<p>Gauteng Premier, David Makhura, delivered his last the State of the Province Address at the Alberton Civic Centre today. He gave a detailed account of the achievements and challenges the Provincial Government recorded in the past five years. One of the key achievements is that of township entrepreneurial developments.</p>

<p>The first ever Africa Investment Forum will sit down in Johannesburg to work out how to channel a large chunk of an estimated $111 trillion, that will be sitting in the world’s investment funds, by 2020, at low-interest rates.</p>
<p>This investment drive is the brainchild of the business-minded eighth elected president of the African Development Bank Akinwumi Adesina.</p>

<p>“There will be no political speeches what we want is transaction, transaction and transaction,” Adesina told journalists at the Sandton Convention Centre, in Johannesburg where the investment conference will be held from November 7 to 9.</p>
<p>“I know you like Vuvuzelas (football horns) in this country, so I expect everyone to take their Vuvuzelas out to Africa for investment.”</p>
<p>Adesina, the former agriculture minister of Nigeria, believes Africa is the world’s final frontier and wants to channel investment into power, roads, rails and ports to encourage more to put their money into the continent. He believes he can win over an often skeptical world investment community.</p>
<p>“We have to get rid of this false perception that Africa is risky for investors. We can convince these investors with simple truths.”</p>
<p>The conference will be held in South Africa’s Gauteng province the investment capital of Africa with first world infrastructure. The province, that houses Johannesburg, has 71% of all the investment in South Africa and creates 35% of the country’s GDP. It also accounts for between 8 and 12% of the continent’s GDP.</p>
<p>Journalists asked Makhura about whether investments would be safe.</p>
<p>“They will be very safe. We have strong institutions and an independent judiciary. We are back on track – we had a few problems with our institutions but now we have strong leadership sorting it out,” says Makhura</p>
<p>New President Cyril Ramaphosa, who was out looking for investors at Davos in Switzerland, in January, weeks before he took over the top job, has set his country a target of $100 billion in new investment.</p>

Health, education gets the biggest chunk of #Gauteng budget

<p>Gauteng Finance MEC Barbara Creecy on Tuesday revealed how Africa&#8217;s wealthiest province will fund the vision <a href="http://cnbc.africa/news/southern-africa/2018/02/26/africas-richest-province-state-province-address-gauteng-premier/">Premier David Makhura outlined for Gauteng a week ago</a>.</p>
<p>Creecy tabled a R121.2 billion ($10bn) budget for the 2018/19 financial year in the Gauteng Provincial Legislature. The budget is up R9.1 billion, or 8% on the previous year, a significant increase in tough economic times. The province plans to raise R6 billion of its own revenue this year to compensate for cuts to it equitable share and alleviate spending pressures particularly in the social delivery departments” said the MEC</p>

<p>MEC Creecy says the budget sets out how the province will fund its commitment to equity and social justice. She adds: it  outlines how the Gauteng government will use its massive procurement spend to improve public facilities, transform the economy and create work.</p>
<p>The biggest beneficiaries of the budget (see table 1) are:</p>
<ul>
<li>The Departments of Health and Education. Its budget increases by R4.4 billion and Education by R3.4. billion.</li>
<li>The Department of Roads and Transport whose budget increases by R700 million this year. In 2018, this Department will begin planning Gauteng’s first new highway since the 1970s, namely the PWV 15.</li>
</ul>
<p>Overall R31.8 billion has been set aside for infrastructure programmes over the next three years which include building new schools, rehabilitating health facilities, upgrading roads, renovating hostels to become family units and building houses and serviced stands.</p>

<p>“The Gauteng Government’s R42.2 billion infrastructure spend has made a major contribution to stimulating economic activity, creating employment and raising living standards in communities across our province over the last four years” said MEC Creecy</p>
<p>The MEC indicated that the province’s research shows that this spend contributed R26 billion to economic activity in Gauteng, increase household income by R15 billion and created or sustained 95 thousand direct and 194 thousand indirect or induced jobs over the past four years.</p>
<p>The MEC said that the Gauteng Provincial Government is proud of its track record in using government’s massive procurement spend to drive meaningful transformation, empowerment, job creation and economic inclusion in the mainstream economy.</p>
<p>“Over the last four years R57.7 billion has been spent on procuring goods and services from 12 041 firms owned by historically disadvantaged individuals. Included in this overall figure are 7488 companies owned by women, and 5539 companies owned by youth and 2145 companies owned by people living with disabilities,” MEC Creecy said.</p>
<p>The MEC noted that in these times of rising direct and indirect taxes, citizens have a right to know that their taxes are put to the best possible use, and that this government is not squandering them through poor financial management or ill-conceived programmes and projects.</p>
<p>“All Gauteng Departments and Municipalities have worked hard to ensure better financial management and greater public accountability in the use of public funds. All provincial departments and entities and all Municipalities can now boast unqualified audits with two thirds of provincial Departments getting clean audits,” said MEC Creecy.</p>
<p>The MEC said that the Open Tender procurement process remains Gauteng&#8217;s flagship programme to ensure systematic elimination of irregular expenditure. To date 75 projects have now progressed successfully through the system. In the coming year, all new departmental tenders will be publicly adjudicated.</p>

<p>Gauteng Finance MEC Barbara Creecy tabled the Gauteng budget for the current financial year and education and Health have once again claimed the lion’s share of the spending, both getting over R45 billion.</p>


How Gauteng plans to deal with listeria

<p>Africa’s richest province – Gauteng plans to launch a provincial state bank to fund Small, Medium and Micro-sized Enterprises (SMMEs), infrastructure development, township enterprises, women and youth businesses. This was revealed by Gauteng Premier David Makhura on Monday in his <a href="http://cnbc.africa/news/southern-africa/2018/02/26/africas-richest-province-state-province-address-gauteng-premier/">State of the Province Address</a> (SOPA), which Makhura described as a speech that aims to create a “new dawn of hope, renewal and change for South Africa”.</p>
<p>The bank forms part of the province’s plan to turn townships into spaces “where there is a vibrant culture and dynamic local economies underpinned by state-of-the-art infrastructure”.</p>
<p>Other initiatives put on the table for this vision include:</p>
<ul>
<li>The imminent launch of a township stock exchange in partnership with the private sector.</li>
<li>Addressing unregulated businesses owned by foreign nationals.</li>
<li>Investing in the development of cooperatives to become future financial providers to township enterprises. To date, Gauteng has 14 registered co-operative banking institutions serving over 16 000 member-owners, with over R100 million in savings and R150 million in assets.</li>
<li>A partnership with the Italian co-operative movement facilitating the formation of consumer co-operatives in the wholesale and retail sector. These cooperatives will mobilise the collective buying power of 250 000 township households to purchase affordable goods at stores they own and control.</li>
</ul>
<p>Other highlights in Makhura’s SOPA include:</p>
<ul>
<li>The use of public procurement budgets to stimulate local production. For example, the billions spent on designated sectors like furniture must be used to procure goods sourced from local productive enterprises.</li>
<li>Agreeing with the business process outsourcing sector to create 30 000 jobs in the call-centres and business support services by 2019.</li>
<li>Setting up joint Action Labs focusing on industries such as capital equipment and machinery, ICT, automotives, mining, food and beverages, agriculture and agro-processing.</li>
<li>VAT zero-rating of more foodstuffs and basic necessities.</li>
<li>Strengthening accountability and the integrity of public officials and public servants so that fatal disasters such as the Life Esidimeni tragedy are avoided.</li>

<p><strong>Statement by Gauteng Provincial Government </strong></p>
<p>Gauteng Premier, David Makhura, has requested the Finance Minister, Malusi Gigaba, to facilitate the lateral transfer of Michael Sachs, the Deputy Director General: Budget Office, from the National Treasury to the Gauteng Provincial Government. Mr Sachs will join the Office of the Premier as the Deputy Director General responsible for Performance Monitoring and Evaluation.</p>
<p>Michael Sachs holds two Masters Degrees from the University of London as well as the Kennedy School of Government, in Public Administration and Economics. Michael Sachs started off his public sector career in Gauteng Provincial Government in the Department of Health in 1994, he also worked as a Programme Director in the office of the then Leader of the House in the Gauteng Provincial Legislature. He has been with the National Treasury in various positions since 2008. Mr Sachs brings with him a wealth of experience and knowledge in policy making, public finance, macro-economic policy, policy evaluation and international best practice in policy implementation.</p>
<p>“I would like to use the skills of Michael Sachs to immediately help to stabilise the finances of the Gauteng Department of Health, which poses a major risk at the moment. He will thereafter focus on monitoring and fast tracking spending on infrastructure budgets of the Gauteng Departments and Municipalities”, said Premier Makhura.</p>
<p>Michael Sachs has accepted the offer of a transfer from the National Treasury to the Gauteng Provincial Government. The Premier has spoken to the Minister of Finance who has confirmed that he is attending to the Premier’s request for the transfer of Mr Sachs.</p>
