<p>Port Louis, April 11 (Reuters) &#8211; Mauritius has frozen bank accounts and suspended business licenses linked to Quantum Global Investment Management, a firm through which Angola’s sovereign wealth fund invests much of its cash, according to a court document and a regulatory source.</p>
<p>Quantum Global, which said it was cooperating with authorities, is run by Jean-Claude Bastos de Morais, a business partner of Jose Filomeno dos Santos. The son of José Eduardo dos Santos, Angola’s former president, Jose Filomeno dos Santos was until recently the head of the national sovereign wealth fund.</p>
<p>The younger dos Santos has been charged with fraud against Angola’s central bank, involving the transfer of $500 million in the United Kingdom. The funds were frozen and then returned to Angola’s central bank.</p>
<p>The moves at Quantum Global came after Angolan officials visited Mauritius last week, a regulatory source on Mauritius told Reuters.</p>
<p>Following a Mauritius Supreme Court ruling, seen by Reuters on Wednesday, the island’s Financial Services Commission suspended the licenses for seven Quantum Global funds, according to the source, and froze 25 of its bank accounts.</p>
<p>On Monday, the Mauritian newspaper Le Mauricien reported that a further 33 bank accounts had been frozen, bringing the total to 58.</p>
<p>“There was a reputational risk on our jurisdiction, therefore we had to act promptly,” the Mauritian regulatory official told Reuters, adding that the steps had been taken in collaboration with investigations by Angolan authorities.</p>
<p>In a statement, Zurich-based Quantum Global said it was cooperating with the relevant authorities. “We remain confident and resolute in our ability to defend ourselves vigorously against the unwarranted attacks on our reputation,” Quantum said in the statement.</p>
<p>It has denied any links to the $500 million transfer that was frozen in Britain.</p>
<p>Angola’s Finance Ministry, which has led previous investigations of financial malpractice, did not respond to a request for comment.</p>
<p>Dos Santos is the highest-profile figure to be investigated for corruption since President Joao Lourenco took power last September, vowing to combat years of endemic graft in Africa’s second-largest oil producer.</p>

Mauritius freezes funds linked to Angola’s sovereign wealth fund

<p>Business confidence on the Indian Ocean island of Mauritius rose to a record high in the last quarter of 2017, a survey of leading private companies showed on Thursday.</p>

<p>The Mauritius Chamber of Commerce and Industry’s quarterly confidence index climbed 8.5 percent to 123 points. The index increased 26.2 percent last year.</p>

<p>“These successive increases (in the index) indicate a positive optimism of entrepreneurs, who consider that globally the economic situation is improving since the last quarter of 2016,” the Chamber of Commerce and Industry said in a statement.</p>
<p>Mauritius’ economy grew by an estimated 3.9 percent in 2017, slightly up from 3.8 percent in 2016. The statistics office said the economy was likely to expand by 4 percent this year, driven by the construction sector.</p>
<p>With a population of 1.3 million, Mauritius’ $14 billion-a-year economy, relies on services like tourism and financial services. Its main trade partners include India and Britain.</p>

Africa prioritising private sector development to boost growth – World Bank

<p>The World Bank Group’s latest <strong><em>Doing Business</em></strong> <strong><em>2018: Reforming to Create Jobs</em></strong> report ranks New Zealand, Singapore and Denmark in first, second and third spots, respectively, followed by the Republic of Korea; Hong Kong SAR, China; United States; United Kingdom; Norway; Georgia; and Sweden. <strong>Mauritius</strong>, in 25<sup>th</sup> place is the highest ranked economy in Sub-Saharan Africa.</p>
<p>On Africa it revealed the following: Nigeria, Malawi and Zambia were among this year’s top 10 improvers, based on reforms undertaken. For the first time, the group of top 10 improvers includes economies of all income levels and sizes, with half being top improvers for the first time – El Salvador, India, Malawi, Nigeria, and Thailand.</p>
<p>Since its inception, <em>Doing Business</em> has recorded business reforms in 186 of the 190 economies it now monitors. Rwanda has implemented the highest number of business reforms over the past 15 years, with a total of 52 reforms, followed by Georgia, which advanced this year into the top 10 ranked economies (47 reforms) and Kazakhstan and the Former Yugoslav Republic of Macedonia (41 reforms each).</p>

<li><strong>Mauritius </strong>has among the least cumbersome business regulations in two <em>Doing Business</em> areas: Dealing with Construction Permits (with a rank of 9) and Paying Taxes (10).</li>
