Rwanda rolls out new urbanisation policy & digital permit tool

Rwanda has recently introduced a revised urbanisation policy and a digital platform for building permits in an effort to drive innovation and sustainable development. The new urbanisation policy, approved by the cabinet in February 2025, aims to update the existing urbanisation framework that has been in place since 2015. The Minister of Infrastructure highlighted that the policy takes into account past experiences and has streamlined key pillars and interventions. One of the central focuses of the new policy is to enhance the capacity of cities and districts in urban planning and management. This includes efforts to promote densification and inclusion, ensuring that existing residents are not displaced by gentrification. The policy also emphasizes the creation of livable spaces, with green areas, pedestrian walkways, and bike lanes to enhance the overall urban environment. Notably, the policy seeks to boost economic growth for citizens and enhance the infrastructure delivery capacity of cities and municipalities. Affordable housing is a key component of Rwanda's urbanisation strategy, with a strong emphasis on inclusivity. The government is dedicated to providing housing options that are accessible and affordable for low-income residents. Pilot projects have already been implemented to test innovative housing models, including rehousing initiatives for individuals living in informal settlements. These pilot programs have received positive feedback from citizens, signaling a step towards inclusive urban development. Looking ahead, the Ministry of Infrastructure has an array of projects in the pipeline. Energy generation is a key focus, with plans to increase the country's energy output. Efforts are also underway to improve urban and rural settlements, ensuring sustainable development practices that do not compromise agricultural land. Rural accessibility is another priority, with a focus on developing rural roads to connect agricultural areas with markets, schools, and healthcare facilities. The ministry is also committed to promoting sustainability and resilience to climate change in all infrastructure projects. With a comprehensive approach to urban development, Rwanda is poised to achieve inclusive growth and create vibrant, sustainable communities for its citizens.
