Mr. Ayman Amin Sejiny, CEO of ICD and Mr. Diakarya Ouattara, Managing Director of CBI – Burkina Faso, signed the Line of Financing agreement for EUR 15 million under the Commodity Murabaha Financing Structure dedicated to the Islamic Window of the Bank.

The Department of Social Affairs, through the Labor, Employment and Migration Division, has been working to strengthen the coordination of the migration agenda in the African Union Commission (AUC). This is a key strategy of the Department’s 5-Year Migration Strategic Plan that seeks to promote synergy and collaboration among various AUC departments, offices and specialized agencies of the African Union. These efforts, through the African Union Continental Consultative Meeting (AU-CCM) framework, has seen closer partnership and collaboration on migration agenda, by different departments with migration mandates; hence reducing duplicity, wastage of resources, among other issues.

In order to strengthen this partnership among different AUC Departments, independent and regional offices, specialized institutions to effectively undertake their mandate on migration governance in the continent, there is need to build the capacity of relevant senior focal officers in the Union with relevant professional skills to effectively undertake their mandate in promoting migration governance in the continent. This will have long-term effects of the AUC to effectively fulfil its mandate to coordinate different stakeholders on the nation, regional, continental and global level in the area of Migration and Mobility.
It is against this backdrop that the Department of Social Affairs, in cooperation with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), has engaged, the Hertie School of Governance, in Berlin, Germany; to develop and implement a tailor-made Executive Training course on Public Policy and Management, including leadership, management and stakeholder management, for senior-level AUC staff.
The training is designed to enhance the expertise of the participants drawn from different departments, AU Organs and specialized agencies, and deepens the skills and efficiency on successful Migration policy implementation and harmonization at regional and national levels. Further, the executive training gives an opportunity to learn from each other and from other international experts in the field of migration governance and public policy.
The objective of the tailor-made executive course is to build the selected senior-level AUC staff to:
 	Effectively contribute to the implementation of the AU’s migration agenda in terms of public policy; 	Enhance efficiency in reaching out to its recipients and audience (Member States and RECs); 	Advocate for the AU’s mission and vision on migration with relevant counterparts in the continental and international arena; 	Pursue further agenda setting on the topic of migration and related fields; 	Make effective use of the decision-making processes within the AU and the Commission; 	Effectively manage a complex, multi-lateral organization and its partnership and stakeholder ecosystem; and 	Provide leadership and guidance to the continent on migration issues. 
The opening ceremony took place in the presence of the Deputy Chairperson of the AU Commission, H.E Amb. Kwesi Quartey, Ms Inge Baumgarten, Director of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) office to the African Union, Ms. Julia Hannig, Head of Development Cooperation in German Embassy in Ethiopia, representing German Ambassador in Addis Ababa, Mr Stephan Auer, and Professor Dr Andrea Römmele, Dean of Executive Education and Professor of Communication in Politics and Civil Society at the Hertie School.
The Deputy Chairperson of the AUC. Amb. Kwesi Quartey underlined the importance of the capacity building in all issues related to migration governance in the continent. The Deputy Chairperson reaffirmed the Commission’s commitment to work with the GIZ, in order to give full measure to the desirable cooperation and synergy between the two institutions towards the implementation of our vision – Agenda 2063.
The training will take place between 30 November and mid-December 2020 through live virtual presentations, pre-recorded lectures including case studies and expert talks, preparatory materials, small assignments and occasional interactive video sessions with participants and lecturers. The online training will be complemented with a study visit and ceremony/event of handing over the certificates to the participants in Berlin in 2021, once travel restrictions are lifted. The subsequent study-visit will include visits to relevant institutions for the exchange of best practices and lessons learned.

African Union Commission (AUC) organizes Executive Leadership Training course on Public Policy, Management & Migration Governance

Phakamisa, AstraZeneca’s (www.AstraZeneca.com) access to healthcare initiative, focuses on lessening the burden of non-communicable disease (NCD) on the South African healthcare system, through the promotion of primary prevention, early detection of disease and access to care.

This week AstraZeneca announced it is expanding its Phakamisa Programme through public and private partnerships with multiple healthcare stakeholders to improve the health outcomes for patients in South Africa. The collaboration between community, civil society, government and private entities will focus on improving breast and prostate cancer management in the public sector and specifically address early detection of disease, promotion of primary prevention and access to care.
Breast and prostate Cancer are growing health problems in South Africa. Apart from non-melanoma skin cancer, breast cancer is the most common cancer in women, with a lifetime risk of 1 in 26 in South Africa. [1] On average, five South African men die from prostate cancer every day, with more than 4,300 South African men newly diagnosed with prostate cancer each year. [2]
The burden of cancer in South Africa is compounded by socioeconomic obstacles including a lack of awareness of breast and prostate health issues, cultural barriers and limited access to healthcare facilities. Additionally, many patients delay seeking treatment for symptoms. This has hindered efforts to combat the disease among lower-income communities, particularly those in the previously marginalized population.
In December 2010, AstraZeneca responded to this need and announced the launch of the Phakamisa programme. The programme, implemented in 2011, brings together different organisations to help reduce the burden of non-communicable disease on South Africa’s public healthcare system.  
Dr Thulo Molefi, Specialist and Senior Lecturer, Department of Medical Oncology, Steve Biko Academic Hospital, University of Pretoria, Pretoria, South Africa, reiterates the importance of awareness and early diagnosis to effectively manage cancer: “Cancer should be a communal conversation; its existence, diagnosis and treatment must not be limited to the urban cancer treatment centres; the treatment of this lethal disease might require expert knowledge but its awareness and screening does not. In a journey of a million miles, AstraZeneca’s Phakamisa initiative, in trying to increase cancer awareness, facilitate early diagnosis and fast-track pathways to treatment, is a step in the right direction.”
Commenting on the Phakamisa’s expansion and 10-year milestone, Ruth Field, AstraZeneca’s Market Access Director and Phakamisa Executive Champion said: “The Phakamisa Programme is part of AstraZeneca’s Sustainability strategy to drive access to healthcare, and is focused on ‘uplifting’ care and improving treatment outcomes. We are passionate about empowering people with knowledge and the ability to make informed decisions regarding their health. After 10 years of implementation, the programme has reached over 1,63 million people through outreach activities led by community healthcare workers, with 19,700 women identified with breast issues. We now look forward to expanding our reach through our partnerships, ensuring that we support all levels of care and the communities they serve.”

AstraZeneca’s Phakamisa Programme marks 10 years since launch with programme expansion

Former Spanish Police Commissioner José Villarejo and Delfin Mocache Massoko, who manages Equatorial Guinea’s digital newspaper Diario Rombe, will be sued and brought to justice. According to a Spanish government indictment, Villarejo received money and worked with Massoko to discredit African businesses and politicians, using privileged information to sell and extort customers and conduct illegal spying activities.

Over the past few years, individuals tied to Diario Rombe have indeed been trying to extort companies and public officials, and threatened to inflict substantial financial and reputational harm on them if their demands were not met. This is a case where a corrupt police officer teamed up with unethical Equatorial Guinea blogger to blow well past the line of aggressive advocacy, and crossing into the territory of illegal extortion and spying in an attempt to enrich himself and his companions by extracting millions of dollars from African businesses and government officials.

FIFA’s (https://www.FIFA.com/) Secretary General Fatma Samoura took part in the closing session of the World Football Summit (https://bit.ly/33sLFDG) Live today in a wide ranging discussion that covered disruption, wokeness and the impact of the FIFA Covid-19 Relief Plan on global football.

In an interview led by South African broadcaster Carol Tshabalala, Fatma Samoura spoke about the effect the Covid-19 virus has had on football and the measures FIFA has taken to preserve and protect the game worldwide during this difficult time through the FIFA Covid-19 Relief Plan.
“The FIFA Covid-19 Relief Plan was created to help our MAs and the six Confederations tackle the challenges that the pandemic is throwing at them via the distribution of USD 1.5 billion in relief funds. The plan is truly ground-breaking and was designed to show football solidarity in action through a USD 1 million grant for each MA, so that they can protect and restart football. Additionally, they will all receive an extra USD 500,000, specifically allocated for women’s football and can apply for interest free loans of up to USD 5 million.”
Speaking about the topic of disruption the FIFA Secretary General emphasized her belief in it as an engine that can drive change and highlighted the many positive changes that FIFA has undergone since the crisis it experienced in 2015 including: the creation of an Audit and Compliance Committee, to advise, assist and oversee the FIFA Council in monitoring all of FIFA’s financial and compliance matters, as well as monitoring compliance with the FIFA Governance Regulations and the flow of development-related funds; the establishment of FIFA’s first-ever Compliance Sub-Division to protect the integrity of football; robust eligibility checks of candidates for all FIFA bodies and a bullet proof bidding process for the Men’s and Women’s FIFA World Cups.
On the topic of wokeness Fatma Samoura referred to FIFA President Gianni Infantino’s game-changing decision to appoint a woman as FIFA’s Secretary General and underlined that gender diversity is in action at FIFA, its committees and its 211 MAs. She stressed FIFA’s commitment to furthering women’s football with investments of 1 billion USD for the 2019-2022 cycle and the work undertaken by its Women’s Football Division, that has held over 500 online sessions with MAs worldwide, to support them in protecting the women’s game during the pandemic.
She also highlighted FIFA’s wokeness spirit through its recognition of the global problem of racism: “I believe that FIFA’s response to the tragic death of George Floyd earlier this year really showed that we have become a modern organization, with its finger on the pulse of issues that matter and is truly woke. Of course wokeness is an ongoing process but I am proud to say that at FIFA there is more diversity, understanding and willingness to use football as a tool for positivity than ever before.”
In concluding their discussion, the FIFA Secretary General referred to how the global pandemic has provided an opportunity to reshape the world of football saying: “Although this year has put the world into a state of semi-hibernation, I believe that it has simultaneously provided us all with an opportunity to awaken ourselves to what is important and to see how we can reshape the world of football, to make it more resilient to the kind of pandemic we are currently experiencing and bring positivity to people’s lives.

FIFA Secretary General Discusses world football disruption, impact of FIFA COVID-19 relief plan and wokeness at World Football Summit Live

Recent studies criticising the global chocolate industry for exploitative practices have concerned ethical consumers. Cocoa farmers only earn about 6% of the chocolate industry’s total revenues. Leading chocolate companies have since 2001 made pledges to end widespread abusive labour practices, but continue to fall short.

In Ghana, local firm Federated Commodities (FedCo.com.gh) has shown it is only by improving the cocoa supply chain, with experienced local oversight, that ethical, sustainable and profitable cocoa and chocolate industries can exist. CEO Hajia Maria Adamu-Zibo is ready to form international partnerships to take the Ghanian cocoa sector forwards.

Cocoa is essential to the livelihoods of up to 50 million people around the world, including around five million smallholder farmers. West Africa, mainly Ghana and Ivory Coast, produces about 70% of the world’s cocoa on 1.5 million farms, with the majority of the crop coming from small farms (3-5 hectares of land).
Cocoa farmers work very hard, often under strenuous conditions, yet don’t earn enough to cover their basic needs. Although the worldwide chocolate market is valued at USD 103 billion, on average, farmers earn only about 6% of the chocolate industry’s total revenues. Many cocoa farming communities in West Africa lack access to education, potable water, and basic social amenities.
Furthermore, labour practices on cocoa farms are problematic. In a bid to reduce production costs, farmers are inclined towards child labour. An estimated 1.56 million children work on cocoa farms in Ghana and Ivory Coast. About 43% of children aged 5-17 in these two countries are engaged in hazardous work, including exposure to agrochemicals without protective equipment, the use of dangerous tools and working at night. 
Despite years of pledges from chocolate manufacturers to end abusive employment practices in their supply chains, there has been a 14% increase in the number of children working in cocoa farms over the past 10 years, accompanied by a 62% rise in production.

Federated Commodities’ Sustainable Practices Countering Child Labour in the Cocoa Industry

The Director of Impact at the Fairtrade Foundation (www.Fairtrade.org.uk), Louisa Cox, cited in a Guardian article (https://bit.ly/2JubU5y) suggested that ‘long-term finance, training and technical services, and helping farmers diversify beyond cocoa’ is needed to help address child labour in the cocoa industry. These are all measures that Federated Commodities (FedCo)—an indigenous licensed buying company (LBC) founded in 1996 in Ghana—has a sustained track record of taking.
“As an affiliate company of Global Haulage (GlobalHaulageGroup.com), FedCo engages in the supply of traceable and certified cocoa beans to help promote sustainability in cocoa production through community development and capacity building of farmers. Under this programme, farmers are trained on adult literacy and good agricultural, business and social practices, which empowers them economically,” says Hajia Maria Adamu-Zibo, the Managing Director of Federated Commodities, in an interview with AfricaLive.net (https://bit.ly/3ocQE3B).
“The wellbeing of the farmer is of high priority to us. We strive to have a relationship beyond just transactions with the over 50,000 farmers who make up our supply base. We were amongst the first indigenous privately owned firms to go into sustainability. FedCo has achieved several milestones since then. We have 300 employees, 1,700 purchasing clerks, a larger fleet of vehicles, as well as an affiliate company that does not only cocoa haulage but also other endeavours related to the industry.”
“We have also touched the lives of countless farmers and communities across Ghana through social interventions. The FedCo Cocoa Farmers Association consisting of about 15,000 farmers provides social benefits, including funeral benefits, and loan facilities to set up farms, to buy agricultural inputs, and to send their children to school. A total of 3,000 farmers have benefited from various forms of financial support in excess of USD 500,000 towards their farming activities. Together with our partners, FedCo has since 2012 supplied over 44,000MT of sustainable  cocoa beans and invested about USD 7 million in sustainability, through training, cash premium payments, and various projects.”
“Access to financing has always been a problem for the farmers. Farmers’ lives are improved when we facilitate access to inputs and credit facilities so that they effectively carry out their pre-and post-harvest work. We are big on helping farmers by assisting them add value their livelihoods. Going forward, we intend to help more farmers improve their living income by helping them get sustainability programs that will see them get paid more.”
On diversification beyond cocoa, Hajia Adamu-Zibo says, “We have diversified into the cashew market which gives us a great alternative during the lean period of the cocoa season. Part of our community engagement drive is getting into farm service agreements with individual farmers. Deals like that will see us take care of their yield in exchange for the commodity after harvest. Diversification helps farmers earn more because they are not banking their livelihoods on just one crop. Processing is part of our long term plan as well.”

Empowering Farmers through Local Educational Authorities and Skills Partnerships 
Federated Commodities has big dreams for farmers in Ghana. “We go beyond just buying. We really try to do more for the farmers and communities,” says Hajia Adamu-Zibo. The LBC believes that partnering with academic institutions to impart technical skills holds promise for improving farmers’ lives and the cocoa industry.

“We have put in place programmes to help improve the quality of life of our farmers. For instance, we have worked with local educational authorities to build schools that will help give youth relevant skills to work in the industry. So far, we have constructed seven schools and intend to build more,” she says.
“Training programmes for farmers are also part of our agenda so that they can learn how to diversify crops and make use of crop by-products. We are also teaching them financial literacy skills to empower them to better manage their finances. Since October 2018, about 2,032 farmers have enrolled in FedCo’s Village Savings and Loan Programme, run in partnership with Solidaridad West Africa, which is enabling farmers to save for their futures and fund their ventures. We have had interactions with the Kumasi Technical School about the possibility of their students making tools that can help farmers break the cocoa. Discussions are also ongoing on how we can mechanise more processes.”
With more partnerships and funding, Federated Commodities aims to be able to do more, for more communities. “Our activities have really enhanced communities. We have also built libraries, computer centres, community halls and over 100 boreholes. It makes me so happy to see FedCo’s impact in the lives of farmers and in communities, and how appreciative they are,” says Hajia Adamu-Zibo.

Case Studies

Valrhona
Working with Valrhona to improve educational facilities in Ghana’s Western Region.
FedCo has a long-term agreement with Valrhona (www.Valrhona-Chocolate.com), a French premium chocolate manufacturer that sources and transforms the finest cocoa to make high-quality chocolate. The agreement allows Valrhona to source cocoa directly from 1001 producers in eight communities in Ghana’s Western region.
Community leaders stressed the importance of improving educational facilities. A subsequent assessment of schools revealed 30% of students were learning in unsafe conditions, while a third of children were out of school. In 2017, Valrhona launched a five-year project to improve access to education and learning conditions for the communities’ 4882 children.

FedCo-sponsored Asamankese Cocoa Pilot Project 
Cocoa farming is the economic base of Asamankese town, in Ghana’s Eastern Region, but the farmers have struggled with skilled labour and agricultural inputs—which has contributed to limited yields and little to no profit.
FedCo has been working with farmers in Asamankese to improve production and yield by providing skilled labour and inputs such as fertilizer. However, the project is currently on hold due to funding challenges. Hajia believes that this project has lots of potential and that many more similar ones can be done;
“in spite of these initial challenges we are determined to pursue this and similar projects because we believe that they offer significant benefit to our farmers”.
FedCo is open to new partnerships that will allow the project to recommence.

Revamping West Africa’s Cocoa Industry
As one of the top foreign exchange earners for Ghana, cocoa is central to the country’s economic development. The ‘cash crop’ has sustained lives over generations and successive governments have explored interventions to revamp the sector.

Interventions taken by the Ghana Cocoa Board (Cocobod) under President Nana Akufo-Addo’s administration, have since 2017 included increasing volumes of cocoa production through improved agronomic practices and increasing producer prices. In September 2020, the government announced a 28% increase in the guaranteed producer price it pays to farmers for the 2020/21 growing season. The price rise is due to the implementation of a price floor of USD 2,600 per tonne and a living income differential of USD 400 per tonne, to put more money into the hands of farmers. Ivory Coast is taking similar steps.
“Indeed, cocoa has been an important commodity for our country. Cocoa is not just a cash crop for us; it has also become part of our politics. The cocoa sector feeds about 800,000 people in the country and issues that affect the industry can be quite emotive. Unfortunately, our industry has suffered a dip in production in recent times occasioned by climatic changes as well as factors such as disease. The impact of the measures the government has put in place will start being felt in a few years, with the expected rise in volumes of production,” says Hajia Adamu-Zibo.
“Adding value to our cocoa is also part of our national strategy. Value addition will help increase the value of our product, boost our standing in the global cocoa industry, and lead to job creation.”
“The government is focusing on increasing production while also encouraging diversification in the overall agriculture sector to improve the sector and boost our national revenue. Cocoa and cashew processing will help add value and put even more people to work. It will also help more companies like us benefit from the industrialisation drive of the Ghanaian economy. Other commodities the government is looking at include coconut and rice production, to ensure the agricultural industry reduces its reliance on cocoa. This will give Cocobod room to better strategise and add value to cocoa.”
“In the future, cocoa will not be the dominant crop in Ghana if our diversification plans come to fruition. Cocoa will still be an important and relevant crop but it won’t be as prominent as it is now.”

Partnership: The Path To International Growth
With the African Continental Free Trade Area (AfCFTA) agreement set to commence in January 2021, Hajia Adamu-Zibo believes that Ghana stands to gain greatly as long as the country improves its skill base and makes production funding more accessible.
“We are well endowed with natural resources and qualified hardworking personnel. The relevant bodies are doing their best, but we are still not as sophisticated as we need to be for the international market. The majority of items we import can be produced locally, but we lack the finesse required to make our products more attractive. A lack of focus on perfecting our products opens the door to a high import rate. Our country must improve its skill base,” she says.
“The other obstacle in the way of our production capacity is funding. The cost of funding in Ghana is very high compared to other countries. If the interest rates eat so much into your margins, then you can barely run a profitable venture. If we work on the rate and make funds more accessible, we will create room for more innovation and production in our country.”
Federated Commodities is exploring global partnerships to tap more into the global cocoa industry. “We are looking to seal important contacts in Europe and America as we seek sustainability partnerships that will be of mutual benefit. In Africa, we are looking at maybe getting partners in Cote D’Ivoire as well as South Africa because these are two strong cocoa markets. We possess the knowledge as far as cocoa is concerned and an ideal partner would be someone who has the technical expertise to process on a large scale,” says Hajia Adamu-Zibo.
“Ghana can be the hub when it comes to business in all spheres if we adjust our tariffs. That way, we will favourably compete with Togo and Cote D’Ivoire. Maybe we also need to diversify our languages and get proficient in French. Ghana is surrounded by francophone countries and that should push us to learn French to properly transact.”

Skills Development: Optimising for Greater Heights
As Ghana seeks to grow its economy and compete more on a global scale, Hajiya Adamu-Zibo calls on the government to, “place more emphasis on skill development.”

“We must cultivate a culture of perfectionism so that we develop the right disciplines and products that serve our people and beyond. If we have the right skills, we will have the right mindsets and ultimately the right products. Of course, we have to tackle issues of cost and infrastructure but I believe skills should be our priority,” she says.
On Federated Commodities’ ambitions to make greater contributions to the global sustainable cocoa industry, as well as Ghana’s agricultural sector, Hajia Adamu-Zibo, says, “There are a lot of challenges in the cocoa industry, and the competition is very keen, yet we have a loyal customer base. I believe Federated Commodities must be doing something right and that is why our farmers are happy with us.”
“We need good partnerships to help our farmers so that we can keep them motivated. We are looking at skill development, education sponsorships, loans and savings programmes and host of other programmes. Our consistency has made us very trustworthy and reliable in a very competitive environment. In a decade, I foresee a company full of diversified professionals that can thrive in many fields and make this company a huge name in Ghana and beyond.”

Internet adoption has more than doubled globally since 2010, however, the majority of countries with lower rates of internet access are in Africa, according to the World Economic Forum. In Africa, Internet World Stats figures in March 2020 claim that internet penetration sat at 39.3% of the African population. Further, GSMA’s Mobile Economy Report indicates that mobile phone penetration is skyrocketing through Sub-Saharan Africa, with as many as 84% of the population having access to a SIM connection by 2025 &#8211; a 3.7% increase from 2017.

IX Social App Makes Trading Accessible to Everyone

The African Development Bank’s (https://www.AfDB.org/) Board of Directors has approved a $5 million investment in the SPARK+ Africa Fund to deliver clean cooking solutions to over two million households across Africa.

The European Commission will contribute an additional €10 million. The Bank’s investment, which will come from its Sustainable Energy Fund for Africa (SEFA), is expected to enable the participation of other interested investors. As an anchor investor, the Bank will channel first-loss equity from SEFA and the European Commission thematic blending facility.
In addition to delivering clean cooking technologies, the investment is expected to reduce carbon emissions by 15.9 Mt of CO2 equivalent, by cutting emissions from the use of inefficient stoves and open fires and forest degradation for wood fuel.
Switching to cleaner cookstoves reduces exposure to harmful cooking smoke and the time spent collecting firewood, a burden that falls disproportionately on women.
“By investing in the rollout of clean cooking solutions to millions of households, the Bank is also contributing to women’s empowerment, employment creation and reduced deforestation associated with charcoal production,” said Dr. Kevin Kariuki, African Development Bank Vice President for Power, Energy, Climate and Green Growth.
The investment complements the Bank’s wider efforts to address the impacts of the COVID-19 pandemic, he said: “Positive health impacts from the reduction of household in-door air pollution also contributes to resilience toward diseases attacking respiratory systems such as COVID-19.”
Dymphna van der Lans, Chief Executive Officer of the Clean Cooking Alliance said: “The Clean Cooking Alliance is very pleased to have collaborated with Enabling Qapital, the African Development Bank, and the European Commission to develop this ground-breaking investment facility. We believe the SPARK+ Africa Fund will have a tremendous impact in the market and accelerate clean cooking sector growth to positively impact the lives of millions of people in the years to come.”

SPARK+ Africa is a pioneering impact investment fund launched by Enabling Qapital and the Clean Cooking Alliance to channel debt and equity financing to enterprises that manufacture, distribute and finance clean cooking solutions across Sub-Saharan Africa. The Fund targets a capitalization of $50-70 million.
The scale of the challenge of widening access to clean cooking in Africa remains daunting, in part because much needed investment has been hindered by high perceived risks and, in many cases, a return profile insufficient to attract commercial investment. The SPARK+ Africa Fund is a direct response to this challenge and is a key component of the AfDB’s response to the clean cooking challenge. The investment in the Fund’s first-loss tranche will directly address a critical financing gap and enable the participation of other interested financiers.

SEFA is a multi-donor special fund administered by the African Development Bank and anchored by the Governments of Denmark, the United States, the United Kingdom, Italy, Norway, Sweden and Spain ─ to support Renewable Energy (RE) and Energy Efficiency (EE) projects in Africa.
The approval was made on November 24, 2020.
