<p>One sorry chapter in the recent history of South African politics has thankfully come to an end with the resignation on Wednesday night, February 14, of President Jacob Zuma.</p>

<p>While the bane of the countless talking heads will continue to pollute the political environment for some time, the focus must now shift to the new leadership of the African National Congress (ANC) to stand and deliver.</p>
<p>It would be gratifying to see the dedication and purpose the ANC put into ridding itself of Mr Zuma now directed into rebuilding the national economy, dealing with the rampant corruption still residing in the ANC which cannot all be blamed on Mr Zuma, improving its shoddy governance record, and serving the people.</p>
<p>Financial markets, investors and business owners are not going to be distracted by the early removal of yet another sitting president for much longer, and the attention will turn to what the new order intends to do and when it will do it.</p>
<p>The state of the nation address (Sona) and the national budget that follows next week will prove to be important indicators of just how the new brooms will be judged.</p>
<p>While the media fascination with the former president will undoubtedly continue for some time, the real issue is that he is now just another South African citizen with some legal problems and of no real concern to where the country moves next.</p>
<p>We have relied too long on explanations of how apartheid was to blame for everything the ANC did wrong and we cannot afford an ANC that will now blame all its ills and all its shortcomings on Mr Zuma. The ANC of President Cyril Ramaphosa must step up and step up quickly.</p>
<p>There are several cabinet ministers who received a stay of execution when Mr Zuma resigned rather than go the route of a no-confidence vote that would have forced all of them to quit with no guarantee they would be reappointed.</p>
<p>Now Mr Ramaphosa must do the dirty work himself and will need no guidance from us as to where the sword must fall.</p>
<p>But just in case he thought Mr Zuma was the only problem, here are a few others: Malusi Gigaba, Faith Muthambi, Bathabile Dlamini, David Mahlobo, Ebrahim Patel, Lynne Brown, Maite Nkoana-Mashabane, Mosebenzi Zwane, Nomvula Mokonyane, and probably some others but they can wait.</p>
<p>As for policy issues, the new leadership needs to address the following:</p>
<ul>
<li>a mining charter that is a disincentive to investment;</li>
<li>it must kill off once and for all the idea of a Russian-sponsored nuclear programme and hope Moscow does not react too badly to the news;</li>
<li>the idea of a ‘developmental state’ must go and privatisation needs at least a return to the agenda, even if just as an option;</li>
<li>State-owned enterprises (SOEs), or whatever government chooses to call them, must add value (either monetary or in terms of service delivery improvements) or be sold off or just shut down; and</li>
<li>clean up corruption and unbundle state capture.</li>
</ul>
<p>The ANC must also address some internal issues that have tended to become everyone’s problem – such as the fact that the gap between the ANC national congress, where new leaders are elected, and the next scheduled national elections is problematic and almost designed to generate uncertainty and the unconstitutional concept of a ‘recall’.</p>
<p>While countries like Botswana manage this issue of ‘two centres of power’ without tensions or cutting short the tenure of the national president, it seems the ANC is not able to manage the arrangement.</p>
<p>We have yet to have a serving president see out the full two-term limit – one by choice (Nelson Mandela who took only one term) and the next two by party skulduggery. As things stand, and assuming electoral success, Mr Ramaphosa is guaranteed only 1.8 terms in office.</p>
<p>There has been much hand-wringing over the impact of ANC attempts to cut short the term of office of the national president when there was no visible difference in the quality or lack thereof of functioning government and State structures.</p>
<p>The removal of Mr Zuma was an unseemly, distasteful charade fed by an often disillusioned civil society that seemed to believe once Mr Zuma had been lanced like an infected boil from the body politic, all would magically be well.</p>
<p>That is not going to be the case, and unless the new ANC leadership urgently and consistently walks its recent talk, we can expect little more than a honeymoon in terms of financial market response and economic progress.</p>
<p>A long, hard walk to progress lies ahead. However, it is important to note that once again a powerful president has been removed from office without recourse to violence or the threat thereof.</p>

<p>South Africa’s President Jacob Zuma is digging in his heels and refusing to relinquish the top job despite mounting pressure from his own party, the African National Congress.</p>

<p>His determination to stay put is being widely condemned by a range of South African voices. But there’s a case to be made that his reluctance is doing South Africans a favour as it is forcing them to clarify various constitutional and political issues. Most obviously, albeit inadvertently, he is asserting the supremacy of parliament over the authority of the party.</p>
<p>Because the top leadership structures of the ANC are divided – including the top six where it seems that only four want him to leave office immediately – Zuma is exploiting what wriggle-room he has left. He’s effectively saying that the forces ranged against him aren’t convincing enough, and that he still has considerable support within the party.</p>
<p>In other words, he is daring the ANC leadership to put a motion of no confidence to the National Assembly and to use the party’s majority to vote him out of office.</p>
<p>His gamble is this: he can survive such a motion if it is put by an opposition party because to support an opposition motion would prove hugely embarrassing to the ANC. The speaker of parliament has already put down a motion of no confidence tabled by the opposition party, the Economic Freedom Fighters (EFF), for discussion after the budget speech on February 22.</p>
<p>For the ANC to put down its own motion, and then try to ensure it received a majority, would all take time, time, time. And that’s what Zuma wants so that he can rally his supporters, convince waverers that he still has some clout, and maximise his bargaining power.</p>
<p>If the party’s new president Cyril Ramaphosa could manage to secure a clear majority of the ANC’s national executive committee (it’s highest decision making body in between elective conferences) asking Zuma to resign, then it is conceivable that Zuma might accede to leave office. But more likely, he would continue to force the ANC to resort to parliament.</p>
<p>And even if he were to step down at the very last moment, his behaviour is reminding South Africans where, ultimately, the power to elect and depose a president lies, and that is, with parliament.</p>
<h2>Zuma’s nine lives</h2>
<p>Zuma has already survived umpteen votes of no confidence brought about by opposition parties. Not enough ANC MPs have ever voted with the opposition to carry the motion.</p>
<p>In the last event, a small minority of ANC MPs used the cover provided by a secret ballot to vote in favour of the motion (or to abstain). But the large majority voted for Zuma to stay in office. At the time, they could use the excuse that the ANC’s national conference was coming up and that it was the appropriate place for the leadership issue to be decided. But now that has passed, Zuma’s favoured candidate has lost, Ramaphosa has triumphed, and he now wants the President to resign. What excuse would the ANC MPs have for not supporting the opposition motion this time round?</p>

<p>The justification that they cannot be expected to vote for a motion put by the EFF is morally and politically threadbare. What is Ramaphosa going to do? Argue that internal ANC unity matters more than the needs of the country? What would the popular reaction be to the ANC in effect voting for Zuma to stay in office?</p>
<p>Frankly, the ANC’s cover would be blown.</p>
<h2>The role of MPs</h2>
<p>Beyond the immediate issue of Zuma, South Africa’s political parties need to debate what they expect of MPs. There was much talk prior to the previous vote of no confidence for the need for ANC MPs to display their ‘integrity’, a code word for them to break party lines and vote for the opposition. In other words, it was suggested that MPs should resist acting like party cyphers. Yet, in the ANC’s eyes, its MPs are ‘deployed’ to parliament, and have to obey party dictates. Little or no room is left to individual conscience.</p>
<p>This has meant that, since 1994, MPs have largely been kept in party line because of the threat of being disciplined by their parties. The ultimate threat is their dismissal from the party which in turn means being kicked out of parliament. This follows largely from South Africa’s adoption of a party list proportional representation system. In contrast, in constituency based electoral systems, for instance in the UK, MPs are accountable downwards to voters in their constituencies as well as upward to their party bosses in parliament.</p>
<p>Historically the tradition in parliamentary systems has been that certain issues, often relating to human rights, are resolved by party whips allowing MPs to vote according to their individual consciences. In South Africa, political parties have largely been spared potential conflicts over divisive issues such as the death penalty because they’ve been resolved by the Constitutional Court.</p>
<p>This means that MPs in South Africa are unlikely to put the interests of the people (the voters) above those of their party. This issue is not satisfactorily resolved, as the ANC likes to say it is, by voters having given the majority party most votes at the previous election.</p>
<p>Alas, political life is more complicated than that.</p>
<p>Voters want accountability as well as representation. While most South Africans understand the need for proportionate representation of political parties in parliament, there is nevertheless a substantial hankering for MP’s to be more accountable to the voters.</p>
<p>There is a widespread argument that a change to a mixed member proportional representation scheme would square this particular circle. Some MPs would be elected from multi-member constituencies (with from three to seven MPs as recommended by the Van Zyl Slabbert Commission on the electoral system) while others would be elected from party lists to bring about overall proportionality. This would mean that South African could be able to identify particular constituency MPs who had particular responsibilities to represent them.</p>
<p>In turn, this would mean that MPs would have to consider more than the interests of party bosses when casting their votes.</p>
<p>It is certainly an attractive idea, and is one which needs a proper airing. Whether practice would match electoral system theory is another matter. For all their numerous faults political parties can’t be dispensed with; nor can they be expected to operate without exerting discipline on their representatives in parliament.</p>
<p>At the same time, citizens want to be represented by individuals who are more than party donkeys.</p>
<p>South Africans need to debate in what sort of circumstances they expect or make allowance for MPs to deviate from the party line. But they need to recognise that there is an inherent ambiguity in the role of MPs: at times, they are faced by conflicting obligations, simultaneously to party versus people. <p>The ANC will decide President Jacob Zuma’s fate at a special meeting on Monday, the party’s new chief said, in what could be the most serious bid yet to unseat a leader damaged by corruption allegations.</p>

<p>Zuma was replaced as leader of the ruling African National Congress (ANC) by Deputy President Cyril Ramaphosa in December and no longer holds a top position in the party.</p>
<p>The meeting of the party’s National Executive Committee (NEC), which has the power to demand that Zuma step down, raises the prospect of a decisive showdown between the 75-year-old allies and those who want Ramaphosa to take over from him now as president.</p>
<p>The remarks by the 65-year-old Ramaphosa were his most pointed yet over the handover of power, although he did not mention Zuma by name. Zuma’s tenure as president officially runs until mid-2019.</p>
<p>“The National Executive Committee of the ANC will be meeting tomorrow to discuss this very matter, and because our people want this matter to be finalised, the NEC will be doing precisely that,” Ramaphosa told a rally in Cape Town on Sunday.</p>
<p>The ANC leader said on Wednesday he and Zuma were holding direct talks over the transfer of power.</p>
<p>Zuma has not said in public whether he will step down voluntarily. His spokesman could not be reached for comment.</p>
<p>The rand has tended to strengthen on signs that Zuma could be ousted before his second term as president ends next year, and might firm more if the NEC demands that he go.</p>
<p>Zuma survived calls last year by some members of the NEC for him to quit.[L8N1IU0QO] But analysts say this time around a bigger section of the party wants him out.</p>
<p>In 2008, shortly after taking the party’s helm, Zuma engineered the ousting of Thabo Mbeki from the presidency.</p>
<p>Since Zuma became president in 2009, he has been dogged by scandal. He is fighting the reinstatement of 783 counts of corruption over a 30 billion-rand (now $2.5 billion) government arms deal arranged in the late 1990s when he was deputy president.</p>
<p>Some within the ANC and the opposition say the Gupta family, friends of Zuma, have used their links with the president to win state contracts and influence cabinet appointments. The Guptas and Zuma have denied any wrongdoing.</p>

<p>There has been a lot of speculation and anxiety about the position of President Jacob Zuma as the head of state and government of our country.</p>
<p>I would like to clarify some matters in this regard.</p>
<p>Last night, President Jacob Zuma and I began direct discussions on the transition and matters relating to his position as the President of the Republic.</p>
<p>The discussions were constructive and lay the basis for a speedy resolution of the matter in the interests of the country and its people.</p>
<p>On the basis of the progress made, it was agreed to postpone a special meeting of the ANC National Executive Committee that had been scheduled for later today. This will enable President Zuma and myself to conclude our discussions and report back to our organisation and the country in the coming days.</p>
<p>I am aware that the uncertainty surrounding the position of the Head of State and Government is a cause for concern among many South Africans. This is understandable. However, I am certain that the process we have now embarked on will achieve an outcome that not only addresses these concerns, but also unites our people around the tasks that all of us must necessarily undertake to build our country. We will be able to communicate further on President Zuma’s position as President of the Republic once we have finalised all pertinent matters.</p>
<p>While the current situation has necessitated the postponement until further notice of the State of the Nation Address, the work of government and Parliament will continue.</p>
<p>This is a challenging time for our country. Both President Zuma and myself are aware that our people want and deserve closure. The constructive process we have embarked on offers the greatest opportunity to conclude this matter without discord or division.</p>
<p>Throughout this process, I am guided by the principle that the interests and needs of the South African people are paramount.</p>
