This morning the South African health minister Zweli Mkhize announced that it will be resuming its Johnson and Johnson vaccine rollout this week, through the department&#8217;s Sisonke Programme. This after the country halted the use of the vaccine due to concerns of blood clots after 6 cases in the US. The department says recent research shows that the cases of clotting are 1 in a million and that women between 18 and 48 are at particular risk. SA’s J&J vaccine roll-out programme resumes

South African Health Minister Zweli Mkhize has clarified the government’s decision around the relaxation of <a href="https://www.cnbcafrica.com/videos/2020/05/27/this-african-fintech-is-helping-zimbabweans-in-sa-send-groceries-home-during-covid-19-lock-down/">lockdown</a> restrictions and the classification of <a href="https://www.cnbcafrica.com/videos/2020/05/27/covid-19-how-will-employee-salaries-be-impacted-in-the-months-to-come/">COVID-19</a> “hotspots”.



In a statement, Mkhize confirmed that, “as the whole country moves to level 3, there will be constant as-sessment of each and every area and its rate of infection, in which case, further containment measures and restrictions may be considered.”

Clarity has been sought on the presentation made by the Minister of Health to the NCOP yesterday regarding the determination of alert levels for hotspots.



An old slide was presented stating hotspots would remain at level 4. That slide is now outdated and was inadvertently included in a presentation that had been updated. The slide was part of a presentation previously done by health department prior to the NCCC resolving on the final approach to be adopted for the country, which was subsequently announced by His Excellency, President MC Ramaphosa.



This note seeks to clarify the enquiries received.



Firstly, as announced by President MC Ramaphosa on the 24th May 2020, we confirm that the whole country will move to Alert Level 3 on the 1st June 2020.



Further to that, government has taken measures to identify areas that have been defined as epidemiological hotspots. As clearly explained by the President in his speech, these are areas that have more than 5 infected people per 100 000 population, or areas where the infections are increasing at a fast pace.



As it stands, government has immediately taken steps to intervene in areas that are regarded as hotspots by deploying experts and specialists who will implement measures to curb the spread. These areas also require heightened levels of tracing of contacts of positive patients, ensuring that those who are positive remain in quarantine/ isolation and those who cannot self-quarantine, are accommodated in quarantine facilities provided for by provinces. This will limit the risk of further infection to other members of the communities, including their families (community transmission).



In some of these hotspots, cluster outbreaks have also been identified. This means, positive cases arising from people participating in the same activity within a specific area. These include factories, grocery shops, farms etc. Those areas also require a rapid response of screening, testing and the tracing of contacts. Cluster outbreaks drive the pandemic because spread occurs within the cluster then individuals take the virus home with them, thus causing community outbreaks. It is for this reason that we emphasize the importance of submitting to appropriate isolation once a person has tested positive or go into appropriate quarantine when a person has been identified as a direct contact of a positive patient. This reduces the risk of infecting others while waiting to be tested if you are a contact.



This therefore means that as the whole country moves to level 3, there will be constant assessment of each and every area and its rate of infection, in which case, further containment measures and restrictions may be considered. If the spread of the infection is not contained despite the above mentioned interventions, government will make a determination on whether to return that specific area, (i.e. metropolitan, district, sub district, ward) to alert level 4 or 5. This will be done rapidly and in an effort to contain and manage the spread, and also to ensure that our health facilities are not overwhelmed by the rapid rise of positive cases in that area.



This therefore means that as the whole country moves to level 3, there will be a constant assessment of each and every area and its rate of infection.



This raises the importance of social behaviour: members of the community can and must take it upon themselves to observe social distancing by keeping more than 1 metre distance from the next person; constantly wash and/ or sanitize hands; wearing a face mask; avoid touching ones face with unwashed hands; and clean surfaces we come into contact with. We also want to emphasise that staying at home is remains key and for those employees who can work from home, we urge employers to promote and facilitate this new culture. For those employees who must still go to work, they must embrace the new way of life which will protect them, their families and their fellow workers.

The race for a Covid-19 vaccine has begun as the U.K and U.S have already started working on the first batches of vaccine trials. But the rest of the world is not far behind in vaccine research either as earlier this week South Africa’s health minister Zweli Mkhize pronounced that the country’s participation in the Public Health Emergency Solidarity Trial created by the World Health Organisation. Mkhize stated that participation in the trials benefit South Africa from being at the forefront of accessing approved vaccines and adding our expertise to the global body of knowledge around Covid-19. Understanding SA’s role in the race to find COVID-19 vaccine

JOHANNESBURG (Reuters) &#8211; South Africa needs to conduct “hundreds of thousands” of coronavirus tests to understand the true number of infections and halt their spread, Health Minister Zweli Mkhize said on Wednesday.



South Africa has the highest number of coronavirus cases in sub-Saharan Africa, and the government is worried that infection rates could get out of hand if the virus starts spreading rapidly in the country’s poor and overcrowded townships. 



Officials have imposed some of the toughest anti-coronavirus measures on the continent, including a 21-day “stay at home” lockdown that started on Friday. [nL8N2BG5N0] 



Mkhize said officials were moving away from a testing model focused on people with symptoms to one that also targeted communities where people with mild symptoms could be slow to seek medical help. 



Mkhize told a news conference that testing criteria had been “reactive and restrictive”. 



“We need to test hundreds of thousands of the population to get a better picture and refine our containment strategy,” he added. 



South Africa has conducted around 47,000 tests, with 1,380 confirmed cases of the virus and five deaths. 



It can currently conduct around 5,000 tests a day and hopes to expand that to 36,000 a day by the end of April, according to the national laboratory service. 



Mkhize said the government was sending 67 mobile testing vans across the country. 



“Even though we talk about 47,000 tests, they are still far too little, because of the nature of our country, the nature of the disease burden, the inequalities.” 



Health workers started testing people in the Alexandra township near Johannesburg’s financial district on Tuesday, and there are plans to move to other townships in the coming days. [nL8N2BO80F] 



Mkhize said South Africa could seek reinforcements from China and Cuba to help with containment efforts and that it was important to make quick progress. 



“Next month the flu season will start, thus making more people sick with similar symptoms &#8230; these will flood our hospitals and clinics and create a fertile ground for coronavirus to spread,” he said. “We might be currently experiencing a calm before we have a devastating storm.”

South Africa needs ‘hundreds of thousands’ of COVID-19 tests – Health Minister

JOHANNESBURG (Reuters) &#8211; South Africa’s number of coronavirus cases has risen to 709, from 554 on Tuesday, Health Minister Zweli Mkhize said on Wednesday. 



“We are now at 709 cases,” he said, speaking on local news channel SABC.

South Africa’s coronavirus cases rise to 709

JOHANNESBURG (Reuters) &#8211; South Africa’s confirmed number of coronavirus cases rose to 554 on Tuesday from 402 a day earlier, as businesses raced to make plans for a nationwide lockdown from midnight on Thursday.



President Cyril Ramaphosa announced the 21-day lockdown in an address to the nation on Monday, saying Africa’s most advanced economy needed to escalate its response to curb the spread of the outbreak. 



South Africa has the highest number of confirmed coronavirus cases in sub-Saharan Africa, and public health experts are worried that the virus could overwhelm the health system if infection rates rise steeply. 



Health officials are working to expand the country’s coronavirus testing capacity and develop a plan to ensure there are enough intensive care beds with respirators. 



“The numbers, we mustn’t be shocked when we see them increase. But these measures if we all work together must turn the curve around,” Health Minister Zweli Mkhize told a televised news conference, saying South Africa could reach an inflection point in its infection curve two or three weeks after its lockdown restrictions enter into force. 



Two patients are in intensive care, but there have been no deaths from coronavirus in the country, Mkhize said. 



Agriculture Minister Thoko Didiza said the government had taken steps to ensure the lockdown would not affect food security. 



“There is no need to embark on panic-buying, the country has enough food supplies,” Didiza said, adding the government would be monitoring food retailers to ensure sellers do not inflate prices.



Aviation company Comair, a franchise partner of British Airways (BA), said it was suspending all flights it operates for BA and services on the kulula.com low-cost airline from Thursday until April 19. 



Tsogo Sun Gaming said its casinos and bingo sites would be closed by Wednesday. 



A bargaining council for the clothing manufacturing industry said it had reached a collective agreement for guaranteed pay for 80,000 workers for six weeks.

President Cyril Ramaphosa has declared a national state of disaster and imposed measures like travel bans to curb the spread of coronavirus. He is expected to address the nation later on Monday on new measures to mitigate the impact of the virus.

are all shattered by the sad news of the tragic and sudden loss of our beloved
Dr Thandi Ndlovu.&nbsp;



Dr
Ndlovu was an inspiring entrepreneur, a community developer, a freedom fighter,
a friend, a good doctor and a lovely human being.&nbsp;She inspired both
business women and men and was always elected to be their leader because of her
vision and her courage.&nbsp;



She
was trusted by many of us who still expected her to contribute a lot to the
future of our country. She worked hard and achieved many incredible milestones
in her career; making us all proud of her as a professional and a
businesswoman.



Personally,
I had the privilege to work closely with her as a comrade and business person
during my tenure as the Treasurer General of the African National Congress; as
she occupied leadership positions in various business organizations.



It
was fun to watch her in action &#8211; she was spectacular!&nbsp;



&nbsp;She
fought hard for Black business to be given space and be supported; taking up
their issues of unfair treatment and unpaid invoices as their spokesperson;
confronting inefficient and arrogant beaurocrats; with success.



In
the construction sector, Dr Ndlovu was known as the undisputed champion for
inclusivity, high quality performance and a fearless opponent for collusion and
injustice perpetrated against black contractors.&nbsp;



She
challenged chief executives and chairpersons of boards of the
large&nbsp;construction companies and on behalf of Black Business Council got
them to concede to a corrective process to address the past injustices; known
as Voluntary Rectification Program (VRP). This was a major achievements for the
BBC and government to enforce empowerment in the construction sector.



Men
and women in the industry respected her as a leader. 



For
her, being a woman was a source of confidence, strength, authority and decisive
leadership – it all came naturally. She was a strategist whose business acumen
made her a wise leader who was equally formidable and diplomatic in the board
room. These qualities made her ideas prevail.



Sisi
Thandi was a powerful force for transformation and economic emancipation!



&nbsp; South Africa&nbsp; has lost a leader and we
as a nation are all the poorer on such great a loss.



She
was a talented golfer,&nbsp; a generous person who loved people. She was always
cheerful with her loud infectious laughter.



She
was&nbsp; a good, humble and a caring soul and always a doctor at heart.&nbsp;



We
shall forever miss her sisterly love and warmth.&nbsp;



We
convey our deepest condolences to her beloved family, and to her friends.&nbsp;
May&nbsp; they be consoled to know that we
share in their grief.

Minister Mkhize on how to strengthen the NHI implementation process

South Africa’s President Cyril Ramaphosa reshuffled his cabinet on Monday after coming to power two weeks ago when scandal-plagued Jacob Zuma resigned under pressure from the ruling African National Congress.

NHLANHLA NENE &#8211; FINANCE MINISTER
Nhlanhla Nene served as finance minister from May 2014 until December 2015, when Zuma fired him and replaced him with unknown parliamentary backbencher Des van Rooyen.
A collapse in the rand currency forced Zuma to sack van Rooyen and reappoint a previous finance minister, Pravin Gordhan, just four days later.
Nene, a veteran civil servant who was keen to rein in government spending, had been reluctant to rubber-stamp an ambitious plan to build a number of nuclear power stations, a project that might cost as much as $100 billion and one which Ramaphosa has frankly said South African cannot afford.
Nene has since taken up roles in the private sector including as a board member at fund manager Allan Gray, resident advisor at investment firm Thebe Investment Corporation and as acting head of a business school in Johannesburg.
DAVID MABUZA &#8211; DEPUTY PRESIDENT
ANC deputy president David Mabuza is the new Deputy President of South Africa and premier of Mpumalanga province. He has not served as a cabinet minister before.
Mabuza was an ally of Zuma and was accused of involvement in corruption in awarding tenders. He has denied any wrongdoing.
Mabuza’s influence in Mpumalanga will be significant for Ramaphosa and the ANC in next year’s parliamentary election.
PRAVIN GORDHAN &#8211; PUBLIC ENTERPRISES MINISTER
A popular figure with investors, Gordhan served as Minister of Finance from 2009 until 2014 and again from 2015 until 2017.
Gordhan has been a critic of the corruption that dogged Zuma’s term and there will be high expectations for him to clean up state-owned firms. His combative style can be divisive.
NKOSAZANA DLAMINI-ZUMA &#8211; MINISTER IN THE PRESIDENCY
The former minister and chairwoman of the African Union Commission narrowly lost to Ramaphosa in an ANC leadership election in December and she would have hoped to be naming her own cabinet at this stage.
Dlamini-Zuma was married to former president Zuma for over a decade and has four children with him.
LINDIWE SISULU &#8211; FOREIGN AFFAIRS MINISTER
Sisulu initially ran against Ramaphosa in the ANC leadership race last year but later withdrew, choosing to pursue the deputy position, which she lost to David Mabuza.
Most recently serving as human settlements minister, Sisulu is the daughter of anti-apartheid activist Walter Sisulu, a close friend of Nelson Mandela.
While in exile during apartheid, Sisulu joined the military wing of the ANC, working in intelligence.
GWEDE MANTASHE &#8211; MINERALS RESOURCES MINISTER
Trade unionist Mantashe, 62, is currently the national chairperson of the ANC and former secretary-general of the party &#8212; a position he held for 10 years.
The shrewd party strategist was the first trade unionist appointed to the board of directors of a company listed on Johannesburg’s stock exchange.
JEFF RADEBE &#8211; ENERGY MINISTER
Radebe is one of the longest-serving ministers in post-apartheid South Africa, having held several senior cabinet positions in including as minister of public enterprises, justice and transport.
He served in underground structures of the ANC during white minority rule and was imprisoned on Robben Island, where the apartheid government kept political prisoners.
MALUSI GIGABA &#8211; HOME AFFAIRS MINISTER
Gigaba returns to the home affairs ministry after having served as finance minister since being appointed by Zuma in March. He delivered the budget last week.
Gigaba has previously served as Minister of Public Enterprises.
A South African court found last year that Gigaba had violated the constitution by lying about a dispute with a company during his time at home affairs. Gigaba has said he will challenge the ruling. [L8N1QB5BV]
ZWELI MKHIZE &#8211; COOPERATIVE GOVERNANCE AND TRADITIONAL AFFAIRS MINISTER
The ANC’s former treasurer general was an outsider in the party’s leadership race won by Ramaphosa in December.
A medical doctor by training, Mkhize also served as a party boss in the Kwa-Zulu Natal province, from where Zuma and Dlamini-Zuma hail. Ramaphosa will be relying on Mkhize to reconcile opposing factions in the ANC, analysts say.
NALEDI PANDOR &#8211; HIGHER EDUCATION AND TRAINING MINISTER
A former teacher and veteran minister, Pandor comes from a long line of political activists in Kwa-Zulu Natal, a key province for the ANC and one where Ramaphosa needs allies.
Largely praised for her personal integrity, Pandor has criticised ANC politicians for their lavish lifestyles.
DEREK HANEKOM &#8211; TOURISM MINISTER
A white Afrikaner, Hanekom has served as a minister under every president since the end of white-minority rule, including as minister of land under Nelson Mandela.
Hanekom was one of the most vocal critics of Zuma and was sacked as tourism minister last year after publicly calling for his removal.

Key figures in S.African President Ramaphosa’s first cabinet

South Africa’s new president Cyril Ramaphosa has compiled a hit list of top ministers he plans to recall as he settles into office. It includes finance minister Malusi Gigaba and controversial mining minister Mosebenzi Zwane.
New broom Ramaphosa – who promises to clean up corruption &#8211; is clearly trying to consolidate his new position by jettisoning loyalists put into cabinet in the last days of former President Jacob Zuma’s rule. Ramaphosa was sworn in on Thursday in Parliament after embattled former President Zuma resigned on February 14 at the eleventh hour.

A document, seen by CNBC Africa, is understood to be from the chief whip’s office lists ANC deployees to be recalled including: Gigaba, his deputy Sfiso Buthelezi; the luckless mining minister Zwane; energy minister David Mahlobo the proponent of the unpopular nuclear power deal; social development minister Bathabile Dlamini; police minister Fikile Mbalula;  minister of cooperative governance and traditional affairs Des Van Rooyen; minister of state security Bongani Bongo; and minister of water and sanitation Nomvula Mokonyane.

The documents also contain a list of new members of Parliament to be sworn in at the Chief Whip’s Office in Parliament Chambers in 90 Plein Street, Cape Town.
The list, also seen by CNBC Africa, has former Treasurer General of the ANC Zweli Mkhize- who declined a deputy president nomination at the ANC’s elective conference in December &#8211;  is at the top. Mkhize is being touted as a replacement for Gigaba as finance minister.
Also on the list is Ronald Lamola, the former deputy president of the ANC Youth League; Rhulani Siweya another ANCYL member; David Masondo, an ANC member who tabled a motion, in January, for President Zuma to step down; Senzo Mchunu, the former KwaZulu-Natal premier who missed out narrowly on a top position at the elective conference in December; Vukani Mdabe, a former presidential campaign lobbyist for Ramaphosa; and Zizi Kodwa the former national spokesman for the ANC.

Zweli Mkhize, Outgoing Treasurer-General, ANC spoke to CNBC Africa’s Fifi Peters about how the day is expected to unfold.

Fundamentals for Sunday morning: constitution of conference, credentials

South Africa’s ruling African National Congress elects a new party leader to succeed President Jacob Zuma at a conference starting on Saturday.

The winner will be favorite to become president of the country after a 2019 national election.
Below are the main ANC leadership hopefuls. Nkosazana Dlamini-Zuma and Cyril Ramaphosa are the two front runners.
<h3>NKOSAZANA DLAMINI-ZUMA</h3>
The former minister and chairwoman of the African Union Commission has served in the cabinets of every South African president in the post-apartheid era.
Dlamini-Zuma was married to President Zuma for over a decade and has four children with him.
She is backed by the ANC’s influential women’s and youth leagues, as well as by Zuma and provincial party leaders close to him.
<h3>CYRIL RAMAPHOSA</h3>
The deputy president and former trade union leader is one of South Africa’s richest people.
Ramaphosa played an important role in the negotiations to end apartheid and in the drafting of South Africa’s progressive 1996 constitution.
He is supported by a diverse group of labour unions, communists and ANC members disillusioned with Zuma.
<h3>ZWELI MKHIZE</h3>
The ANC’s treasurer general is one of the ruling party’s “top six” senior leaders.
A medical doctor by training, Mkhize also served as a party boss in the KwaZulu-Natal province, from where Zuma and Dlamini-Zuma hail.

Some analysts see Mkhize as a compromise candidate for ANC leader who could reconcile the opposing factions supporting Dlamini-Zuma and Ramaphosa.
<h3>LINDIWE SISULU</h3>
The human settlements minister is the daughter of anti-apartheid activist Walter Sisulu, a close friend of Nelson Mandela.
Sisulu says Ramaphosa approached her to be his running mate but she turned down the offer.
<h3>JEFF RADEBE</h3>
The minister in the presidency has also held senior cabinet positions including public enterprises minister.
He served in underground structures of the ANC during white minority rule and was imprisoned on Robben Island, where the apartheid government kept political prisoners.
<h3>MATHEWS PHOSA</h3>

The former premier of the Mpumalanga province has also worked as the ANC’s treasurer general.
Phosa has demanded that nominations for ANC leader in Mpumalanga be re-run, as he says he has proof that party members were told how to vote.
Mpumalanga’s current premier is a Zuma loyalist, David Mabuza, who is viewed by some as a kingmaker in the ANC race.
<h3>BALEKA MBETE</h3>
The speaker of South Africa’s lower house of parliament also briefly served as deputy president.

She has said she has held talks with other leadership hopefuls to discuss the possibility of working together.
