Twenty-two patients have been diagnosed positive for COVID-19 in tests carried out today at Quarantine Centers in Asmara (16), Central Region; and Keren (6), Anseba Region.

 On the other hand, thirty-nine patients who have been receiving medical treatment in hospitals in the Northern Red Sea (26), Anseba (7), Central (3), and Southern Red Sea (3), Regions have recovered fully and have been discharged from these facilities.
 The total number of recovered patients has accordingly risen to 3,811 while the number of deaths stands at 14.
 The total number of confirmed cases in the country to date has increased to 4,010.

The African Development Bank Group (www.AfDB.org) and the Government of Tanzania have signed loan agreements totalling $140 million to finance the construction of the 50-megawatt Malagarasi hydropower plant in Western Tanzania.

The agreements cover a $120 million sovereign loan from the Bank and $20 million from the Africa Growing Together Fund (AGTF), administered by the Bank. Emmanuel M. Tutuba, Permanent Secretary at the Tanzania Ministry of Finance and Planning, and Nnenna Nwabufo, Director General of the Bank Group’s East Africa Regional Development and Business Delivery Office, signed the agreements.
The funds will be used to construct the plant and an evacuation transmission line, as well as to add 4,250 rural electrification connections, providing reliable renewable energy to households, schools, clinics and small and medium-sized enterprises in the Kigoma Region.
Tutuba said, “I would like to re-affirm the government’s commitment to working closely with the Bank in efforts to realize our national and international development aspirations. The government will take all necessary measures to ensure successful implementation of this project as planned.”
He lauded Tanzania’s cordial relationship with the African Development Bank that goes all the way back to 1964. He noted that the country was a proud founding shareholder who regard the Bank as a “development partner of choice.”
The project is one of Tanzania’s priorities under its Second Five-Year Development Plan and will also advance the objectives of the country’s Vision 2025. It also aligns with two of the Bank’s High Five strategic priorities, namely, Light up and Power Africa and Improve the quality of life for the people of Africa.
Nwabufo said, “The signing of the loan agreements is another testimony of our joint commitment to working together to support Tanzania’s development aspirations. Malagarasi Hydropower is one of the flagship projects in Tanzania’s Second Five-Year Plan. We appreciate the trust the Government has put in the African Development Bank and we are committed to remaining a privileged and trusted partner of choice.”
The project is one of six transformative infrastructure projects, with a total value of $1.12 billion, that the African Development Bank has approved in Tanzania over the last three years.
The Bank Group’s total ongoing commitment in Tanzania, about $2.33 billion in value, covers the key sectors of transport, energy, water supply and sanitation, agriculture, governance and finance.
The Africa Growing Together Fund is a facility sponsored by the People’s Bank of China and administered by the African Development Bank.

With COVID-19 vaccine supplies to Africa slowing down, the continent is working to boost its own manufacturing capacities for vaccines, medicines and vital health technologies. 

Mrs Biruk Abate Halallo, Health Attaché at Ethiopia’s Permanent Mission to the United Nations Offices in Geneva, is the driving force behind a resolution on the local manufacturing of medicines, medical technologies and vaccines that is being presented at the World Health Assembly, WHO’s leading decision-making body, this week. 
What is the resolution for?
Africa suffers more than its fair share of communicable and non-communicable diseases. Over 90% of the world’s malaria deaths and 70% of all people living with HIV/AIDS are in Africa. More access to good medicines could significantly reduce this needless human toll. 
Ninety-five per cent of all medicines used in Africa are imported and the continent accounts for just 3% of all medicine production globally. The COVID-19 pandemic has further exposed Africa’s vulnerabilities in ensuring access to vital drugs, vaccines and health technologies and more and more African governments view the supply of safe, effective and affordable medicines and vaccines as a national security issue.
Boosting local production will save lives, boost public health and strengthen African economies, including supporting local jobs. It should also trigger the sharing of crucial technologies. 
The full title of the resolution presented at the World Health Assembly this week is ‘Strengthening Local Production of Medicines and Other Health Technologies to Improve Access.’
It covers strengthening local production, promoting technology transfers and innovation and considering the agreement on Trade-Related Aspects of Intellectual Property Rights  and intellectual property rights through the lens of boosting local production. 
The resolution was co-sponsored by more than 100 WHO Member States, including 54 African countries.
What are the next steps?
WHO Member States and WHO must push on with the recommendations in the resolution. 
Member States should align their national and regional policies and strategies around local production. This will help economies of all sizes build synergies, share the workload and avoid costly duplication. 
African market integration and trade facilitation is crucial and African countries must make better use of regional economic integration platforms such as the Economic Community of West African States,  the Common Market for Eastern and Southern Africa and  The new African Continental Free Trade Agreement offer great opportunities.
More integration will help lead to the manufacturing of products that are in high demand in the region, will expand access to more markets and make local production sustainable.
Countries should formulate education policies that foster research and development in pharmaceuticals as well as encouraging thousands more people to gain skills to thrive in the industry. Countries must strengthen and harmonize their regulatory systems to ensure all medical products are of the highest quality and that local manufacturers adhere to international standards. 
WHO should strengthen its role in providing leadership and direction in promoting the strategic use of quality and sustainable local production of medicines and other health technologies. It must keep up the technical support to Member States, as well as in developing policies, capacities and aiding partnership building and international collaboration. 
To fully implement this resolution we need strong political commitment from WHO Member States. We need more public and private partnerships. Support from WHO and other partners is key and we may need additional resources and investment in infrastructure to get going.
What is Ethiopia doing to boost manufacturing at home?
There are 12 medicine manufacturers and 38 medical supply and device manufacturers working in Ethiopia and that are licensed by the Ethiopian Food and Drug Administration. 
Building on this is a priority and with technical and financial support from WHO, we have developed a National Strategy and Plan of Action for Pharmaceutical Manufacturing Development. This was the first country-level adaptation of the vision of the African Union’s Pharmaceutical Manufacturing Plan for Africa  which aims to catalyse local African pharmaceutical production.
Rolling out the strategy brings together key government ministries, regulatory agencies and other stakeholders and partners. It is run by a Steering Committee that is co-chaired by the  Ministry of Health and the Ministry for Trade and Industry.
As part of this we are strengthening our regulatory capacity by reforming the National Regulatory Authority and have set up a new institute to support the pharmaceutical industry.
We are also supporting and encouraging domestic and international investment through shaping a conducive business environment. This includes offering incentives to encourage local manufacturing and setting up the Kilinto Pharmaceutical Industrial Park. 
We’re also working to improve policy coherence, product diversification, human capital development and capacity building across the pharmaceutical sector.
How do you boost demand to sustain local manufacturing?
The key drivers of pharmaceutical demand in Ethiopia are population growth, economic growth, rising health coverage and efforts to address more and different diseases.
With over 112 million people and an annual population growth rate of 2.3%, Ethiopia is Africa’s second most populous nation. It has the fastest growing economy in the region, with growth averaging 9.4% a year from 2010 to 2020. As the spendable income of the population rises, so too does the demand for basic health services, including medicines.
The expansion of Ethiopia’s primary health care sector in the last 15 years has been hailed as a model in sub-Saharan Africa. Since 2003 we have worked to reach more communities and the percentage of women receiving antenatal care by a skilled provider increased from 27% in 2000 to 74% in 2019. Births in health facilities rose from 5% to 48% in that period.
Ethiopia has also introduced a community health insurance scheme in 75% of our districts. This has helped ensure communities engage with health services, which in turn drives demand for medicine’s and medical supplies.
Moreover, Ethiopia is undergoing an epidemiological transition from communicable diseases to non-communicable disease and injuries, and efforts to address all types of public health problems is changing the demand for medicines and health technologies.

Inside Africa’s drive to boost medicines and vaccine manufacturing

“I was running from place to place without food or shelter. I was in fear all the time&#8230; There was no safe place for me until I got to the safe house,” 22-year-old Selam* recounted to UNFPA.

Selam was in an extremely delicate physical and psychosocial state when she arrived. She had been displaced by conflict that continues to rage in parts of the region, and had repeatedly faced harrowing levels of sexual violence.
&#8220;Life didn&#39;t have any sense for her anymore,” explained a social worker, who handled Selam’s case.
It is estimated that thousands of women and girls, like Selam, have experienced sexual violence and are in urgent need of supportive services.
“I see women and girls arriving here so traumatized and depressed due to prolonged suffering, distress and horrendous violence that they cry and cannot eat for days,” added the social worker, whose name is being withheld for security reasons.
UNFPA is providing medical and psychosocial care to survivors, including a safe space where they can heal. These services are crucial for survivors, who need not only immediate responses but also longer-term solutions, including security and stability.
Reported sexual violence is just the tip of the iceberg
Nearly six months of fighting, forced displacement and dire living conditions have created a high-risk environment for women and girls. Gender-based violence has become a daily reality for many across Tigray.
Reports of sexual and gender-based violence are numerous, and they likely represent just a fraction of the real incidence. Gender-based violence is largely unreported even under normal circumstances – with only 23 percent of survivors ever seeking assistance, according to a 2016 survey.
“Survivors fear seeking care due to social stigma, further retaliation or limited access to service providers,” said Tesfu Alemu, a UNFPA programme officer. “Silence is a widespread coping mechanism, but survivors must know about the benefits of seeking care and that help is available.”
This care can make all the difference.
“I didn’t know that there were people who can help or do anything, even that women have rights. I found out when I arrived at the safe house,” said Selam.
“They really change here,” the social worker said of survivors at the safe house.
“I have never received such a dignified care in my life,” Selam added.
Need to scale up
As the conflict drags on, UNFPA estimates that tens of thousands of people may end up requiring medical services to address sexual and gender-based violence in Tigray and the neighbouring conflict-affected regions of Amhara and Afar. Yet only 29 per cent of health facilities in Tigray are partially available to provide clinical management of rape; none are fully available.
And while an estimated 1 in 5 people affected by conflict experience a mental health condition, according to World Health Organization researchers, the availability of mental health and psychosocial support is far below the current needs.
“The long-standing impact of the crisis in Tigray on women and girls, and the disruption of systems and services they normally rely on, underscores the acute needs for comprehensive assistance for sexual and gender-based violence, including mental and psychosocial first aid,” said Diana Garde, UNFPA’s humanitarian coordinator.
UNFPA is currently scaling up its support to safe houses, which not only provide clinical management of rape and psychosocial counselling, but also connect women to other sexual and reproductive health services. UNFPA is also expanding the availability of one-stop centres – which provide a wide range of care – and women’s and girls’ safe spaces across the conflict-affected regions. UNFPA is also providing medical supplies and equipment to restore health system services.
UNFPA currently requires at least $12 million to provide this life-saving support, of which less than 40 per cent has been funded.
As for Selam, she says she is determined to move forward. She has found hope and purpose, she said, in part because of the inner strength she summoned while at the safe house.
“When I leave this house, I would like to train and help other women like me in my community,” she said.

Urgent funding needed to assist survivors of sexual and gender-based violence in Tigray

Under the threat of another eruption, tens of thousands of people have been ordered to leave Goma in the Democratic Republic of Congo, raising fears that even more children are at risk of being separated from their families, Save the Children warned.

The organisation has been working to reunite children who were separated from their families since the deadly eruption of Mount Nyiragongo on 22 May. At least 243 children are still separated from their parents &#8212; most are in temporary family housing and transit centres.
The sudden eruption sent lava flowing into populated areas of Goma, destroying around 1,000 homes in four villages, six schools and vital infrastructure, cutting off power and water supplies to hundreds of thousands of people. In the ensuing chaos and earthquakes, 939 separated children [1] were identified &#8211; 696 have been reunited with their families.
The parents of Tresor*, 11 and Hortensia*, 5 live in Turunga and work at the market. They were not at home when the volcano started erupting and by the time they got home, some of the children had already fled. They searched for Tresor* and Hortensia* at the hospital, at the morgue and even at the prison. Their father Bahati* said, &#8220;*We were very scared. We were bitter because we had escaped the events but we were traumatised. We left the house at 6 am to look for the children.*&#8221;
Tresor* explained: &#8220;When the eruption happened, one man was driving in the neighbourhood offering a ride to people. I took my sister with me because I didn&#39;t want to leave her.&#8221;
When asked why he followed the fleeing people all the way to the town of Sake, he said: *&#8221;I thought that at home everyone must have been dead. I am very tired but when I go home I will embrace my little brother&#8221;. *
Edouard Niyonzima, Humanitarian Worker for Save the Children in Goma, said:
&#8220;We can see the situation in Goma district is getting worse. Earthquakes are continuing in the region which is already reeling from destroyed homes, schools and infrastructure. *Half a million people are without water, which raises the risk of a cholera outbreak.&#8221; *
*&#8221;This disaster comes while the DRC is already home to one of the largest populations of displaced people in the world and the most on the African continent. 5.2 million people are internally displaced, and this latest crisis is putting even more pressure on the already strained resources of the government and aid organisations.&#8221; *
*&#8221;Our teams come across unaccompanied children in the shelters &#8212; children at risk of abuse or exploitation if they are not noticed. They, and also the ones who already have been reunited with family, will have to deal with the trauma of losing their homes, schools, and sometimes even family members or friends.&#8221; *
Amavi Akpamagbo, Save the Children&#39;s Country Director in DRC, added: &#8220;*Our primary focus is the protection of all children particularly through family tracing and reunification. Mental health and psychological support is a key component to offer to affected communities and children.&#8221;*
Save the Children is in Goma, where it is working with the local partner Umoja in Action to support the reunification of children with their families, together with the Child Protection Working Group and other actors.
Save the Children has worked in the DRC for more than 25 years, including in Goma where it has a strong relationship with local communities, partner NGOs, and officials. The organisation manages programmes in Health, Child protection, Education.

DRC: More children risk being separated from family as tens of thousands flee on fears of another volcano eruption

The International Committee of the Red Cross (ICRC) is asking donors for an additional 28 million Swiss francs ($31.3 million) for its operations in Ethiopia and Sudan following violence that has forced tens of thousands of people from their homes, increasing the need for food, clean water and medical care.

The new appeal will bring ICRC&#39;s total budget for Ethiopia to 65 million Swiss francs ($72.7 million) and the total budget for Sudan to 36 million Swiss francs ($40.3 million). It is the ICRC&#39;s largest such appeal in four years.
&#8220;We haven&#39;t seen such an increase in the level of violence in this region for many years,&#8221; said Patrick Youssef, the ICRC&#39;s head of operations for Africa. &#8220;The world&#39;s attention has been mostly on Tigray, but pockets of violence broke out in other parts of Ethiopia as well, while fighting also resurfaced in Darfur, causing more fear, more displacement and preventing people from meeting their vital needs.
&#8220;We are facing an unprecedented challenge, responding to several crises that unfold against the backdrop of the COVID-19 pandemic and climate shocks,&#8221;Mr Youssef said.
In Ethiopia&#39;s Tigray region, the presence of humanitarian actors increased in cities, but significant gaps remain in hard-to-reach rural areas. Access to food and primary healthcare are major humanitarian concerns. At the same time, humanitarian needs in other violence-affected areas like Oromia continue to grow.
In Sudan&#39;s Darfur region, the flare-up of violence forced tens of thousands to flee their homes. People can&#39;t grow food and access essential services. Meanwhile, the country is dealing with several displacement and refugee crises. Nearly 2 million Sudanese remain internally displaced, while the country is hosting more than a million refugees, including over 60,000 people who recently fled Ethiopia.
&#8220;The emergency response alone will not suffice in the situation we are now facing. The level of violence and destruction is such that we must be prepared to deal with the protracted consequences of these crises,&#8221; Mr Youssef added. &#8220;Respect for civilian life and property, as well as for healthcare facilities and personnel, is the only way to limit the disastrous humanitarian impact of the ongoing violence.&#8221;
The ICRC stepped up its response in Ethiopia and Sudan to cover urgent humanitarian needs, providing emergency relief and preparing for long-term interventions. Additional funding will enable it to expand its programs in Tigray, Oromia and other violence-affected areas of Ethiopia, working alongside the Ethiopian Red Cross. Reaching rural areas of Tigray, reinforcing health services, and increasing support for victims of sexual violence are among the main priorities.
In Sudan, the ICRC will expand its activities and support the Sudanese Red Crescent to respond to the increasing humanitarian needs in Darfur, Blue Nile and South Kordofan. It will focus on delivering assistance to people affected by violence, reinforcing primary health care and physical rehabilitation services.
ICRC in Ethiopia:
 	Supporting health centers in Zalambesa and Altitenna and hospitals in Shire and Sheraro; 	Providing almost 200,000 liters of drinking water daily to more than 22,000 displaced people and host communities in Mekele, Axum and Shire; 	Distributed seeds, tools and fertilizer to more than 35,000 families in Somali, Oromia and Tigray Regions.

Senegal’s New Economic Policy to be outlined in Canada

With just under a week to go until entries close at the end of 31st May for Canon (https://global.Canon/en) – a photography competition for enthusiast photographers &#8211; Canon Ambassadors reveal how they would tackle the theme of ‘Light in the Dark’. Emannuel Oyeleke (https://bit.ly/2TbZSCL) and Menna Hossam (https://bit.ly/2RSKhYt), CCNA Canon ambassadors share tips with aspiring photographers – whether it is emphasising shadows, experimenting with different light sources or shooting with long exposures – they’re championing creative, experimental techniques to get the winning shot.

Tip 1: Emphasise the shadows
Known for his iconic fashion and beauty images, Canon ambassador, Emmanuel Oyeleke (https://bit.ly/3vu64US) from Nigeria pointed out that one doesn’t need to always light the whole scene as the shadow does its magic. Many upcoming photographers are often scared of using shadows as they want a polished clean look, and he notes that emphasizing on shadows is important.
Menna Hossam (https://bit.ly/3vqzyTG), another Canon ambassador and an Egyptian fine art and fashion photographer whose imaginative work is inspired by myth, fantasy and visual storytelling, notes the importance of avoiding anything that&#39;s not linked to the subject, instead arranging additional shadow or lighting a plant so it casts a shadow on your subject, making the image more atmospheric.
Tip 2: Experiment with different light sources
With a competition brief like this, it can be easy to lean on traditional techniques and tools such as your camera flash or a lighting panel, but Canon Ambassadors highlight the power of experimenting with different light sources. Emmanuel (https://bit.ly/3fHOeHi) tells us that there are no rules when it comes to shooting in the dark, as it can be blurry or grainy, but with a few simple lighting techniques one can completely transform well-known landscapes. The darker it is, the more impact you can have with your light.
Menna (https://bit.ly/3hWyJhv) points out that light and shadow are also critical parts. She recommends using a range of different light sources - such as torches, projectors or even bike lights - to create the right look and feel for each image. Photographing in the dark with this small, direct source of light she says, can be exciting because it gives you a dramatic, stylised look. Also, having a model in front of the projection distorts the image and creates a more abstract, interesting photo. As much as possible upcoming photographers should try to use unconventional light sources available in their environment to create atmosphere.
Tip 3: Play with long exposures 
Both ambassadors note that painting with light is a great way to create landscape photos which look unnatural. One can either opt for long exposure or use drones as a great tool for putting light and colour where one wouldn’t ever normally see it in nature. How fascinating it is to see the red-light contrast against the deep blue of the night sky. To paint with a light source such as a drone or even a laser pen, it is crucial that you get your camera settings right. One could use slow shutter speeds together with flash and then use a laser pen to draw with light. A shutter speed of 2 seconds, with an ISO of around 100 and aperture at 11 creates these light trails. You can easily paint any shape or emphasise certain elements of your subject with this technique. You never know what you are going to get, just experiment.

Lady Cranes XV coach Leonard Lubambula has today announced the 30-woman squad for the second camp of the national team.

A squad of 32 players was summoned for the first camp in Jinja last week from which two trial games were played. It is from this camp that players were evaluated for national team selection.
