<p>On the largely virtual Africa Day celebrations, in May, the current African Union Chair&nbsp; South African President Cyril Ramaphosa spoke of “a new Africa”.&nbsp;</p>



<p>As the continent battles a mounting Pandemic crisis is this is simply more empty political rhetoric which tends to get dusted off every Africa Day or will a better Africa emerge from the flames of Covid-19? If so what will this “new Africa” actually look like?&nbsp;</p>



<p>President Ramaphosa believes the Covid-19 pandemic has started to create a unity that Africa aspires to but which has all so often proved elusive:&nbsp;</p>



<p>“Day by day, across our continent, we are seeing the unity that is our strength being put to the service of saving lives and supporting the vulnerable.&#8221;</p>



<p>In webinar after webinar there’s no doubt that many African business and political leaders share President Ramaphosa’s optimism. They sense this pandemic really is a turning point to bring about the change everyone on the continent is so hungry to see.&nbsp;</p>



<p>The Nigerian entrepreneur Tony Elumelu says “the pandemic presents an opportunity to reset Africa, create employment and eliminate poverty”:</p>



<p>“Africa must embrace the new normal. The disruptions we’ve seen across healthcare, logistics, supply chain, and the digital economy are here to stay. This presents a unique opportunity for a united Africa as a strong regional bloc acting in a coordinated fashion”.</p>



<p>He has called for a Marshall plan to galvanise the entire continent and mobilise people and resources to address Africa’s needs. That is also the conclusion of The African Union’s Special Envoy on Covid-19 Dr Ngozi Okonjo-Iweala:</p>



<p>“We can see this pandemic as an opportunity for the continent. We have to specialise our countries to manufacture the things we need so we can trade with others. We need to produce good jobs for our young people and empower our women and youths and put them at the centre”</p>



<p>Several of these themes have also been expressed in many African-related webinars. There is much talk about how this Covid-19 crisis has smashed international supply chains and how the future is now regional. There are many calls for investment to encourage African SMEs to create local supply chains in their communities to boost employment.&nbsp;</p>



<p>While Africa hasn’t yet suffered the ravages of the Pandemic on the scale that has hit countries like the UK and USA, the impact has still been devastating. Economic activity in Sub-Saharan Africa is on course by contract by 2.8% this year, the deepest on record. The collapse in oil prices has hit Africa’s second and third&nbsp; largest economies- Nigeria and Angola- hard, while the collapse of tourism and a drop in demand for agricultural exports to Europe have&nbsp; devastated economies from Kenya and Ethiopia to Cote D’Ivoire, Mauritius and the Seychelles.&nbsp;</p>



<p>South Africa, the continent’s largest and most developed economy, is expected to experience its deepest recession for a century with a 7.1% contraction in output.</p>



<p>Covid-19 cases are now present in every African country. African leaders have come together quickly to help each other fight the pandemic. In contrast to countries like the US and the UK they saw the risk early.&nbsp;</p>



<p>Within days of the first case being reported in Egypt African Union Chair Ramaphosa called a meeting of African Union leaders, and he put his own South Africa into lockdown before a single death had been recorded. Now African Health and Finance Ministers meet every week in virtual conference to co-ordinate their response and share intelligence with the Africa Centre for Disease Control and Prevention.</p>



<p>Cameroon has sent planes to the DRC to help that country get medical support its more remote areas, the African Development Bank has denoted $4 million to South Sudan to bolster its fragile health system, while the African Union has launched a medical supplies platform for all 54 African countries. This is designed to make medical supplies, test kits and protective equipment available across the continent.</p>



<p>It feels a much better response than we’ve seen in many countries in the global north and President Ramphosa says he believes this collaboration can form the beginnings of a more united Africa in a post-Covid-19 world.&nbsp;</p>



<p>He’s assembled an all-star team of senior Africa leaders who are already working on plans to implement the lessons of the crisis and rebuild Africa’s damaged economies. Leaders like the former Head of the African Development Bank Donald Kaberuka and the former Nigerian Finance Chief Ngozi Okonjo-Iweala see economic integration as a long overdue remedy to many of the continent’s economic woes and essential to developing a strong manufacturing base.</p>



<p>One key component of this plan will be the African Continental Free Trade Area which will be launched early next year to create the largest free trade area in the world, worth three trillion dollars with a market of more than a billion people.&nbsp;</p>



<p>The expectation is that this free trade area will encourage African manufacturers to trade with their neighbours, develop industrialisation, and reduce the traditional dependency on goods imported from outside the continent.&nbsp;</p>



<p>SMEs currently account for 90% of all businesses in Africa. Any transformation is going to require support for this sector through investment and training. These SMEs will be given training and financing to deliver solutions for Africa across manufacturing, healthcare, energy, digital innovation, infrastructure, agriculture and other sectors.&nbsp;</p>



<p>There are more than 600 Tech Innovation hubs across Africa. Africa’s digital revolution will emerge from them, especially in the sectors of e-commerce, distance learning for schools and universities to train better educated populations, and big opportunities in renewables and energy infrastructure to start plugging the continent’s electricity deficit.</p>



<p>Agribusiness is also thought to be ripe for investment. With the opportunity to move more and more of African’s millions of farmers from subsistence to commercial enterprises, there’s no reason why Africa can’t become the world’s bread basket.</p>



<p>The Covid-19 crisis has also brought about a realisation that Africa has great opportunities in health care. Africa currently imports most of its ventilators, masks and personal protective equipment for its doctors and nurses. It also imports almost 100% of its drugs and medicines to the tune of $15 billion a year. There are massive opportunities here for African companies to produce many of these materials, create generic drugs and local supply chains.&nbsp;</p>



<p>I’ve seen many more blueprints for the future of Africa in webinar discussions during this long lockdown. What unites them all is a general agreement that when we finally emerge from this pandemic&nbsp; it mustn’t be back to “business as usual.”&nbsp;</p>

COMMENT: What will be the new Africa post COVID-19?


<p>Five years into the African Development Bank’s ambitious New Deal on Energy for Africa (NDEA), the Bank’s investments are set to provide electricity access to around 13 million people and deliver about 55,000 km of distribution lines, and 6,700 km of transmission lines, of which 3,200 km are for regional interconnections.</p>



<p>The NDEA called for a substantial increase in investments to realize the Bank’s High 5 priority to “Light Up and Power Africa,” which aims to mobilize finance and expertise to expand access to reliable, sustainable energy for more than 200 million Africans through investments in power generation, inter-connections, transmission and distribution. This effort is critical to unlocking Africa’s vast economic potential, enabling the growth of value-adding industries and services, and, most importantly, unleashing the ingenuity of the continent’s 1.3 billion people.</p>



<p>The strategy was grounded in the recognition that partnerships are central to its success. In collaboration with African countries, the Bank’s interventions have ranged from setting up the right enabling policy environment, supporting utilities, to increasing the number of bankable energy projects. Additionally, the Bank is accelerating major regional projects and driving integration through the Program for Infrastructure Development in Africa, whilst also supporting bottom-of-the-pyramid energy access programs.</p>



<p>Priority was given to investments in low-carbon technologies, set to contribute to over 2 GW of additional generation capacity by harnessing the large, hydro, solar, geothermal and wind resources of the continent. Yet this is only the beginning, as much of the work to date has been centered on setting up the right frameworks to mobilize different partners and alternative forms of capital to tackle the various challenges in the sector at country, sub-regional and regional levels.</p>



<p>Indeed, mobilizing partnerships and rolling out countrywide energy transformation are continuous works in progress. In 2019, as testament to the Bank’s efforts in enhancing dialogue and consensus, the G5 Heads of State endorsed the Bank’s Desert to Power initiative, intended to build the world’s largest solar zone across the Sahel by adding up to 10 GW of solar generation capacity through public and private interventions. The Yeleen Solar Program in Burkina Faso – the first of dozens of similar projects expected to flourish across the Sahel region – will provide energy to 150,000 households in rural areas through solar mini-grids and solar home systems, and an additional 52 MW of grid-connected solar generation, enough to power 30,000 new households.</p>



<p>Achieving the objectives of the New Deal on Energy for Africa will require a significant increase in private sector investments. The Bank catalyzes more private investments into independent power producers and off-grid projects through partnerships with project developers, commercial banks, private equity funds, institutional investors and other development finance institutions. Over the past five years, the Bank’s interventions reached $1.5 billion in private sector operations, corresponding to 1.7 GW additional generation capacity through independent power producers.</p>



<p>In addition to mobilizing concessional resources through bilateral and multilateral sources – notably from the European Union, Green Climate Fund and Climate Investment Funds – the Bank hosts the Sustainable Energy Fund for Africa (SEFA), one of the largest multi-donor technical assistance and concessional capital funds in the continent, designed to catalyze private sector participation in renewable energy.</p>



<p>In 2019, the Bank converted SEFA into a special trust fund to widen its interventions into green mini-grids to accelerate energy access to underserved populations; green baseload to support clean generation capacity; and energy efficiency to optimize energy systems and reduce energy intensity. SEFA is expected to contribute to the electrification of more than 7 million households by 2030.</p>



<p>The Bank is also actively supporting the mobilization of commercial capital through blended finance solutions. The Facility for Energy Inclusion, which was operationalized in 2019, is a $500 million investment platform organized around two funds – off-grid and on-grid – to provide flexible debt products, including in local currency, to emerging business models in the small-scale renewable energy space. The Facility for Energy Inclusion will contribute to more than 3 million new connections by 2030.</p>



<p>To enhance institutional performance and improve the enabling conditions to attract much needed investments, the Bank has also implemented initiatives such as the Electricity Regulatory Index to monitor and benchmark regulatory performance against best practices, the Sustainable Utilities Transformation Agenda, to build sustainable utilities and energy institutions, and the Africa Energy Portal to provide accurate, up-to-date data on Africa’s energy sector. In 2019, the African Development Bank reported that an additional 96 million African households had gained access to electricity between 2015 and 2019, with countries like Rwanda on track to achieve universal access by 2025. Despite this encouraging progress, close to 600 million Africans still lack electricity access and achieving universal access goals under SDG7 still requires greater and swifter efforts to meet the demands of Africa’s growing population.</p>



<p>Addressing electricity access remains a costly enterprise, with the International Energy Agency placing the price tag at around $120 billion annually through 2040, four times higher than current levels.</p>



<p>While our direct financial contribution is modest by comparison, we are confident that its judicious application to catalytic power projects, innovative financial structures, sector reform processes and acceleration of decentralized solutions will get us far in our mission.</p>

COMMENT: A New Deal on Energy for Africa


<p>Ratings agency S&amp;P Global on Friday affirmed its &#8216;AAA/A-1+&#8217; long- and short-term issuer credit assessment of the African Development Bank (AfDB) with a stable outlook.</p>



<p>The rating agency positively assessed the Bank’s very strong financial risk profile, very strong capital adequacy, strong funding and liquidity, extraordinary shareholder support and adequacy of its governance and management.</p>



<p>“We are therefore affirming our ‘AAA’ long-term issuer credit rating on the AfDB,” S&amp;P Global stated.</p>



<p>The rating agency noted the Bank’s $115 billion capital increase, approved by shareholders in October 2019, and the replenishment to the African Development Fund, the Bank’s concessional window, in December 2019.</p>



<p>“The stable outlook reflects our expectation that, over the next two years, AfDB will prudently manage its capital while maintaining solid levels of high-quality liquidity assets and robust funding,” S&amp;P Global said in a statement.</p>



<p>S&amp;P expects that “shareholders will remain supportive by providing timely capital payments”; the Bank “will continue benefiting from preferred creditor treatment (PCT); and “prudently manage growth in private-sector lending in a way that’s aligned with its mandate.”</p>



<p>The rating agency’s report further noted that the “AfDB will play a key role supporting the region, particularly in the context of COVID-19. The institution approved an up to $10 billion relief package for 2020, of which $6.9 billion will be financed by AfDB and the remainder through its concessional lending window.”</p>



<p>The President of the Bank, Akinwumi A. Adesina, said: “We are delighted with and welcome S&amp;P Global’s decision to affirm the Bank’s AAA/A-1+ rating. It reflects the Bank’s very strong financial position and risk management, as well as our sound governance. We will continue to maintain these standards, with the strong support of all our shareholders, as we deliver much needed financial, knowledge and policy support to our regional member countries during and after this period of the COVID-19 pandemic.”</p>

<p>The Bureau of the Board of Governors of the African Development Bank has agreed to authorize an independent review of the report of the Ethics Committee of the boards of directors. The Bureau notes that it stands by the ethics committee&#8217;s work as it was performed in accordance with the applicable rule under its resolutions. <p>While hosting <a href="https://www.cnbcafrica.com/videos/2020/04/09/afdb-announces-10bn-war-chest-to-fight-covid-19/">African Development Bank</a> (AfDB) President Akinwumi Adesina on a courtesy visit at State House on Tuesday, Nigerian President <a href="https://www.cnbcafrica.com/videos/2020/06/01/grading-buharis-economic-performance-over-the-past-5-years/">Muhammadu Buhari</a> said the country will support Adesina in his bid to get re-elected as President of the multilateral bank.</p>



<p>This follows several <a href="https://www.cnbcafrica.com/west-africa/2020/06/01/stop-this-culture-of-frivolous-allegations-former-world-bank-treasurer-arunma-oteh-defends-african-development-bank-president/">allegations of misconduct</a> against Adesina at the financial institution, of which he has denied.</p>

<p><strong>PRESIDENT BUHARI TO AfDB PRESIDENT, ADESINA: I’LL STAND BY YOU</strong></p>



<p>President Muhammadu Buhari says Nigeria will stand solidly behind Dr Akinwumi Adesina in his bid to get re-elected as President of the African Development Bank (AfDB)</p>



<p>The President spoke at State House, Abuja, Tuesday, while hosting Dr Adesina on a courtesy visit.</p>



<p>“In 2015, when you were to be elected for the first term, I wrote to all African leaders, recommending you for the position. I didn’t say because you were a People’s Democratic Party (PDP) Minister, and I belonged to the All Progressives Congress (APC), so I would withhold my support. I’ll remain consistent with you, because no one has faulted the step I took on behalf of Nigeria,” said President Buhari.</p>



<p>The President pledged that Nigeria would work with all other leaders and stakeholders in AfDB to ensure that Dr Adesina was elected for a second term built on the record of his achievements during his first term.</p>



<p>The African Union had already endorsed the incumbent AfDB President as sole candidate for the continent, but some other stakeholders are trying to ensure that Dr Adesina is re-investigated on some allegations, and rendered ineligible to run.</p>



<p>Giving a background to what was happening in the bank, Dr Adesina, a former Nigerian Minister for Agriculture, said the 16 allegations raised against him were trumped up, “and without facts, evidence, and documents, as required by the rules and regulations of the bank.”</p>



<p>He added that the Ethics Committee of the bank cleared him of all the allegations, and calls for fresh investigation by the United States of America, were against the rules.</p>



<p>“My defense ran into 250 pages, and not a single line was faulted or questioned. The law says that report of the Ethics Committee should be transmitted to the Chairman of Governors of the bank. It was done, and the governors upheld the recommendations. That was the end of the matter, according to the rules. It was only if I was culpable that a fresh investigation could be launched. I was exonerated, and any other investigation would amount to bending the rules of the bank, to arrive at a predetermined conclusion,” Dr Adesina said.</p>



<p>Stressing that the motive was to soil his name, and that of the bank, the AfDB President said he was proud to be Nigerian, and thanked President Buhari for his unflinching support.</p>



<p>“You helped me to get elected in the first place, and you have supported me robustly all along, and the African Union unanimously endorsed my re-election” he declared.</p>



<p>While commiserating with President Buhari on the death of the former Chief of Staff, Mallam Abba Kyari, Dr Adesina described Professor Ibrahim Gambari, new Chief of Staff as “a man of integrity, and of global standing.”</p>

<p>Some former African presidents have shown their support for the president of the African Development Bank, Akinwunmi Adesina. This was in a letter over the 16 count allegations levelled against him to which Adesina had stated his innocence. Although the ethics committee of the board of directors of the continental bank has cleared Adesina of these charges, the United States which is one of the major shareholders of the bank has called for an independent probe into the allegations.</p>

AfDB announces $10bn war chest to fight COVID-19

<p>For weeks, investors and the business community have been rattled by massive disruptions to global supply chains, as factories shut down in China. Everyone from BMW and Mercedes to Apple are feeling the squeeze on account of the coronavirus.</p>



<p>But economies and businesses are not the
only ones dealing with disruption. </p>



<p>Social conventions are adjusting in
unprecedented ways.</p>



<p>Yesterday, Italy shut down ALL schools and
contemplated banning kissing in an attempt to thwart the spread of the
#coronavirus pandemic.&nbsp; The kissing ban
may not be necessary. Italians are already voting with their feet and keeping
their cheeks at a very safe distance from friends, family members and others.</p>



<p>But Italy is not alone.</p>



<p>In France, where &#8220;La bise&#8221; is an age-old ritual, kissing friends has always been a rather complicated affair, especially for uninitiated foreigners. Rather than shaking hands, waving hello or hugging, you simply lean forward, touch cheeks and kiss the air while making a sound with your lips. </p>



<p>Friends in France tell me that &#8216;La bise’
could soon go the way of the dodo if the virus known as #COVID19 remains
unrelenting.</p>



<p>&nbsp;Here
in #Abidjan in Côte d&#8217;Ivoire, as in many other parts of the world, social
conventions are rapidly changing. Unlike the French double blise, Ivorienes,
conduct a rapid triple kiss. But they too have become extremely economical with
their cheek and air kisses. </p>



<p>At the African Development Bank, where we have rapidly put a coronavirus contingency plan in place, kisses and handshakes are quickly giving way to fist and elbow bumps, or to no contact at all. Many understandably prefer an adoring &#8220;keep your hands to yourself&#8221; stance.</p>



<p>Across town, it is not uncommon to see men and women now tap their feet rather than touch cheeks or shake hands. What first started out a few weeks ago as a  comedic viral video in Asia, has since mushroomed into a full-blown practice in some communities. </p>



<p>I&#8217;ve already been offered the foot of
friendship’ several times, so I can testify.</p>



<p>Last night, I was having dinner with a colleague at<em> India By Nature,</em> a lovely restaurant off of Boulevard de Marseille in the Marcory district that is a favourite hangout for many in the expatriate community.</p>



<p>Three things struck me. </p>



<p>One, very visible neon yellow alcoholic
hand sanitizers were on full display all around the restaurant. You couldn&#8217;t
miss them.</p>



<p>Second, everyone &#8230; waiters, chefs, and
owners kept their hands and cheeks to themselves. </p>



<p>And third, it would seem that the
hand-clasped Hindi &#8216;Namaste&#8217; greeting could soon become a globally preferred
and much safer social norm, in a world battling with a pandemic that has
already spooked the media and business world &#8230; for good reason.</p>



<p>Social conventions have always been arcane arbitrary rules and norms that govern behaviours from kissing, hugging, shaking hands, to bowing. In the age of increasing pandemics, it would seem that old conventions are quickly giving way to the new and the not so new.</p>

The African Development Bank (AfDB) has warned that a failure to end conflicts on the continent will undermine plans to accelerate economic integration on the continent. AfDB President Akinwumi Adesina spoke to CNBC Africa on the side-lines of the on-going African Union Summit.</p>

The 37th African Union Development Agency &#8211; NEPAD Heads of State and Government Orientation Committee (HSGOC) Session took place over the weekend and there, Rwandan President Paul Kagame was elected Chairperson of one of its new agencies that will drive the continent towards achieving Agenda 2063 .
