<p>LAGOS, April 25 (Reuters)&nbsp;&#8211;&nbsp;Nigeria&#8217;s opposition People&#8217;s Democratic Party (PDP) said on Monday it will choose a presidential candidate at the end of May to contest elections set for February next year as it seeks to return to power after losing office seven years ago.</p>



<p>Veteran politician and former vice president Atiku Abubakar is seen as front-runner to represent the opposition. It will be his sixth attempt at the presidency if he contests the election.</p>

<p>In an election schedule, the PDP said the presidential election primary will be held during a May 30-June 1 special convention. Candidates for state governors and house of assembly will be chosen ahead of the convention.</p>

<p>LUSAKA, April 25 (Reuters)&nbsp;&#8211;&nbsp;Zambian President Hakainde Hichilema thanked China on Monday for joining international efforts to help his country to restructure its debt after China committed to joining Zambia&#8217;s creditor committee at&nbsp;International Monetary Fund&nbsp;meetings last week.</p>



<p>Meanwhile IMF Managing Director Kristalina Georgieva welcomed the country&#8217;s economic reform progress, saying she had an &#8220;excellent meeting&#8221; with Finance Minister Situmbeko Musokotwane and central bank Governor Denny Kalyalya on Monday.</p>



<p>&#8220;We share the hope for rapid progress on #Zambia’s debt restructuring so the IMF Board can soon consider the authorities’ program,&#8221;&nbsp;<a href="https://twitter.com/KGeorgieva/status/1518649347189223425?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet" target="_blank" rel="noreferrer noopener">Georgieva said on Twitter</a>.</p>



<p>In 2020 Zambia became the first country to have defaulted in the pandemic-era&nbsp;when&nbsp;its debt burden reached more than 120% of national output. It reached a staff-level agreement with the International Monetary Fund (IMF) in December 2021 on a $1.4&nbsp;billion&nbsp;three-year extended credit facility.</p>



<p>&#8220;Thank you to China for joining the Common Framework, for agreeing to join the Common Framework to resolve the debt crisis,&#8221; Hichilema told&nbsp;reporters&nbsp;in Lusaka.</p>



<p>He added that authorities were working with fertiliser-producing countries to try to alleviate the pressures of rising fuel and fertiliser prices and also wanted to develop exports of wheat to take advantage of higher prices.</p>

<p>China and Chinese entities held $5.78 billion of Zambia&#8217;s debt at the end of 2021, according to the most recent Zambian government data. Zambia&#8217;s external debt also includes $3 billion in international bonds and $2.1 billion to multilateral lending agencies such as the IMF.</p>



<p>However, Zambian officials have also expressed frustration at the process.</p>

<p>The Twitter board has agreed to a $44 billion buyout offer from billionaire Tesla CEO Elon Musk. Beyond that, little is known about what the world’s richest person plans to do with his preferred social media platform.</p>



<p>Under the terms of the deal, Musk is paying $54.20 per share in cash for Twitter. The announcement ended a weekslong saga Musk kicked off when he bid to buy the company at that price, which he called his “best and final offer.”</p>



<p>In Monday’s statement, Twitter said Musk is providing about $21 billion and has secured $25.5 billion of debt and “margin loan financing,” adding “there are no financing conditions to the closing of the transaction.”</p>



<p>So, Musk is taking over. But just about every other key question regarding the future of the popular social media platform remains unanswered. Users, employees, investors and politicians are eagerly waiting to hear more on the following topics: &nbsp;</p>



<h2 class="wp-block-heading" id="h-who-will-lead-the-company"><a></a>Who will lead the company?</h2>



<p>One of the biggest questions facing Twitter is who Musk will appoint as the new CEO.</p>



<p>Current CEO Parag Agrawal has led the company for just five months after succeeding co-founder Jack Dorsey. Agrawal was quickly forced to deal with an aggressive Musk, who snapped up about 9% of the stock and briefly agreed to join the board.</p>

<p>Then Musk scrapped that agreement and chose instead to go after the whole company, while Agrawal warned of “distractions ahead.”</p>



<p>He got his distraction on Monday, and now it seems unlikely that the pair will forge a future together. “Twitter has a purpose and relevance that impacts the entire world,” Agrawal said in his lone comment in the company statement. “Deeply proud of our teams and inspired by the work that has never been more important.”</p>



<h2 class="wp-block-heading" id="h-who-will-be-on-the-board"><a></a>Who will be on the board?</h2>



<p>The board of directors, led by Salesforce co-CEO Bret Taylor, adopted a “poison pill” to try and fend off a potential hostile takeover from Musk. That came after Musk reneged on his agreement to join the board.</p>



<p>Musk gets his chance to wipe the slate clean, and the list of potential candidates to help him in the journey is long. He and Dorsey have appeared chummy of late. Could he choose to join forces with his fellow tech billionaire founder?</p>

<p>Twitter said the company is being acquired by “an entity wholly owned by&nbsp;Elon Musk.” That says nothing about how much control the mega-billionaire will exert.</p>



<p>Musk is currently CEO of Tesla, which has a market cap of $1 trillion, and SpaceX, which is valued in the private market at $100 billion. He’s also got his start-ups Neuralink and The Boring Company.</p>



<p>Will he take the Jeff Bezos approach with the Washington Post and allow an independent management team to run the operations? Or will be a hands-on owner? The answer will go a long way to knowing what to expect from content moderation and whether the many high-profile people who have been kicked off the site will soon return.</p>



<h2 class="wp-block-heading" id="h-what-will-twitter-look-like"><a></a>What will Twitter look like?</h2>



<p>Musk has attempted to crowdsource opinions on Twitter features, asking his 83 million-plus followers to weigh in on whether they want certain changes like an edit button. Will he make decisions based on what his followers want?</p>



<p>Here’s what he said in the release:</p>



<p>“Free speech is the bedrock of a functioning democracy, and Twitter is the digital town square where matters vital to the future of humanity are debated. I also want to make Twitter better than ever by enhancing the product with new features, making the algorithms open source to increase trust, defeating the spam bots, and authenticating all humans. Twitter has tremendous potential — I look forward to working with the company and the community of users to unlock it.”</p>



<p>What does Musk mean by free speech? In a tweet on Monday, he wrote, “I hope that even my worst critics remain on Twitter, because that is what free speech means.”</p>



<p>Will he let everyone stay? Content moderation is important in keeping a social network from becoming a dumpster fire. Free speech for a private corporation doesn’t have to mean what it does in the First Amendment.</p>



<h2 class="wp-block-heading" id="h-is-trump-coming-back"><a></a>Is Trump coming back?</h2>



<p>Former President Donald Trump was banned by Twitter last year for violating its rules — a move that drew ire from Trump and many conservative politicians. Musk has made clear he doesn’t like what he views as the company’s policies of censorship. So will Trump come back? Will users leave as a result? Will open sourcing the algorithm help us understand who comes, who goes and why?</p>

<p>Trump told CNBC on Monday he wouldn’t return to Twitter even if Musk reversed the former president’s ban, saying that he’ll be on his own service, Truth Social, “within a week.”</p>



<p>“We did a lot for Twitter when I was in the White House.” Trump said. “I was disappointed by the way I was treated by Twitter. I won’t be going back on Twitter.”</p>



<h2 class="wp-block-heading" id="h-what-will-happen-to-the-workforce"><a></a>What will happen to the workforce?</h2>



<p>By taking the company private, Musk has to figure out a whole new structure for employee pay. Existing stock grants and rewards are no longer meaningful. Will they be replaced with equity in the new version of Twitter, giving employees potential upside should the company go public a second time?</p>



<p>The tech industry is dealing with a tightening and highly competitive market for talent. Employers are under more pressure than ever to retain what they’ve got. Under these circumstances, why would workers stay at Twitter and why would they go there from somewhere else?</p>



<p>And who does Musk keep? If he removes content-moderation practices, a lot of employees are suddenly deemed irrelevant. Does the Musk army become Twitter’s workforce?</p>



<h2 class="wp-block-heading" id="h-what-about-tesla-investors"><a></a>What about Tesla investors?</h2>



<p>If you’re betting on Tesla at $1 trillion, you’re likely betting on Musk to continue working his magic. He has plenty of distractions already. Is this latest one too big for some investors to stomach? Tesla shares fell slightly on Monday and are down 2.3% since Musk’s bid on April 14. But the Nasdaq Composite has fallen further.</p>

<p>COP26 was a ‘mixed bag’ for developing countries, unlocking some much-needed funding mechanisms, even as it under-delivered in other areas. The issue of funding is one that has been high on the international agenda for many years, along with the shortfall between pledges made to aid with climate adaption and mitigation and what was actually realised.</p>



<p>Coming away from COP26, the shift in the discussion around financing was highlighted by an agreement between the United State,&nbsp;France, Germany, the United Kingdom, the European Union (EU) and South Africa to decarbonise South Africa’s energy sector and finance mitigation measures to protect against job losses in the sector.</p>

<p>NAIROBI, April 25 (Reuters)&nbsp;&#8211;&nbsp;Kenya&#8217;s Nairobi Securities Exchange&nbsp;NSE.NR&nbsp;is looking to buy up more stakes in bourses across Africa, its chief executive said on Monday, with a view to eventually becoming a pan-continental exchange.</p>



<p>The bourse, the fifth biggest by market capitalisation in Africa, already owns a 4.9% stake in neighbouring Tanzania&#8217;s Dar es Salaam Stock Exchange&nbsp;DSE.TZ, and is eyeing other bourses in countries like Nigeria and Botswana following their demutualisation, its CEO Geoffrey Odundo said.</p>



<p>&#8220;We can become a pan-African exchange in the long term, so we are looking at how we can use this opportunity,&#8221; he said. The group is keen to see the valuation of Uganda&#8217;s bourse when the shares are offered to investors at a later date, he added.</p>



<p>To fund acquisitions, the NSE has cash reserves of up to 1.5 billion shillings ($12.98 million), Odundo said.</p>



<p>The exchange is also looking at buying stakes in related businesses like technology and depository services, he said. &#8220;Acquisitions are a key focus for us,&#8221; he told Reuters.</p>

<p>As part of its strategy to acquire related businesses, the NSE has doubled its stake in Kenya&#8217;s Central Depository and Settlement Corporation, which offers back-office services for share trading, Odundo said.</p>



<p>The exchange, which for 2021 offered investors a 17% dividend yield, is also holding discussions with two Kenyan technology firms to boost its securities trading infrastructure, Odundo said, without giving details.</p>



<p>Africa, made up of 54 nations, has just 29 exchanges, meaning there will be opportunities to offer securities trading technology when the others set up their bourses, the CEO said.</p>

<p>The NSE is selling its head office in a Nairobi suburb in favour of leasing, Odundo said. &#8220;Property is not a space for us,&#8221; he added.</p>



<p>NSE turnover has been depressed in the past month by heightened geopolitical risk caused by the Ukraine crisis, he said.</p>



<p>Kenya is holding a general election on Aug. 9, which could feed volatility in the market, Odundo said. However, he expressed optimism that the adverse impact will be low.</p>



<p>&#8220;We are cautiously optimistic,&#8221; he said. &#8220;Investors have priced down the political risk.&#8221;</p>

<p>Twitter shares jumped more than 3% on reports the company is nearing a deal with Elon Musk that could be announced as soon as Monday.</p>



<p>Musk earlier this month offered to buy Twitter for $54.20 a share, or about $43 billion. The social media company had been expected to decline a deal and had adopted a so-called poison pill to fend off a potential hostile takeover. However, Twitter became more receptive to a bid after Musk revealed he secured $46.5 billion in financing.</p>



<p>The company’s board met Sunday to discuss Musk’s financing plan for his proposed bid, a source close to the situation told CNBC.</p>



<p>Bloomberg and Reuters reported the two sides could reach an agreement as soon as Monday. The board negotiated with Musk into the early hours of Monday, according to The New York Times.</p>



<p>It’s unclear what a final deal could look like, and Reuters reported Monday that an agreement could still fall apart. Twitter has not been able to secure a “go-shop” agreement yet, which would allow it to look for other bids once it signs an accord, according to Reuters. The company could still accept another bid if Musk pays a break-up fee, it added.</p>

<p>Wall Street was likely to view the news of Twitter’s openness to a bid “as the beginning of the end for Twitter as a public company with Musk likely now on a path to acquire the company unless a second bidder comes into the mix,” Wedbush analyst Dan Ives said in a Sunday note.</p>



<p>“I think they almost have to” take the deal, CNBC’s Jim Cramer said Monday on “Squawk on the Street.” Twitter is set to report first-quarter earnings Thursday, and some, including Cramer, expect the company to post disappointing results.</p>



<p>“Locking a deal up today or tomorrow may sound pretty appealing for someone who knows they are in possession of bad news,” Gordon Haskett said in a Monday note.</p>



<p>Twitter declined to comment. Tesla shares were down more than 1% in the morning.</p>



<p>The Tesla and SpaceX CEO has been on a tear to acquire Twitter. He had built up more than 9% in stock and turned down an offer to join the board before putting in a bid for the company.</p>



<p>Musk, an avid Twitter user, has contended it needs to be “transformed” into a private company so it can become a forum for free speech. He’s also said that Twitter’s board members’ interests “are simply not aligned with shareholders” and that the board “owns almost no shares” of the company.</p>

<p>KAMPALA, April 25 (Reuters)&nbsp;&#8211;&nbsp;Rwanda&#8217;s President Paul Kagame has visited his Ugandan counterpart Yoweri Museveni near Kampala, in what is seen as a sign of improving ties after several years of trading accusations over spying and supporting dissidents.</p>



<p>In January, Rwanda re-opened a border crossing with Uganda that had been closed for three years since Kigali accused Kampala of harassing its nationals and supporting those bent on overthrowing the government.&nbsp;<a href="https://www.reutersconnect.com/all?search=all%3AL8N2UB25X&amp;linkedFromStory=true" target="_blank" rel="noreferrer noopener">Read full story</a></p>



<p>In turn, Museveni&#8217;s government accused Rwanda of conducting illegal espionage in Uganda.</p>



<p>On Sunday evening, Kagame attended a state banquet for the birthday of Museveni&#8217;s son Muhoozi Kainerugaba, who is seen as the Ugandan leader&#8217;s potential successor.</p>



<p>The pair discussed a number of issues including regional peace, stability and cooperation, Museveni said.</p>

<p>&#8220;I want to thank H.E Kagame for responding positively to Lt Gen Muhoozi&#8217;s invitation and coming to pay a visit to Uganda after years of not coming here,&#8221; Museveni wrote on Twitter.</p>



<p>Rwanda&#8217;s office of the presidency shared photographs on Twitter of the two men, who once fought together but whose relations have become strained, chatting at Uganda&#8217;s state house in Entebbe.</p>



<p>Kagame helped Museveni overthrow Uganda&#8217;s previous president Milton Obote in the 1980s, but relations soured as they jockeyed for influence in the region, particularly in neighbouring Democratic Republic of Congo.</p>



<p>Museveni&#8217;s son Kainerugaba, who leads the Ugandan army&#8217;s land forces, is credited with helping mend relations. <p>April 25 (Reuters)&nbsp;&#8211;&nbsp;South Africa&#8217;s Sasol Ltd&nbsp;SOLJ.J&nbsp;said on Monday it has declared force majeure on the export of certain chemical products due to the impact of heavy rainfall and floods in KwaZulu-Natal province, possibly affecting its fourth-quarter volume outlook.</p>



<p>The floods, among the worst to hit KwaZulu-Natal province, have killed 435 people, leaving thousands homeless and causing at least 10 billion rand ($638 million) of damage to infrastructure.&nbsp;<a href="https://www.reutersconnect.com/all?search=all%3AL5N2WJ4Y6&amp;linkedFromStory=true" target="_blank" rel="noreferrer noopener">Read full story</a></p>



<p>&#8220;Our Q4 FY22 volume outlook could be impacted subject to the extent of infrastructure damage and the timing of the recovery and restoration of key infrastructure and utilities,&#8221; the petrochemicals group said in a statement.</p>



<p>Sasol, the world&#8217;s biggest producer of fuel products and chemicals from coal, said it has yet to fully assess the material impact of the floods on its business.</p>



<p>The company said that the conflict in Ukraine and the resulting volatility in energy prices, together with COVID-19 lockdowns in China and rising inflation, will also pose risks to sales volumes and margins during the last quarter of 2022.</p>

South Africa’s Sasol warns of impact on Q4 volume outlook from floods

<p>France’s Emmanuel Macron looks set to comfortably beat his far-right rival Marine Le Pen in Sunday’s election, securing a second term as president on his pro-business and pro-EU agenda.</p>



<p>Centrist Macron of the La République En Marche party looks set to gain around 58% in the second and final round of voting, according to a flurry of exit polls and projections, with Marine Le Pen of the nationalist and far-right National Rally party on 42%. Estimates in France are usually accurate but may be fine-tuned as official results come in.</p>



<p>Immediately after the exit polls, Le Pen spoke to her supporters in Paris and accepted defeat. She said her result was a “victory” for her political movement and pointed to parliamentary elections which take place in June.</p>



<p>“The French showed this evening a desire for a strong counterweight against Emmanuel Macron, for an opposition that will continue to defend and protect them,” she said, according to a Reuters translation.</p>



<p>Despite the predicted victory for Macron, the margin represents a smaller gap between the two candidates in comparison with the 2017 election, when Macron won with 66.1% of the vote.</p>



<p>Macron addressed his supporters later in the evening, saying the anger of those who voted for Le Pen must be addressed, as well as those who abstained. “I am no longer the candidate of a camp but the president of everyone,” he said, promising that “nobody will be left by the wayside.”</p>



<p>Riot police reportedly charged and sprayed teargas at demonstrators in central Paris on Sunday evening who were protesting Macron’s victory.</p>



<h2 class="wp-block-heading" id="h-voter-apathy"><a></a>Voter apathy</h2>



<p>The 2022 campaign was set against the backdrop of Russia’s invasion of Ukraine, a cost of living crisis in France, a surge in support for the far-left among younger generations and suggestions of widespread voter apathy. Turnout on Sunday was 2 percentage points lower than the 2017 election, according to the Interior Ministry.</p>

<p>At the start of the campaign trail, 44-year-old Macron benefitted from his attitude and diplomatic efforts toward the Russia-Ukraine war. But that support dissipated in the days prior to the first round of voting on Apr. 10, as French citizens focused heavily on domestic affairs and soaring inflation.</p>



<p>Marine Le Pen — who has now run for France’s presidency three times — chose to distance herself from her previous rhetoric on the European Union and euro integration and instead concentrate on the economic struggles of French voters.</p>



<h2 class="wp-block-heading" id="h-putin-links"><a></a>Putin links</h2>



<p>Nonetheless, as the second round of voting approached, scrutiny over the two individuals and their policies intensified. In a two-hour TV debate Wednesday, Macron called out Le Pen’s previous ties with Russia and President Vladimir Putin, accusing her of being dependent on Moscow.</p>



<p>Macron said Friday that Le Pen’s plans to ban Muslim women from wearing headscarves in public would trigger a “civil war.”</p>



<p>Macron’s win makes him the first French president in two decades to win a second term. He’ll now look to continue his reformist agenda, recently promising to help France reach full employment and change the country’s retirement age from 62 to 65.</p>



<p>Frederic Leroux, head of the cross asset team at French fund manager Carmignac, said Macron’s clear victory is likely to reassure markets.</p>



<p>“In the short term, the main logical beneficiary of this election could be the euro, which was still flirting last Friday with two-year lows against the dollar,” he said in a flash research note after the projections.</p>



<p>“The negative aspect for the markets of this rather comfortable election could however come from a quick decision in favour of a Russian oil embargo which would exacerbate inflationary pressures and economic slowdown (stagflation scenario) in Europe,” he added.</p>



<p>Holger Schmieding, chief economist at Berenberg, said the result was “among the best news for Europe since the European Central Bank stopped the euro crisis almost 10 years ago in July 2012.”</p>



<p>“As a second term for Macron has been widely expected, the result may not move markets much,” he said in a research note, adding that France will now “most likely remain an engine of growth and progress in Europe for the next five years.”</p>
