important milestone in the fight by administering the COVID-19 vaccines. He, therefore, said it was necessary that development partners were informed before the administration of those vaccines. “We have received vaccines from the People’s Republic of China and another set from COVAX. We cannot roll these out without informing you as partners. On behalf of the people of Sierra Leone and myself, I want to thank you for the many challenges that you have to endure with us in our response to COVID. The support that you have given in terms of PPE and many other technical supports. We are very proud of the partnership between us and our donor community in Sierra Leone,” he said. Giving out an overview on how the Coronavirus vaccines would be rolled out in the country, Dr Tom Sesay said that Sierra Leone had received 296,000 doses in total, of which 200,000 doses were from the People’s Republic of China and 96,000 doses from the COVAX facility. “There will be a symbolic launch of the vaccines on Monday 15 March 2021 at State House. It will be for high-profile politicians. We are having a conservative target of 150 people on that day.  “It will be followed by a symbolic launch of the vaccines at the Miatta Conference Hall, where we will focus on the Health Care Workers, even though we will be prioritising those that are above 60 years of age. Vaccination for the rest of the country will start on the 22nd of March 2021,” Dr Sesay said. Highlighting the many successes in the fight against COVID-19 so far, Minister of Defence and Interim Coordinator of NaCOVERC, Brigadier (Rtd.) Kellie Conteh, said before the outbreak in Sierra Leone government had put in place many structures that eventually helped in the fight. He added that President Bio had visited many areas in the country to assess the existing structures and the level of preparedness. “Up till today, we have 3,932 positive cases of the Coronavirus, 1,639 of that number are from women, representing 41.6%, while 2,293 are male, representing 58.4% of the total positive cases. Western Area Urban remains the epicentre for infection in the country with 2,244 cases recorded so far. “We have trained point-of-entry personnel on Coronavirus case detection across all our border entering points, provided a strategic plan for the response, including a transition plan. We are very much pleased with the laboratory successes because we started with three and today we have six functional labs across the country,” he stated. The NaCOVERC boss also noted that when the virus entered the country in March 2020, they were testing at 100 per day, saying that they had now expanded the number of testing to 1,000 per day. The United Nations Resident Coordinator, Dr Babatunde Ahonsi, thanked the President and the people of Sierra Leone for the opportunity to be a part of the dialogue on the cluster of health issues. He congratulated the country for the success so far achieved in dealing with the fight against Coronavirus. “Recovering from COVID-19, in our view, is part and parcel of advancing Agenda 2034 Sustainable Development and the progress that can be very rapidly made in achieving the target within the National Development Plan. We still have work to do in terms of risk information and social mobilisation,” he noted. He encouraged the government to vaccinate a large proportion of the population and encouraged Sierra Leoneans to continue to observe social distancing, hand washing and the use of facemasks. “United Nations stands ready to continue to work with the Ministry of Health and NaCOVERC and other partners to ensure Sierra Leone is able to put Coronavirus behind us and, in the process of doing that, strengthen the health system to deal with future health emergencies and very quickly return to the path of sustainable national development,” he concluded. Download logoThe World Bank’s board of Executive Directors approved today US$50 million in financing to support a disaster and climate resilience project in Tunisia, complemented by French Development Agency (AFD) financing equivalent to US$50 million – a total package of US$100 million. The Program aims to strengthen Tunisia’s disaster risk management and financing efforts to better protect the country’s population and safeguard assets from disasters and climate-related events. Tunisia is highly exposed to a wide range of natural hazards including floods, drought, landslides, forest fires, sand encroachment, and snowstorms. While droughts are most frequently recorded (54 percent  of disaster events reported between 1957 and 2018), floods accounted for the most significant economic losses in that same period (approximately 60 percent of total losses), the highest number of casualties, and the highest number of people affected (around 560,000 people). According to the World Bank’s latest Climate Risk Profile, Tunisia is considered highly vulnerable to climate change and is expected to experience adverse impacts from increased temperatures, reduced precipitation, more serious water shortages, and rising sea levels. “This project approved today will help strengthen the government’s Disaster Risk Management capabilities to protect Tunisians from more frequent—and increasingly severe—natural disasters,” said Tony Verheijen, World Bank Tunisia Country Manager. “The Program will boost investments in resilience and strengthen the country’s policies—including developing a catastrophe insurance market—which will help protect households and businesses across Tunisia.” The Tunisia Integrated Disaster Resilience Program is anchored in the Government’s broader national Disaster Risk Management (DRM) strategy. The program will support key parts of the national DRM strategy that the Government of Tunisia considers critical to protect Tunisians, including: 	Investing in flood risk protection infrastructure in selected exposed cities; 	Combining interventions across several ministries and institutes to strengthen the country’s early warning systems and modernizing climate and hydrometeorological services; 	Establishing insurance mechanisms to protect Tunisians against the financial fallout of natural disasters. The proposed disaster risk insurance programs will combine public funding with private sector insurance; 	Improving regulations to help improve coordination across sectors and territories and strengthen Tunisia’s overall disaster and climate resilience. The President of The Republic of The Gambia, His Excellency (HE) Adama Barrow was the first to take the COVID-19 vaccine, launching the COVAX Vaccination rollout at the Statehouse in Banjul on 10th March 2021. This followed the  arrival of 36,000 doses of Oxford Astra-Zeneca vaccines under the COVAX facility, which aims to make available vaccines for low and middle income countries.  Adama Barrow was broadcast live whilst being vaccinated. The government aims to inform its population that COVID-19 vaccines are  safe and effective in the fight against COVID-19.   The president addressed the COVID-19 vaccine safety concerns. HE Adama Barrow said, “It is a relief, therefore, that suitable vaccines have been discovered, tested and approved by reliable experts. I am sure all of us wish that the vaccines were discovered earlier to save more lives,’’ said the president. The president expressed his gratitude to the COVAX Facility. “Thankfully, the Gambia has received thirty-six thousand (36,000) doses of AstraZeneca vaccine under the COVAX package. This is remarkable!” added the president.  Health Minister, Hon. Dr Amadou Lamin Samateh also got vaccinated the same day with the president. He commended the COVAX facility for its effort to provide vaccines to cater for 20% of The Gambia’s population. “This is a historic and momentous occasion for The Gambia,” said Hon. Dr  Amadou Lamin Samateh. The first consignment of the vaccines will be prioritised for health workers, people with chronic condition and those aged 65 years and above to minimise the severity of the condition if they become exposed to COVID-19 virus.  The WHO Representative thanked the donors who pulled resources together to make COVAX Facility a dream come true. He also saluted the health workers who continue to work against COVID-19. “On behalf of WHO and COVAX partners, I would like to express our sincere gratitude to all donors for putting their money and trust in the COVAX Facility,’’ said Dr Tiruneh. “We are greatly indebted to health workers, who have always been and still are in the fore front in the fight against COVID-19,” added Dr Tiruneh. Other high ranking officials were vaccinated on the day including the Vice President of The Gambia- Dr Isatou Touray, members of the national assembly, cabinet ministers, national COVID-19 coordinator, leaders of the Islamic Supreme Council and Christian community in The Gambia, and high government officials from different ministries. Primarily, citizens are urged not to sorely rely on vaccines. The vaccines are not sufficient to contain transmission of COVID-19. Download logoThe threat of forced eviction is putting thousands of people across Southern Africa at serious risk amid the pandemic, Amnesty International said today. The organization highlighted two cases, in Eswatini and Zimbabwe, where authorities are attempting to remove people from their homes to make way for commercial interests, without following procedural safeguards and offering them any alternative accommodation. In Madonsa town in Eswatini, more than 100 people have been living under the threat of forced eviction for years, to make way for the Eswatini National Provident Fund, a national pension fund administrator. Residents are anxious and have nowhere to go after they were served with a legal notice by the Fund to vacate their homes by 5 March. Meanwhile in Zimbabwe, more than 12,000 people from the Shangani Indigenous minority group are still facing eviction from their ancestral land in Chilonga, and have reported being intimidated and harassed by authorities following a court order on 6 March to temporarily stall the eviction. “Both Zimbabwe and Eswatini have grim histories of not observing due process when evicting people, including failing to consult communities or offering alternative places of accommodation when carrying out evictions. It is especially appalling that these governments are attempting to make people homeless during a pandemic. These evictions must be immediately halted and legal safeguards put in place to secure the rights of people in affected communities.” In Eswatini, an estimated 106 people are facing eviction in Madonsa after the Eswatini National Provident Fund brought a legal notice on 16 February to have their homesteads removed from the land by 5 March 2021.   In a 2018 report, Amnesty International revealed that many Swazis are vulnerable to forced evictions because they lack security of tenure, due to the country’s deeply flawed land governance system. Most of the country’s land is Swazi Nation Land, held in “trust” by the King who has the power to allocate it to individuals or families through his chiefs. The remainder of the land is Title-Deed Land, owned by private entities or the government. The residents of Madonsa maintain that they obtained the land through the traditional process of kukhonta, in which allegiance is offered to the chief who in turn admits that individual into his chiefdom and allocates them land. The threat of eviction began in 2012, and since then thousands of people have been evicted and are living in desperately poor conditions.  Despite this, more people have continued to build homes on the Madonsa land on the basis that that they felt to be secure following the allocation of the land by the chief. The people of Madonsa have not been adequately consulted or offered alternative accommodation. Despite this some people have already started dismantling their homes to avoid brutal forced evictions. These forced evictions are contrary to Eswatini’s international and regional human rights obligations. In Zimbabwe more than 12,000 people from the Shangani Indigenous community, who live in Chilonga in Chiredzi, are facing homelessness. On 26 February, the Local Government, Urban and Rural Development Ministry published a legal notice ordering thousands of people to leave their land immediately. According to Statutory Instrument 50 of 2021, a government order, the Chilonga villagers are being evicted in order to set aside land for lucerne grass production – farming grass for stockfeed, for a dairy company. By requiring immediate eviction the notice provided by the Zimbabwean government was wholly inadequate and this has been further exacerbated by no offer of compensation or adequate alternative accommodation. The evictions are thus in breach of regional and international human rights law ratified by Zimbabwe which prohibits forced evictions in all circumstances. On March 6, the Masvingo Magistrates Court granted an interim interdict barring the arbitrary eviction of the villagers. The Court has reaffirmed that no one can just decide to evict people from their place of habitation without following the law.  Villagers are devastated and continue to live in fear due to a history of intimidation on those resisting eviction.Distributed by APO Group on behalf of Amnesty International.

Twenty-one patients have been diagnosed positive for COVID-19 in tests carried out today at Quarantine Centers and OPD Services in Gash Barka and Central Regions. Out of these, thirteen patients are from Quarantine Centers in Om-Hajer (5), Adibara (4), Agordat (2), Goluj (1), and Ali Ghidir (1), in the Gash Barka region. The other eight patients are from OPD Services in Asmara, Central Region. On the other hand, fifty-four patients who have been receiving medical treatment in Gash Barka (53), and Anseba (1), Regions have recovered fully and have been discharged from these facilities. The total number of recovered patients to-date has accordingly risen to 2,592 while the number of deaths stands at seven. As global energy investment reaches record lows, the ability of sub- Saharan Africa to finance large scale infrastructure projects depends on the successful implementation of transformative trade, investment and governmental reforms. The impact of COVID-19 on energy investment flows cannot be understated. At the onset of 2020, global investment in the energy sector was anticipated to increase by two percent – the largest increase in six years – and instead, is estimated to have dropped by 20% year-on-year, according to the International Energy Agency’s World Energy Investment 2020 report. In the oil and gas industry alone, investment is estimated to have declined by one-third, while investment in shale contracted by 50%. If investment levels were to remain the same in 2021, oil output would drop by nine million barrels per day by 2025. Global investment in the power sector is estimated to have declined by 10%, coupled with a nine percent reduction in electricity network investment. While renewable investment has been less affected by the pandemic – with the share of global expenditure in clean energy technologies increasing from approximately one-third to 40% &#8211; it is still significantly less than the level needed to facilitate the energy transition. In the short-term, volatile demand, reduced cash flow, ongoing lockdowns and disrupted supply chains caused oil and gas companies to cancel or postpone new projects, with greenfield investment in Africa decreasing by 58% year-on-year in the first three months of 2020, according to the U.N. Conference on Trade and Development. Large debt liabilities and shifting project economics threaten to hinder investment in the long-term, in conjunction with limited financing options for emerging markets. For its part, Africa represents the second-fastest growing region globally (after South Asia) – with an estimated annual growth rate of 3.9% between 2017 and 2022 before the pandemic, and associated opportunities in infrastructure, agriculture and energy. In the face of COVID-19, African governments are tasked with implementing transformational domestic reforms to spur foreign direct investment in a limited capital environment, with a view to growing local economies. Security. This is a word that can make a grown CFO tremble and an entire SOC crumble. It is the word that captures a complex landscape littered with complexity, cybercriminals and technology. It defines how well an organisation adheres to a growing body of legislation – GDPR, POPIA and other data protection regulations – and how its reputation fares when a breach is revealed and information exposed. Security should be on every boardroom agenda, in ongoing employee training, and in investment into the right tools and solutions. But, perhaps most importantly, security should be an inherent part of the company’s culture because it is this factor that ultimately determines its security risk and posture. “There is a clear link between security culture and secure behaviour and that, in itself, correlates to a clear reduction in risk for the organisation,” says Anna Collard, SVP Content Strategy and Evangelist, KnowBe4 Africa. “By improving your security culture, you are immediately improving employee behaviour and potentially plugging one of the biggest security gaps in every business – people. People are often the weakest link. The ones who click on the link, who open the phishing email, who share their company passwords and who accidentally create vulnerabilities within the organisation.” A recent study (https://bit.ly/3rEZPvC) undertaken by KnowBe4 examined the behaviour and security culture of more than 97, 000 employees across 1, 115 organisations worldwide. The study dug down into the components and building blocks of security culture and unpacked how this has become a critical component for any robust security structure in a detailed whitepaper (https://bit.ly/3l7zVhP). “IT leaders have always known exactly how important people are to the perfect security triumvirate – people, process and technology,” says Collard. “But, over the years, process and technology have been pushed to the forefront of investment and conversation, leaving the human element wide open and the business at risk. The reason for this shift is multi-fold – it’s hard to engage with a diverse workforce and the security message is not always that exciting.” Yet, the research found a very clear proof that a robust security culture reduces the risk of credential sharing and improves the entire organisation’s security posture. In fact, it found that there was a 52x difference between the behaviours of people sharing credentials in a poor security class and the best which highlighted how a focus on security culture can significantly change the way employees adopt secure practices and behaviours. Which again underscores the value of setting up a security culture programme that explores the seven dimensions of security culture and how these can be improved within the organisation. These seven dimensions include: attitude, behaviour, cognition, compliance, communication, norms and responsibility. And they provide the organisation with a solid framework within which to build an equally solid security culture that has longevity and relevance. “The more that the business focuses on security culture, the more likely it is that employees will follow secure practices and adopt more secure behaviours,” concludes Collard. “This ground breaking research has provided a very clear and measurable link between security culture and secure behaviour and emphasises the value of investing into people, training and security communication best practice to ensure that this link is always maintained.”Distributed by APO Group on behalf of KnowBe4.Media filesDownload logo

Download logoThe International Organization for Migration (IOM) and UNHCR, the UN Refugee Agency, are deeply saddened by the latest loss of life in the Central Mediterranean, after two boats capsized off Tunisia’s shores on Tuesday, 9 March. At least 39 people drowned in a shipwreck off Kerkennah island. One hundred thirty-four survivors, most of them from Côte d’Ivoire, were brought to shore by Tunisia’s coast guard. The rescue operations are still ongoing, hampered yesterday by harsh weather conditions. A second shipwreck took place off the coast of Jebeniana city in Sfax governorate. The boat had 70 persons on board, including four children, who were all taken to shore. These are the latest in a string of shipwrecks off Tunisia’s coast. IOM and UNHCR work with partners in the country to give emergency assistance and health support to survivors. In 2021, the Tunisian authorities have carried out 21 sea rescue operations – sometimes of boats departing from Libya’s coast. “The approach adopted by Tunisia shows that it’s not only necessary but possible to guarantee the safety of those rescued, while providing for the health and security of the host communities,” said UNHCR’s Representative in Tunisia, Hanan Hamdan. “We commend the search and rescue efforts of the Tunisian authorities and will continue to support them in providing urgent humanitarian assistance to those rescued at sea,” added IOM’s Chief of Mission in Tunisia, Azzouz Samri. Some 190 people have died while crossing the Central Mediterranean in 2021, while some 5,700 others arrived in Italy from North Africa. This is an average of almost three deaths per day. “The Central Mediterranean continues to claim lives as thousands of people embark on these perilous journeys, whether fleeing extreme poverty, conflict, or in search of a better life,” added Samri. “We continue to call for proactive search and rescue in the most dangerous sea crossing in the world, and the establishment of clear and safe disembarkation for people rescued at sea.” The agencies stress that prosecuting smuggling groups and traffickers who take advantage of the vulnerabilities of people and put them on risky journeys must be a priority.Distributed by APO Group on behalf of United Nations High Commissioner for Refugees (UNHCR).
