<p>The conversation on the business of Energy in Africa is one that has been on the spotlight for a while especially in South Africa with some developments that have caused debate across the country like the current innovations with Eskom&#8217;s IPPs. Understanding the business of energy in Africa

<p>PRETORIA (Reuters) &#8211; South Africa has cancelled plans to add 9,600 megawatts (MW) of nuclear power by 2030 and will instead aim to add more capacity in natural gas, wind and other energy sources, the energy minister announced on Monday.</p>
<p>Africa’s only nuclear power has an installed capacity of 1,860 MW but plans under the government of former President Jacob Zuma to have six times that output by 2030 hit hurdles over cost and other issues.</p>
<p>There are now “no plans to increase nuclear until 2030,” Energy Minister Jeff Radebe said while releasing the government’s new Integrated Resource Plan (IRP).</p>
<p>The plan also showed that electricity demand on the grid has been declining.</p>
<p>Russian state-owned firm Rosatom was seen as a frontrunner to build the additional nuclear capacity.</p>
<p>Several meetings between Zuma and Russian President Vladimir Putin led to speculation that Rosatom had secured the deal before the launch of the public tender. South Africa’s government and Rosatom denied this claim.</p>
<p>But soon after taking over from Zuma in February, President Cyril Ramaphosa put the nuclear expansion on the back burner saying the plan was too expensive.</p>
<p>In July, Ramaphosa said Putin had raised the subject of a nuclear deal at a private meeting with him at the BRICS summit in Johannesburg but that he had told him that Pretoria could not sign such a deal for now.</p>
<p>Radebe on Monday instead outlined expansion plans targeting other energy sources.</p>
<p>He said the plan calls for additional capacity of 8,100 MW from wind and 8,100 MW from gas, 5,670 MW from photovoltaic panels, 2,500 MW from hydro and 1,000 MW from coal by 2030.</p>
<p>Public comment on the plan is invited for 60 days before final cabinet approval, he said.</p>

<p>DAR ES SALAAM (Reuters) &#8211; The World Bank has approved a $455 million loan to Tanzania under its International Development Assistance (IDA) programme to support financing of power projects in the East African nation.</p>
<p>The financing from IDA, which gives grants or low-interest loans to the world’s poorest countries, will also fund construction of high voltage transmission infrastructure to connect Tanzania to regional power markets in southern and eastern Africa.</p>
<p>“The $455 million credit will finance construction of critical high voltage transmission infrastructure that will support the electrification of the southern and northwestern regions of Tanzania,” the World Bank said in a statement on Thursday.</p>
<p>The government said it plans to raise 2 trillion Tanzanian shillings ($880 million) in its budget for fiscal year 2018/19 (July-June) from concessional loans and grants to finance development projects.</p>
<p>Tanzania boasts reserves of over 57 trillion cubic feet (tcf) of natural gas, but faces periodic power shortages as it relies on hydro-power dams in a drought-prone region.</p>
<p>Last year President John Magufuli said the country needed to invest $46.2 billion over the next 20 years to revamp its ageing energy infrastructure and meet soaring electricity demand.</p>
<p>Investors have long complained that the lack of reliable power hurts business there.</p>
<p>Tanzania plans to boost power generation capacity from around 1,500 MW currently to 5,000 MW over the next three years by building new gas-fired and hydroelectric plants, according to the country’s energy ministry.</p>

Access to energy for all in Africa: Can it be achieved?

<p>Foreign investment in sub-Saharan Africa’s power sector has reached a <a href="https://www.icafrica.org/fileadmin/documents/IFT_2016/Infrastructure_Financing_Trends_2016.pdf">record-high</a>. Spurred on by the <a href="https://www.seforall.org/">United Nations’ goal</a> to ensure modern energy access for all by 2030, international donors have focused on increasing the region’s electrification access. It currently stands at only 35%, significantly less than any other part of the world.</p>
<p>The focus on electrification is illustrated by the type of foreign aid sub-Saharan Africa currently receives. While overall commitments from Western countries to the area have been largely constant over the last decade, aid to the power sector specifically <a href="https://stats.oecd.org/Index.aspx?DataSetCode=DACSECTOR">is six times greater</a>.</p>
<p>China has also upped its engagement, and is now responsible for <a href="http://www.iea.org/publications/freepublications/publication/Partner_Country_SeriesChinaBoosting_the_Power_Sector_in_SubSaharan_Africa_Chinas_Involvement.pdf">a third</a> of all new power plants in the region. And as private sector investments similarly rise, sub-Saharan governments now contribute <a href="https://www.icafrica.org/fileadmin/documents/IFT_2016/Infrastructure_Financing_Trends_2016.pdf">less than 25%</a> of power sector spending.</p>
<p>All those providing money have important short term interests. International donors like the US want tangible, fast results from their aid spending – both to meet UN goals and appease taxpayers at home. Private companies require quick profits, especially for investments viewed as high risk. And for African governments, providing electricity to previously unconnected households can potentially lead to <a href="https://www.sciencedirect.com/science/article/pii/S0973082616302587">more votes in upcoming elections</a>.</p>
<p>As a consequence, while electricity demand in sub-Saharan Africa will <a href="https://www.worldenergy.org/wp-content/uploads/2013/09/World-Energy-Scenarios_Composing-energy-futures-to-2050_Full-report.pdf">grow exponentially</a>, little thought has been put into understanding the long term implications of current investment.</p>
<h2>Foreign business versus domestic development</h2>
<p>The US and China are among those major donor countries that use aid to directly finance their own energy companies. This has led to electrification efforts being primarily motivated by foreign business interests rather than African development.</p>
<p>Non-African companies almost exclusively focus on high growth and profitable markets in a few <a href="https://2012-2017.usaid.gov/sites/default/files/documents/1860/PA_FINAL_508c.PDF">relatively stable African countries</a>.</p>
<p>Meanwhile, countries considered less stable, such as the <a href="https://theconversation.com/sahel-region-africa-72569">Sahelian</a> countries of Niger, Mali, and Chad, or Central African countries like South Sudan and the Central African Republic, have largely been left out.</p>
<p>Progress on rural electrification has also been limited. Poorer customers, challenging logistics and long cost recovery times all make for a weak business case for investment outside the cities. Yet <a href="https://www.vox.com/2014/10/13/6970513/africa-electricity-620-million-people-map-gas-coal-solar">over 80%</a> of the people without electricity in Africa live in rural areas.</p>
<p>So what is the impact of all this money streaming in from abroad? Arguing for the importance of domestic ownership for long term skill development, the French economist <a href="https://en.wikipedia.org/wiki/Thomas_Piketty">Thomas Piketty</a> has <a href="https://books.google.co.uk/books?id=dqEuDwAAQBAJ&amp;pg=PA90&amp;lpg=PA90&amp;dq=capital+in+the+twenty-first+century+%E2%80%9Call+of+these+countries+themselves+financed+the+necessary+investments+in+physical+capital%E2%80%9D&amp;source=bl&amp;ots=Drpy2eqAy7&amp;sig=-gxZGsrL4zjuPI9e2j-or1PQKPk&amp;hl=en&amp;sa=X&amp;ved=0ahUKEwje58GjybTaAhUHthQKHZ7RDmUQ6AEIRDAE#v=onepage&amp;q=all%20of%20these%20countries%20themselves%20financed%20the%20necessary%20investments%20in%20physical%20capital&amp;f=false">noted</a> that none of the recent Asian development success stories (Japan, Korea, Taiwan, China) has depended on foreign investments.</p>
<p>And for sub-Saharan Africa’s power sector, Western assistance comes with <a href="https://www.usaid.gov/sites/default/files/documents/1860/USAID_PA_Roadmap_April_2016_TAG_508opt.pdf">strings attached</a>. In exchange for foreign support, African governments are asked to limit state intervention, liberalise energy markets and cut import taxes and local subsidies. So it is Africa’s industries which are likely to feel the implicit consequences.</p>
<p>When Kenya removed all import taxes for solar modules to help increase capacity in 2014, Kenyan businesses missed out. As Hajio Kruper, managing director of the first solar PV manufacturer in Kenya, <a href="https://www.pv-tech.org/news/kenya_lifts_vat_on_solar_imports">explained</a>:</p>
<blockquote><p>The new tax exemption, while being a very noble idea on the surface, will have negative effects on local manufacturers. The vibrant solar energy market that Kenya has developed will be flooded with cheap imports.</p></blockquote>
<p>An opposite approach – strong national intervention, subsidy schemes and financial assistance for the rural poor – was evident in recent successful rural electrification cases in <a href="https://www.sciencedirect.com/science/article/pii/S097308261400091X">East Asia</a>, <a href="https://www.sciencedirect.com/science/article/pii/S0301421508001961">South Africa</a> and <a href="https://www.sciencedirect.com/science/article/pii/S0973082616302587">Ghana</a>.</p>
<p>Yet despite the long term concerns of current international investments in sub-Saharan Africa’s power sector, we are not calling for them to be reduced. Instead, <a href="https://www.sciencedirect.com/science/article/pii/S0973082617314059">we suggest a revised approach</a> focused on self-sufficiency, inclusiveness and sustainability.</p>
<p>Building a strong domestic power industry in Africa is crucial to avoid long term reliance on aid, and <a href="https://www.nature.com/articles/d41586-017-06023-3">vulnerability to political change abroad</a>. To do so, it is key to implement efficient and stable sector regulations, as well as to foster <a href="https://theconversation.com/start-ups-can-help-africa-meet-its-energy-needs-but-they-need-to-be-encouraged-75497">African entrepreneurism</a>.</p>
<p>However, <a href="https://theconversation.com/after-obama-comes-the-big-challenge-for-africas-entrepreneurs-45383">scaling</a> these efforts to a continental level is the bigger challenge, and cannot be achieved without also dispersing expertise.</p>

<p>It is widely known that sub-Saharan Africa features a fast growing renewable energy market with tremendous potential. Market access should be viewed (and priced) as an African asset. The continent could look to China which requires foreign companies to find <a href="http://spiegeler.com/chinas-new-foreign-direct-investment-policy-investing-in-china/">Chinese joint venture partners</a> in certain industries before carrying out their business.</p>
<p>We will fall distressingly short of meeting the UN universal energy access goal without prioritising rural electrification in Africa. Households too poor to pay for electricity have to be granted feasibly low tariffs and cheap finance.</p>

Explainer: Why foreign investment may not be the answer for Africa’s energy needs

<p>CAPE TOWN, May 28 (Thomson Reuters Foundation) &#8211; Bulelwa Makalima-Ngewana knows how much cash going green can save.</p>
<p>Four years ago, after signing up for “My Green Home” – an effort by the Green Building Council of South Africa to make buildings more energy efficient – her family saw their house in the middle-class suburb of Pinelands retrofitted with energy saving LED lights, low-flow showerheads and roof-top solar panels, as well as winter insulation.</p>
<p>As part of the green makeover, the family also learned to cut their energy use by hanging laundry out to dry rather than using a tumble dryer, switching off appliances that aren’t being used, and switching to washing laundry with cold water.</p>
<p>“My children were very excited as we got to do this as a family,” Makalima-Ngewana, a consultant at the University of Cape Town’s Graduate School of Business, told the Thompson Reuters Foundation.</p>
<p>Better yet, since joining the programme, her family’s energy costs have fallen by nearly 90 percent, she said.</p>
<p>As South African cities aim to battle the effects of climate change, from drought in Cape Town to the threat of rising seas and flooding in Durban, four cities have banded together to try to create zero-carbon buildings, which produce no contribution to climate change in their use of energy.</p>
<p>Working in conjunction with the C40 Cities initiative – a group of major world cities trying to cut climate-changing emissions &#8211; the plan is to require new buildings in Johannesburg, Cape Town, eThekwini (formerly Durban) and Tshwane (formerly Pretoria) to become much more energy efficient, to cut electricity bills and greenhouse gas emissions.</p>
<p>Tim Pryce, who runs C40 energy and buildings programmes worldwide, said the effort seeks to help South African cities rapidly scale up low-carbon building efforts and share what they learn with other cities.</p>
<p>Buildings make up the largest single source of emissions in C40 cities globally, with over half of the total emissions, he said.</p>
<p>“If we are to avoid hugely damaging impacts from climate change &#8211; impacts that will make the current water shortage in Cape Town look minor &#8211; we need to drive these emissions down as rapidly as possible, towards net zero carbon all around the world by 2050 at the latest,” Pryce told Thompson Reuters Foundation.</p>
<p>‘NET-ZERO’ FUTURE</p>
<p>Cities that achieve “net zero carbon” would produce very few climate-changing emissions, with those still produced offset by means such as planting carbon-absorbing trees.</p>
<p>Ensuring new buildings are highly efficient and run largely on renewable energy is crucial to try to limit global warming to relatively safe levels, Pryce said.</p>
<p>“Our target is to work with the four cities to bring policies, such as better building codes or more ambitious planning requirements, into effect by the end of 2020,” he said.</p>
<p>Building experts from Sustainable Energy Africa, an organisation that promotes equitable and low carbon clean energy development, will work with teams in the target South African cities to make that happen, he said.</p>
<p>“It is indeed a good thing,” said Thulani Kuzwayo, a marketer with the Green Building Council South Africa (GBCSA), which has certified over 300 “Green Star” buildings since 2009.</p>
<p>To achieve the certification buildings must be energy efficient, comfortable, handle waste responsibly and contain spaces that contribute to the health and well-being of their users.</p>
<p>The effort “can shift paradigms in planning, design, construction and building operation,” said Kuzwayo, who is also chair of World Green Building Council’s African regional network.</p>
<p>Because many buildings are made to last up to 50-100 years, building them for efficiency can result in a huge savings in climate-changing emissions over time, Kuzwayo said.</p>
<p>However, South Africa is still at the early stages of adopting green building standards, he said.</p>
<p>“The problems encountered include the common perception that green buildings are expensive. They can be but they don’t have to be,” he told the Thomson Reuters Foundation.</p>
<p>Perceived elitism associated with green buildings also can be an issue, as people tend to view them as expensive, he said.</p>
<p>He said changes in how buildings are created must be led by governments “for the desired scale and impact”.</p>
<p>“If government leads in constructing and operating energy-efficient buildings, it will propel the adoption drastically,” Kuzwayo said.</p>
<h3>FROM POWER TO WATER</h3>
<p>Sometimes, the worries each city faces can help drive action.</p>
<p>In Cape Town, the “My Green Home” effort launched “right after the power utility, Eskom, had problems to provide adequate electricity in the country,” remembers Makalima-Ngewana, whose household was chosen as one of the programme’s pioneers.</p>
<p>“People were challenged to come up with alternative ways to save and use power,” she said.</p>
<p>Now Cape Town has a new worry: water supplies, in the face of longer droughts linked to climate change.</p>
<p>Makalima-Ngewana’s family is now adapting to that as well, through things like reusing household wastewater as part of the city’s home greening efforts.</p>
<p>“Though the initial focus was strongly focused on energy saving – we still do it up to now – due to water problems we also now utilise our grey water at home,” she said. South Africa is aiming for ‘zero carbon’ buildings in green push, here’s why…

<p>With the lowest power consumption per capita in the world, sub-Saharan Africa is arguably the darkest section of the global village with investments, social and economic growth and jobs creation hobbled by frequent outages, load shedding and total black outs. Over 645 million Africans lack access to electricity.</p>
<p>Yet the continent is rich in energy resources, with well over 10 terawatts of solar potential, 350 gigawatts of hydroelectric potential, 110 gigawatts of wind potential, and an additional 15 gigawatts of geothermal potential. All of these is outside Africa’s huge reserves of coal and gas, which can provide some of the continent’s cheapest electricity.</p>
<p>Surrounded by energy wealth, most Africans still wonder why their countries are so power poor. From the comfort of their friend’s home in the Kingdom of Lesotho, Augustine and his wife Anna, usually spend their evenings staring at the vast Katse dam, the highest dam in Africa, located on the Malibamatso River. They marvel at the evidence of what Mankind can achieve. Lesotho sells billions of litres of the “White Gold” from this dam to neighboring South Africa; the dam also pumps 72 Megawatts of electricity into the national grid.</p>
<p>Completed in 2009, the Katse dam’s imposing 132 KV transmission towers and lines that connect to the grid disappear into the horizon, beyond the towering Maluti mountains that have stood firm for at least 200 million years. Augustine is however moody, most of the time. Saddened by the fact that many of his compatriots still do not have access to electricity, several of their vital social and commercial needs remain unmet due to lack of electricity.</p>
<p>This scenario is Africa-wide. The lack of access to electricity cuts off the vital wants of society. Clearly, children underperform for lack of electricity as schools and homes lack electricity and lives are at risk at hospitals across the continent, as lifesaving equipment lie comatose, unable to be deployed for the purposes they were purchased and installed for.</p>
<p>For these reasons and more, Anna and Augustine are hoping that Africa’s business and political leaders will put Africa’s industrialization and energy drive at the top of their agenda during the 53<sup>rd</sup> annual meetings of the African Development Bank in the coastal city of Busan, South Korea in May 2018. Thankfully, this year’s annual meeting’s theme is “Accelerate Africa’s Industrialisation”.</p>
<p>Korea holds interesting memories for Augustine. The happiest moments of his life were in May 2002. That was the month his home was connected to the distribution network with a pre-payment meter and this happened just before the commencement of the 2002 FIFA World Cup jointly hosted by Japan and South Korea. The electricity meters and lines connected to Augustine’s community were courtesy of a US$36 million Utilities Sector Reform Project, financed by the African Development Bank, the World Bank and the European Union.</p>
<p>Augustine worked with the project team as a driver. He witnessed the evolution of the project between 2000 and 2007, driving engineers and project managers around his mountainous country and parts of South Africa. The smiles of tens of thousands of new electricity customers are permanently etched in his memory:  from deep rural cross-border pilot electrification projects in Dili-Dili (where it was cheaper to be connected from South Africa) to the Letseng diamond mine (renowned for its large stones) and an ultra-modern ski resort in Mokhotlong (frequented by rich tourists); and to Semonkong village (which has the highest waterfall in Africa) and is supplied by a 2MW mini-hydro power plant run by the national utility company.</p>
<p>They recall the problems folks in Lesotho faced in 2008, when Eskom (the South African utility, that has over 40, 000 MWs installed capacity) unexpectedly restricted supplies to the Lesotho Electricity Corporation (LEC, a 100 MW customer). This led to load-shedding and increased costs.  However, LEC was able to buy power, from as far away as Mozambique, thanks to a functioning electricity market under the Southern African Power Pool (SAPP). Mozambique also has the Mozal aluminum smelter plant, which commenced operations in 2000 and produces over 500, 000 tonnes per year for export, and recently for the local downstream industry. Mozal is the largest industrial employer in Mozambique.</p>
<p>Similarly, Zambia, Botswana and the Democratic Republic of Congo also have huge copper reserves that can be refined locally and used for electrical cables and equipment to drive the transition to green power in the SAPP and the rest of Africa.</p>
<p>Augustine recently heard on the news that Eskom currently has excess capacity, which it is planning to export to its neighbours.  Eskom is also the sole off-taker for over $19 billion of investments under a 2013-2018 globally acclaimed Renewable Energy Independent Power Producer (REIPP) auction programme. This is driving industrialization and will accelerate South Africa’s transition to green growth.</p>
<p>The African Development Bank, as one of the lead financiers in South Africa, providing over $2 Billion to the power sector, is working with other development partners to replicate this success across Africa. This is underpinned by the Bank’s performance in 2017 –  when it approved 31 energy projects in 23 countries, totaling $1.4 Billion.</p>
<p>In the same fiscal period, the Bank’s private sector investments rose by 40% to $400 million, with 100% renewable generation projects, including base-load hydro and solar generation projects in Morocco and Côte d’Ivoire, and key cross-border transmission interconnectors in the West and Central African Power Pool networks. These networks will facilitate the establishment of regional power markets, reduce carbon footprint and accelerate industrialization through the conversion of the region’s vast natural resources like the conversion of bauxite to aluminum, iron ore to steel and gas to fertilizers, and processing of rice, cocoa, fruits and vegetables.</p>
<p>Female entrepreneurs like Anna abound across Africa. Anna remembers how access to electricity enabled her to quit working long hours at one of the huge Taiwanese-owned textile factories in Maseru. That was when she took the bold step to become an entrepreneur. Things are looking up for Anna and her household. This winter will be nice and warm. Their home overlooking the dam now has a solar water heater and a Solar Home System. The authorities will soon replace their old pre-paid meters with smart meters and they will certainly not miss watching any of their favorite matches at this year’s FIFA World Cup in Russia.</p>
<p>After the World Cup, Augustine will have to go see his old friends in high places. He has also heard the rumours and needs to go confirm things for himself. He’s heard through the local grapevine that further industrialization of his community and country is in the offing. Investors are looking for local partners to co-invest and work on a plethora of projects: a 50 MW wind, 20 MW solar and a 500 &#8211; 1000 MW hydro power projects, in Mafeteng. The projects have been initiated by the Bank’s Sustainable Energy Fund for Africa grant). He needs to know how communities and SMEs like him can align with the unfolding positive realities of modern industrialization.</p>

<p>The Minister of energy Jeff Radebe launched the Black Energy Professionals Association or BEPA for short. BEPA was established to address the inadequate number of black professionals and entrepreneurs in the South African energy sector.</p>
