U.S. International Development Finance Corporation (DFC) announced the first disbursement of a $5 million direct loan to Africa Healthcare Network (AHN), the largest operator of dialysis centers in East Africa. The project is part of DFC’s comprehensive COVID-19 Response through which the agency is mitigating the economic and health impacts of the COVID-19 pandemic, and DFC&#39;s Global Health and Prosperity Initiative, under which the agency is working to strengthen global health systems.

“DFC continues to support global health and sustainable economic growth in developing countries during the COVID-19 pandemic and beyond,” said DFC’s Vice President of the Office of External Affairs and Head of Global Gender Equity Initiatives Algene Sajery. “This investment in AHN will expand access to affordable, high quality healthcare across Sub-Saharan Africa through its operation of lifesaving dialysis centers.”
The pandemic has caused disruptions to health services worldwide and has impacted the ability for countries to address and respond to non-communicable diseases (NCDs). Those living with NCDs, including chronic kidney disease (CKD), are at an increased risk of becoming severely ill with COVID-19. Independent studies estimate that there are over 1 million patients with CKD in Sub-Saharan Africa requiring dialysis and the region requires over 50 times the current number of centers to meet the demand. DFC’s financing will help increase patient access to safe dialysis treatment and help mitigate disruption to essential health services.
AHN is the largest and most expansive dialysis services provider in East Africa with 18 dialysis centers in Kenya, Tanzania, and Rwanda offering high-quality, affordable care. DFC funding will allow AHN to support growth throughout Sub-Saharan Africa as it continues to build and operate additional dialysis centers through partnerships with leading hospitals in the region.
Since the onset of the COVID-19 pandemic, DFC has undertaken a multifaceted approach to mitigate the pandemic’s impact by providing rapid response recovery lending to existing DFC clients in developing countries; providing economic recovery lending to new DFC clients in vulnerable regions that support small and medium sized businesses, especially women-owned or women led businesses; and strengthening health systems. Also, as part of the overall U.S. global response to the COVID-19 pandemic, DFC is partnering with the private sector, other DFIs, U.S. government agencies, and other organizations. At a time when developing markets are experiencing liquidity strains, the agency is helping stabilize industries, safeguard jobs, and speed private sector recovery.
In addition to financing this vital project, DFC is strengthening global health systems by working to provide businesses with financing to increase capacity in the manufacturing, production, and distribution of vaccines, including the COVID-19 vaccine, under DFC’s development strategy Roadmap for Impact. DFC is also prioritizing investments that empower women and advance its 2X Women’s Initiative, as women are often disproportionately impacted by crises, especially when they seek access to capital.
DFC is accepting proposals under its Global Health and Prosperity Initiative. The agency seeks to invest between $5 million and $500 million per eligible project through its full range of financial tools, which includes equity and debt financing, political risk insurance, and technical development. Eligible projects should deliver highly impactful health outcomes in developing countries.

The African Centre for Statistics (ACS) at the Economic Commission for Africa (ECA) on Tuesday hosted a webinar on the need to improve relationship between producers of statistics and the media in order to enhance end user experience.

“Data generated by producers of official statistics are critical for planning, decision making, monitoring and evaluation of public policies. The media, therefore, is an essential vehicle to ensure that such data is transmitted and shared with all stakeholders,” said ACS Director, Oliver Chinganya.
The session was organised in partnership with AFRISTAT, INSEE, ONS-UK and PARIS2,  under the theme “Media Engagement in Official Statistics: How and Why?”
Kenyan journalist, Wanjohi Kabukuru, deplored the fact that some National Statistical Offices (NSOs) make it difficult and sometimes impossible for journalists to access official statistics. 
Mr Kabukuru urged NSOs to aspire to be primary sources of data rather than deny access for journalists who end up getting the same information from secondary sources &#8211; usually international organisations &#8211; to which NSOs furnish data. 
“When you give data you control the narrative,” he added.
Speaking for the Ghana Statistical Service (GSS), Paul Seneadza, a GSS public relations staff, said his institution has a well organised structure for engaging with media and that they consider journalists as ‘essential partners’. He noted, however, that some journalists need training to enhance their ability to distill and disseminate data.
In the same vein, Rebecca Jakeway, ONS-UK’s Communications Advisor spoke on the importance of user engagement, citing the media as their &#39;most important stakeholder’
“Our work is worthless if it doesn’t reach the end user. The media has a crucial role to simplify data in a way that the general public can understand,” she stated.
A presentation on ‘sample tactics for media engagement in official statistics’ was made by 
Joseph Ilboudo, Chief of Statistical Development at the ACS, who highlighted the need to “remove barriers to entry and promote a relationship of trust between NSOs and journalists.”
He said, “ensuring that users get a pleasant, open and informative first experience will pave the way for future engagement.”
Mr Chinganaya expressed hope that the media will “help enhance statistical literacy among citizens with a view to increasing demand and eventually for governments to begin investing more in data, innovation and technologies for data collection and dissemination.”
The ECA director pointed out that ACS and its partners are ready to support in developing and implementing a user engagement strategy. “We have already started with a few countries, and we hope more countries will engage and follow suit.”
A similar webinar targeting French speaking journalists has been scheduled for 8 June 2021.

Health Principal Secretary Susan N. Mochache has called for joint stakeholder efforts in ending Obstetric Fistula. Speaking during the commemoration to mark International Day to End Obstetric Fistula (IDEOF) at Kenyatta National Hospital, the PS noted that Fistula is driven by social, economic and health factors that can only be addressed through multi-sectoral approach.

The PS said that there is need to build capacity to ensure access to comprehensive emergency obstetric care, treat fistula cases and address the underlying health, socioeconomic, cultural and human rights determinants that undermine the national  agenda of ending obstetric fistula and ensuring every woman and girl enjoy their fundamental rights.
“This year’s theme Women’s rights are human rights! and the accompanying clarion call of End Fistula now!, is a timely reminder that Obstetric Fistula can be eliminated if we prioritise the rights of women and invest collectively in better health systems to cushion pregnant women from unpredictable adversity of child birth.” She emphasised.
She informed that Government efforts to enable expectant women access pre-natal, skilled delivery services and postnatal care in order to avoid preventable deaths and complications that arise during child birth are  bearing fruits and that eight out of ten births now occur within health facilities attended by a skilled health provider.
Ms Mochache reaffirmed Kenya’s commitments made during the Nairobi Summit on ICPD25, to ensure progress towards ending Obstetric Fistula by 2030 as guided by strategic frameworks for Sustainable Development and the National Strategic Framework on Female Genital Fistula.
The PS  recognised and appreciated the commitment by H.E the First Margaret Kenyatta in championing advocacy to end Obstetric Fistula saying such high level patronage and leadership is an a guarantee for better maternal health. “We will leverage on this endowment, goodwill and outstanding leadership to ensure that each mother has access to quality health care and services during pregnancy and child birth, that will consign Obstetric Fistula to archives of History.” She said.

UN Headquarters will observe the International Day of United Nations Peacekeepers on Thursday, 27 May 2021. Secretary-General António Guterres will lay a wreath to honour the more than 4,000 UN peacekeepers who have lost their lives since 1948 and will preside over a ceremony at which the Dag Hammarskjöld Medal will be awarded posthumously to 129 military, police and civilian peacekeepers, who lost their life serving under the UN flag last year and in the first month of this year.

Among the fallen peacekeepers to be honoured are five from Egypt:  Sgt Ahmed Mohsen,  
Cpl Islam Mahmoud Ismail, Pvt Mohammed Elamir, Sgt Ahmed Mahmoud Rizk who served with the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA); and Police WO Abdelwanis Rahoma who was with the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). 

Egypt is 7th largest contributor of uniformed personnel to UN Peacekeeping. It currently deploys nearly 3,100 military and police personnel to the UN peace operations in Abyei, the Central African Republic, the Democratic Republic of the Congo, Mali, Sudan, South Sudan and the Western Sahara.
At the ceremony, the Secretary-General will also award the ‘2020 Military Gender Advocate of the Year Award’ to Major Steplyne Buyaki Nyaboga a Kenyan military officer who served with the African Union – United Nations Hybrid Operation in Darfur, (UNAMID). Created in 2016, the Award “recognises the dedication and effort of an individual peacekeeper in promoting the principles of UN Security Resolution 1325 on women, peace and security.” 
In a message to mark the Day, the Secretary-General said of the fallen peacekeepers: “Their service and sacrifices will never be forgotten.”  He further said: “I express my deep gratitude to the 85,000 civilian, police and military personnel currently deployed in some of the world’s most challenging hotspots to protect the vulnerable and help to build peace. Despite the restrictions imposed by the pandemic, as well as the risk of infection, these men and women have pursued their mission while also supporting local authorities in the fight against COVID-19. I offer sincere condolences to the families of peacekeepers who have fallen victim to this terrible disease.”

The theme for this year’s observance is “The road to a lasting peace: Leveraging the power of youth for peace and security.” Tens of thousands of young peacekeepers deployed around the world play a key role in helping UN missions implement their mandated activities, with the active participation of young people from host communities.  Across our missions, peacekeepers collaborate with youth to reduce violence and sustain peace, including through DDR and Community violence reduction programmes.
 Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations, said: “We salute the dedication and bravery of our peacekeepers, who serve and perform admirably in challenging environments only compounded by the ongoing pandemic. I also honor our young peacekeepers who bring energy and innovation, and serve as role models to youth populations working tirelessly to ensure meaningful representation and participation in political processes.” 
He added: “Our peacekeepers deserve our full support, and we must continue to work together to do all we can to improve their safety and security and give them the tools to succeed.” 

The International Day of United Nations Peacekeepers was established by the General Assembly in 2002, to pay tribute to all men and women serving in peacekeeping, and to honour the memory of those who have lost their lives in the cause of peace. The General Assembly designated 29 May as the International Day of UN Peacekeepers in commemoration of the day in 1948 when the UN’s first peacekeeping mission, the UN Truce Supervision Organization (UNTSO), began operations in Palestine.   

Since then, more than 1 million women and men have served in 72 UN peacekeeping operations, directly impacting millions of people, and saving countless lives. Today, UN Peacekeeping deploys more than 89,000 military, police and civilian personnel in 12 operations.

UN Headquarters observes International Day of United Nations Peacekeepers on 27 May

Over 1.7 million people displaced due to conflict are in need of urgent assistance across 265 accessible locations in Ethiopia’s Tigray region and neighboring Afar and Amhara, according to data collected by the International Organization for Migration’s (IOM) Displacement Tracking Matrix (DTM).

The data reveals the extent to which people have fled to towns and cities to seek humanitarian assistance and gain access to essential services. It is the fifth such assessment conducted by IOM in the area. 
The figures were collected through a monthly Emergency Site Assessment which has been in place since the conflict in Northern Ethiopia erupted in November 2020. The assessment, conducted between 01-22 April, shows that there are some 1,645,944 IDPs in Tigray region, another 48,420 in Afar region and 20,812 in Amhara region.
The data are only indicative of the displacement in areas accessible to IOM enumerators. Many sections of the Tigray region’s Northwestern, Central, Eastern and Southern zones remain out of reach to humanitarian partners due to continuing insecurity.   
The highest concentration of displaced persons is in Shire, where 575,115 IDPs are residing in overcrowded collective shelters, including schools, within the host community and in open spaces. The majority are from Western and Northwestern Tigray. Other urban areas with high displacement concentrations included Adwa (188,910), Sheraro (165,223), and Mekele Zone (200,909). 
According to the analysis of DTM and partner datasets, there is a pressing need to deal with growing food insecurity, particularly to assist those displaced, as well as providing shelter, water, sanitation, hygiene and other non-food items in the overcrowded sites across the conflict-affected area.
Since the beginning of the crisis, IOM has been monitoring the humanitarian and displacement situation through monthly area-based assessments, which capture the number of displaced persons, their locations and needs to inform the wider humanitarian response.   
IOM will continue to expand its assessment coverage in the north so that the needs of more IDPs can be assessed. Since 2018, DTM has been the official source for displacement data in Ethiopia. DTM works in collaboration with Ethiopia’s National Disaster Risk Management Commission (NDRMC).

Borry Jatta, the DRC Country Director at IRC, says, “The International Rescue Committee (IRC) is concerned about the continued risks in DRC’s Goma as earthquakes persist, destroying buildings, homes and other infrastructure and gas emissions, acidic rain and volcanic dust pose continued health risks. There have been more than 200 tremors in the past 2 days and for residents of Goma, the impact of the eruption is not behind them. The earthquakes as well as the possibility of a new eruption continue to cause alarm as the risk to their lives and homes persist. With at least 500 homes destroyed, many are sleeping outside out of fear of buildings collapsing due to cracks. Widespread fear has led more residents to flee the city, in addition to the 30,000 people who left after the eruption this weekend. Families have been separated and more than 170 children are still feared missing.”

“Researchers observing the volcano have a limited sense of the current risk level; the situation remains highly unpredictable as several warning signs emerge of the risk of a new eruption in the next few days, including multiple cracks on the ground, emission of gas and the worrying fact that the Kivu crater seems to have refilled very quickly, indicating another possible eruption. The IRC is preparing a response to meet the escalating humanitarian needs in collaboration with the government and other NGOs. There is now a desperate need for an increase in fundings and support from the international community.”
The IRC has been working in the DRC since 1996 providing emergency assistance and humanitarian aid to those affected by violence and uprooted from their homes. As the country struggles to recover from decades of conflict and widespread disease, the IRC is focusing our efforts in Tanganyika, Kasai Central, and North and South Kivu by providing emergency health care, shelter, water, sanitation, and emergency supplies to hundreds of thousands of people in eastern and central Congo.

IRC is concerned about the continued risks in Goma, Democratic Republic of Congo in the aftermath of the eruption

On Tuesday 25 May 2021, the International Organization for Migration (IOM) and humanitarian partners distributed emergency aid to newly displaced households due to new floods caused by the constant rise of Lake Tanganyika and the Rusizi River.

The recent floods have caused further displacement of people and destruction of property. Coordinated by the Directorate General of Civil Protection and Risk Prevention and Disaster, and the local administration, this aid is intended for those who have been most affected and are in the sites of Sobel and Kinyinya II.
Local authorities have confirmed that 5,152 families have been affected and displaced by the floods since last week. IOM Burundi has provided non-food items (NFI) as a first step in the emergency response.
On Saturday 23 May, IOM facilitated the transportation of 254 families from Gatumba and Rukaramu to the Sobel site and has already assisted 383 displaced families in the same site with blankets, soap, tarpaulins and jerry cans. This support has been made possible through the support of the European Union in Burundi and the Federal Republic of Germany.
IOM will assist the most vulnerable people from Gatumba who are currently in the Sobel and Kinyinya II sites by providing 1,000 NFI kits and 1,794 tarpaulins. World Vision International will also distribute 400 NFI kits. This is in addition to other initiatives by United Nations (UN) agencies and non-governmental organizations, coordinated by the UN Office for the Coordination of Humanitarian Affairs with the Ministry of National Solidarity, Human Rights and Gender and the Ministry of Interior, Community Development and Public Security.
Despite the emergency response currently being mobilized, many people in need cannot be assisted due to limited resources. “We don’t have enough stocks to respond to people’s urgent needs. We need to be able to help more with shelter and non-food items. The humanitarian community as a whole does not possess enough resources to respond to this growing humanitarian emergency which needs considerably more support”, says Michael ASIMA, IOM Burundi’s Emergency and Preparedness Coordinator.
Thousands of people have been forced to leave their flooded homes in the last weeks after the lake’s water level, which began to rise over a year ago, reached a tipping point due to unusually heavy rainfall across the sub-region in border countries such as the United Republic of Tanzania and the Democratic Republic of the Congo.
Many of them still have nowhere to go, while others are temporarily sheltered elsewhere by families or neighbours or in empty buildings. During previous floods, Gatumba was among the most affected areas. Now, most of Burundi’s coastal provinces are seriously affected.

IOM Burundi distributes emergency aid to families stranded by floods

In response to the eruption of the Nyiragongo volcano in the Democratic Republic of the Congo (DRC), the U.S. Agency for International Development (USAID) is providing $100,000 in emergency assistance to provide safe drinking water to people affected and to assist in cholera prevention efforts.

On May 22, the Nyiragongo volcano in the DRC started erupting, triggering a series of small earthquakes. While lava flows stopped about one mile from Goma, the eruption caused significant damage in North Kivu, including to a critical water pipeline, cutting off drinking water access for as many as 500,000 people. USAID disaster experts are conducting assessments to determine additional needs and coordinating with local officials and humanitarian partners. In addition, the USAID-supported U.S. Geological Survey (USGS) Volcano Disaster Assistance Program (VDAP), which leverages the U.S. scientific and technological expertise of the USGS, is providing technical assistance to DRC’s Goma Volcano Observatory to help track and analyze Nyiragongo’s activity.
USAID offers its deepest condolences to the families and communities affected by the eruption of Nyiragongo volcano and stands with the people of the DRC as they begin to recover.
The United States is the single largest donor of humanitarian assistance in the Democratic Republic of Congo, providing more than $131 million in Fiscal Year 2021 to date.

Coronavirus – Ethiopia: COVID-19 Reported Cases in Ethiopia (25 May 2021)

Sixteen patients have been diagnosed positive for COVID-19 in tests carried out today at Quarantine Centers in the Northern Red Sea, Southern Red Sea, Gash Barka, Southern and Central  Regions.

Out of these, six patients are from Quarantine Center in Gelaalo, Northern Red Sea Region. Three patients are from Quarantine Center in Assab, Southern Red Sea Region.  Three other patients are from Quarantine Center in Om-Hajer, Gash Barka region.  Two patients are from Quarantine Center in Senafe, Southern Region. The last two patients are from Quarantine Center in Asmara, Central Region.
On the other hand, thirty-eight patients who have been receiving medical treatment in hospitals in Gash Barka Region have recovered fully and have been discharged from these facilities.
The total number of recovered patients has accordingly risen to 3,749 while the number of deaths stands at 14.
The total number of confirmed cases in the country to date has increased to 3,948.

Entrepreneurs and businesses most impacted by economic, health and social challenges triggered by COVID-19 will be able to benefit from a new EUR 100 million private sector financing initiative backed by (OeEB), the Development Bank of Austria, and the European Investment Bank.
The programme will enhance access to long-term financing across sub-Saharan Africa, help to create thousands of jobs and accelerate sustainable development and poverty reduction. The first joint business financing supported by the two institutions will provide both direct loans to companies in Africa and financing managed by local banks.
“This first cooperation between the Development Bank of Austria, and the European Investment Bank will provide timely support for private sector investment across Africa and strengthen sustainable development during challenging times. Austria is committed to supporting high-impact investment in Africa and I welcome this new EUR 100 million COVID-19 economic resilience initiative that will support thousands of jobs in businesses and help companies large and small to tackle the impact of the pandemic.” said Gernot Blümel, Federal Minister of Finance of the Republic of Austria and Governor of the European Investment Bank.

Addressing poverty, delivering SDGs and helping Africa companies impacted by COVID-19
Reflecting the crucial need to strengthen economic resilience and private sector investment during the pandemic the new financing scheme will be able to support a broad range of eligible investments by African small and medium sized enterprises.
The new initiative will contribute towards sustainable development goals, including SDG 1 “No Poverty” and SDG 8 “Decent work and economic growth.
Backing business investment across key sectors
The new financing is available immediately to support investment by agribusinesses, manufacturing and service sector businesses across sub-Saharan Africa.

Health and safety remain Jumeirah’s top priority. As a result of these measures, 12 of Jumeirah’s properties, including Capri Palace Jumeirah, have been awarded the Safeguard Label from Bureau Veritas, a world leader in testing and inspection services. Furthermore, the island of Capri has been declared COVID-free, with 80% of residents and all tourism sector employees having received, as a minimum, the first dose of the vaccine. The island is also organising PCR tests for any guests who need one, with results provided in time for their departure. Travellers from Europe, UK and Israel are now able to enter Italy without justification and will not be required to quarantine, while passengers from USA and Canada also need not quarantine when entering via Covid-tested flights.

382 people have tested positive for the disease, from a sample size of 3,719 tested in the last 24 hours. The positivity rate is now 10.3%. Total confirmed positive cases are now 168,925 and cumulative tests so far conducted are 1,787,093.

New cases by county; Kisumu 110, Kericho 37, Siaya 33, Nairobi 31, Busia 28, Mombasa 20, Kitui 19, Nakuru 19, Uasin Gishu 14, Homa Bay 14, Nyamira 10, Garissa 10, Makueni 7, Vihiga 5, Bomet 3, Machakos 3, Kakamega 3, Kiambu 2, Murang’a 2, Nyandarua 2, Meru 2, Elgeyo Marakwet 1, Embu 1, Kajiado 1, Kilifi 1, Laikipia 1, Migori 1, Nandi 1 and Turkana 1.
1,134 patients have recovered from the disease, 875 from the Home Based and Isolation Care, while 259 are from various health facilities countrywide. Total recoveries now stand at 115,813.
1,079 patients are currently admitted in various health facilities, while 4,756 patients are on Home Based Isolation and Care. 113 patients are in the ICU, 24 of whom are on ventilatory support and 65 on supplemental oxygen. 24 patients are under observation.
Another 98 patients are separately on supplemental oxygen with 91 of them in general wards and 7 in High Dependency Units.
VACCINATION: As of today, a total of 957,804 persons have so far been vaccinated against the COVID-19 disease countrywide. Of these 561,649 are aged 58 years and above among others, Health workers, 164,369, Teachers 150,807, while Security Officers 80,979.
